First issue: (a) Percentage increase in millage over rolled back rate. (b) Purpose tax revenues are being increased. (c) Hear all. comments from public and explain. 2. Discuss and adopt millage prior to budget. 3. Publically announce the percentage by which the recomputed proposed millage rate exceeds rolled back rate. 4. Adopt millage then budget. 5. Re: Fire District - Discuss Tax Anticipation Note and authorize. CHAIRMAN SIEBERT REQUESTED FINANCE OFFICER BARTON TO GO THROUGH BUDGET BY BUDGET, GIVING THE PERCENTAGES AS RELATED TO THE ROLLED BACK RATE, EXPLAIN THE INCREASE OR DECREASE, AND THEN THE FLOOR WOULD BE OPENED TO THE PUBLIC. FINANCE OFFICER BARTON ANNOUNCED THAT THE PROPOSED MILLAGES FOR GENERAL COUNTY GOVERNMENT ARE AS FOLLOWS: GENERAL FUND 3.30239 TRANSPORTATION FUND 0.00001 '59 OBLIGATION BOND INS FUND 0.04239 TOTAL 3.34479 HE REPORTED THAT THIS IS A REDUCTION OVER THE ROLLED BACK RATE OF 22.5% ATTORNEY COLLINS FELT SINCE THIS IS A DECREASE IN MILLAGE, IT WAS NOT NECESSARY TO GO ANY FURTHER BEFORE ASKING FOR PUBLIC INPUT. HE FURTHER REQUESTED THAT IT BE MADE CLEAR THAT THIS IS THE COUNTY COMMISSION BUDGET, AND FINANCE OFFICER BARTON NOTED THAT IT INCLUDES THOSE FUNDS THAT DO NOT ASSESS TAXES, SUCH AS THE ENTERPRISE ACCOUNTS, THE RENOVATION OF THE ADMINISTRATION BUILDING AND COURT- HOUSE, THE 1980 BOND INS FUND. THE CHAIRMAN ASKED IF ANYONE PRESENT WISHED TO BE HEARD, AND THERE WERE NONE. DISCUSSION AROSE ABOUT CLOSING THE PUBLIC HEARINGS, AND ATTORNEY COLLINS FELT FOR SIMPLICITY, THE BOARD COULD DECLARE THE ENTIRE MEETING A PUBLIC HEARING AND NOT HAVE TO OPEN AND CLOSE EACH HEARING SEPARATELY. COMMISSIONER LYONS FELT, FOR THE BENEFIT OF THE MEMBERS OF THE PUBLIC PRESENT, WE SHOULD INDICATE THAT THIS IS A NEW PROCEDURE; WE ARE FEELING OUR WAY ALONG AND FOLLOWING, THE PROCEDURE AS MANDATED BY STATE LAW. HE NOTED THAT EVEN THOUGH IT DOESN'T MAKE SENSE, IT IS NEVERTHELESS MANDATED, AND WE FOLLOW IT PRECISELY. ON MOTION BY COMMISSIONER Loy, SECONDED BY COMMISSIONER WODTKE, FOUR BOARD MEMBERS PRESENT UNANIMOUSLY ADOPTED RESOLUTION 80-100 SETTING A MILLAGE OF 3.34479 FOR THE GENERAL FUND, THE TRANSPORTATION FUND, AND THE 1959 GENERAL OBLIGATION BOND INS FUND. OCT 71980 11 Bo�K 44 PACE 7'52 0 CT 71980 nox 44 PAGE `753 RESOLUTION NO. 80-100 WHEREAS, the County Auditor after tentatively ascertaining the proposed budget fiscal policies of the Board of County Commissioners of Indian River County, Florida, for the fiscal year commencing on the first day of October, 1980 and ending on the 30th day of September 1981, did prepare and present to the Board a tentative budget for the ensuing fiscal year for each of the funds therein as provided by law, including all estimated receipts, taxes to be levied, and balances ex- pected to be brought forward, and all estimated expenditures, reserves, and balances to be carried over at the end of the year; and WHEREAS, upon receipt of the tentative budgets and the completion of all revisions made by the Board, the Board did prepare a statement summarizing all of the tentative budgets. The summary statement did show for each budget and for the total of all budgets, proposed tax millages, the balances, the reserves, and the total of each major classification of receipts and expenditures clasgified according to the classification of accounts prescribed by the appropriate state agencies. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COM- MISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that this Board does herewith levy upon all real and personal taxable property in Indian River County, Florida, for the year 1980, a tax of 3.34479 mills on the dollar to be redistributed among the funds in the budget as follows: GENERAL FUND 3.30239 mills TRANSPORTATION FUND 0.00001 mills 1959 BOND ISSUE 0.04239 mills TOTAL MILLAGE 3.34479 mills - M M BE IT FURTHER RESOLVED that the millage as finally adopted herein shall be filed in the office of the County Auditor in the Public Records and the County Auditor shall transmit forthwith a certified copy of this Resolution to the Property Appraiser for Indian River County, to the Tax Collector for Indian River County, and to the Department of Revenue of the State of Florida. ON MOTION BY COMMISSIONER WODTKE, SECONDED BY COMMISSIONER LYONS, THE FOUR BOARD MEMBERS PRESENT UNANIMOUSLY ADOPTED RESOLUTION 80-101 APPROVING THE COUNTY GOVERNMENT BUDGET FOR 1980-81 IN THE TOTAL AMOUNT OF $13,412,428, AS OUTLINED ON PAGE 2 OF THE FINANCE DEPARTMENTS MEMO. � � r RESOLUTION NO. 80-101 WHEREAS, the BOARD OF COUNTY COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, has held its second public hearing at 5:01 P.M. on October 7, 1980 for the purpose of adopting a final County budget based on the interim roll for the fiscal year 1980-81; and WHEREAS, the BOARD OF COUNTY COMMISSIONERS as provided by law, has previously approved the millage based on the interim roll; and WHEREAS, the Property Appraiser has provided evaluations for the non-exempt property in the County; and WHEREAS, the final hearing was properly noticed by publication and the needs as set forth in the County budget discussed in public forum; and WHEREAS, the County budget includes the budget for the Health Department and retirement of the Bond Issue dated February 1, 1959 in the principal amount of $750,000.00; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COM- MISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that the budget as attached to this Resolution, marked as Exhibit "A" and incorporated herein is hereby adopted by the BOARD OF COUNTY COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA. FINANCE OFFICER BARTON INFORMED THOSE PRESENT THAT THERE IS NO MILLAGE RELATING TO FEDERAL REVENUE SHARING; IT IS STRICTLY A BUDGET IN THE AMOUNT OF $1,032,855. ON MOTION BY COMMISSIONER Loy, SECONDED BY COMMISSIONER WODTKE, THE FOUR MEMBERS OF THE BOARD PRESENT UNANIMOUSLY ADOPTED RESOLUTION 80-102 APPROVING THE 1980-81 BUDGET FOR FEDERAL REVENUE SHARING IN THE AMOUNT OF $1,032,855, AS PROPOSED. RESOLUTION NO. 80-102 WHEREAS, the County Auditor after tentatively ascertaining the proposed budget policies of the Board of County Commissioners of Indian River County, Florida, for the fiscal year commencing on the first day of October, 1980 and ending on the thirtieth day of September, 1981, as they relate to Federal Revenue Sharing Funds, did prepare and present to the Board a tentative budget for said fiscal year for said Funds as provided by law, including all estimated receipts, and balances expected to be brought forward, and all estimated expenditures, reserves and balances to be carried over at the end of said fiscal year; and WHEREAS, upon receipt of the tentative budget for Federal Revenue Sharing Funds and the completion of all revisions made by the Board, the Board did prepare a statement summarizing the tentative budget for said Funds. The summary statement did show the balances, the reserves and the total of each major classification of receipts and expenditures according to the classification of accounts prescribed by the appropriate state agency.
