The Board of County Commissioners in and for Indian River County, Florida, met at the Court House in Vero Beach, at 10 o'clock A.M.Tuesday, October 7th 1930, with the following members of the Board present: Albert O.Helseth, Chairman; J.D.Yongue; J.W. La.Bruce; J.J.P.Hamilton and John H. Atkins. Also present were Miles Farren, Clerk and Clark S. Rice, Sheriff, The Minuted of the previous meetings were read and approved. 'ff. B. Bhaffet appeared before the Board regarding the._condition of Joe Thompson, colored, pauper, and requesting aid in transportation for him to Government hospital at Lake City. It _was ordered that $15.00 be appropriated for transportation and $3.00 for rations. Mac. `Shaffer also ,brought to the attention of the Board the matter of drainage ditch from .State Road #4 at Winter Beach, which affects some 22 residents there. It was ordered that the amount of $100.00 be appropriated to clear out this ditch to properly take the water off. The County Nurse submitted application of Mrs Ida Yeargin to- be placed on the Mother's Pension list. Action was deferred at this time on the application. It wa,suordered that the County Engineer do emergency and 'temporary repair work on the quay Bridge District Bridge. Dan A Moran appeared before the Board regarding 'Drainage - on Lateral "A" on his land And requesting drain pipe under the road to assist in taking care of the water at that point. It was ordered the County Engineer confer with Mr. Moran and work this out if possible. It was ordered that the Sheriff use county convicts to place the jail grounds in proper shape and condition. The 'time having arrived for the opening of bids .for the erection of a store room and garage ai the County Jail, proper notice having been duly published, as provided by law, and proof of publication of such notice being on file. in the ClerkEs office, the Clerk proceeded to open and read such bids. The bids so submitted being as follows: J. E. Downes**** 01j600600 Fred Amos..........$10762.40 F. G. Pletcher.....$1,822.00 The Board having considered each and every bid and having fully discussed the same, it was ordered the Contract be awarded to J.E.Downes, sunject to sale of Time Warrants, and subject to the contractor giving good and sufficient bond for the faithful per- formance of such contract. The building to be completed within 45 days after notice to start work. The Notary Public bond of T.H.Sa.pp, in the sum of $500.00 with the American Surety Company, a corporation, as surety was approved. The Clerk was- instructed to write G.A.Braddock regarding ' bill of $587.20 due by him to the County on account of work done for him at ;Sebastian. The following Road Committee Report was received and read: We # the undersigned Committee appointed by Honorable Body on the 2nd* day of SEPTEMBER, 19301, with instructions to Griew and mark out the best route for a public road, described in the petition as follows, to -wits Commencing at the North-east corner of Section Thirty-six (36); Township thirty- one (31) South; Range 'Thirty. -eight (38) East; Thence south on line Utween Ranges Thirty-eight and Thirty-nine to the mast One-quarter corner of Section Twelve (12); Ii l �-326 tawnship, thirty-two (32) Pouthl Range Thirty-eight (38)'Sastp a distance of two and a half miles. beg leave to report to your honors as follows: that we after first having subscribed t V,-,-, the oath required by law before entering on our duties make this our general reports What we proceeded to the said proposed location of the said public road upon the 27th day of September# 1930t and viewed and marked out the following as the best route for said proposed road. Said road is to be .50.- feet wide Commencing at the North-east corner of Section Thirty-six (36)1 Township Thirty- one (31). South; _Range Thirty-eight (38) fast; Thence south on line between Ranges Thirty-eight (38) and Thirty-nine (39) to the east one-quarter cornery Section Twelve (12); Township Thirty-two (32) South; Range Thirty-eight (38) Baste A distance of two and a half miles* Thereforep having performed the duties required by law under the appointment of your honorsp we pray to be discharged*' Hubert Graves So Re Vilkerson Do Lo Leisher Road Committee., The above report is hereby accepted and approved. Done in open session at the Court House in Vero Beachp Florida, this 7th. day of Octobers 1930* It vas ordered that after advertisement as provided by law for 30 days, and no protest has been filed against the above designated roads that the same be declared a public County roade" The Chairman announced that a County Home Demonstration Agent had been appointed for St Ducie and Indian River Counties jointly., salary to be paid by the Federal Govern- ment and request was made for the County to agree to pay for necessary implements in connection with this work, not to exceed $300.00 during the next 12 months. On motion made, seconded and carried, it was ordered the County appropriate this amount to assist in this work.. Upon being put to a vote the following voted yea: ComIrs. Atkin; LaBruce Hamilton and Helseth. Those voting No: CommIr Yongue. It was ordered that the road from Old Dixie Highway to the Oslo Cemetery be marled, whit� is a distance of about 1/8 of a mile. The several bills and accounts against the County having been audited, were examined i and found to be correct were approved, and warrants ordered issued in settlement of same The said bills and accounts being on f ile in the Clerk office, and the warrants so issue from the respective funds being listed completely in the County Finance Recordl as pro- vided by laws reference to said County Finance Record and the lists so recorded being made a part of these minutes as fully and completely as if the said warrants were set ou herein in detail. The County Depository filed its monthly statements of the various funds, showing receipts and disbursements, which having been audited, were found to be correct. There being no further business on motion madet seconded and carried the Board then adjourned until Tuesday, October 14th, 19309 which meeting will be considered the mid- month meeting of this Board. ,AT TF Chat mnan. -C 1 -e r k.
