SOLID WASTE DISPOSAL DISTRICT
July 14, 2010
The Board of County Commissioners of Indian River County, Florida, met at the County
Commission Chambers, 1801 27th Street, Vero Beach, Florida, on Thursday, July 14, 2010 to
discuss the proposed Solid Waste Disposal District Budget for Fiscal Year 2010/2011. Present
were Chairman Peter D. O'Bryan, Vice Chairman Bob Solari, Commissioners Wesley S. Davis,
Joseph E. Flescher, and Gary C. Wheeler. Also present were County Administrator Joseph A.
Baird, Management and Budget Director Jason E. Brown, County Attorney Alan S. Polackwich,
Sr., and Deputy Clerk Leona Adair Allen

The Chairman called the meeting to order at 1:30 p.m.
Administrator Baird announced the proposed 2010/2011 Budget at $10,713,852, a
$155,652 reduction. He informed the Board that the Vacant Operations Manager position and

three maintenance worker positions (those who separate recyclables) were eliminated. He also
proposed the following rates:
Commercial — Waste Generation Unit $28.09 $0.04 reduction
Residential — Waste Generation Unit $40.3 8 same as last year
Equivalent Residential Unit $17.10 same as last year
Administrator Baird responded to Board questions relating to the proposed commercial
contract for solid waste services, the elimination/bidding of positions, and the effects on the
General Fund.
The Chairman opened the Public Hearing.
Kristy Sturdivant, Executive Director of Keep Indian River Beautiful (KIRB), requested
the Board reconsider their Budget cuts, and she provided the reasons why.
Art Spilios, Treasurer for Keep Indian River Beautiful (KIRB), urged the Board to not
reduce their Grant monies for the upcoming year, and to direct the County Administrator and
Budget Director to review the Budget to see if money can be moved to enable KIRB to continue
their efforts.
Ruby Piatt, SWDD Convenience Center worker who lost her job, wondered why the two
people in upper management, who were getting ready to retire, lost their jobs.
