Solid Waste Disposal District 1 Request for Approval to Participate in the St. Lucie Feral Hog Challenge (memorandum dated July 8, 2014) 142-145 Director of Utility Services Vincent Burke provided a description and analysis on the proposal to control the feral hog population at the County Landfill by allowing access to the property for the St. Lucie County Hog Challenge. He said that if the Board approves staff's request, the landfill would be made available from 6:00 p.m. on September 12, 2014 until 6:00 a.m. on September 13, 2014, and a release of liability will need to be formulated. He thereafter responded to the Board's comments and questions. Commissioner Solari offered to personally pay the entry fee for any County team with two or more current County employees who meet the safety/ training requirements. MOTION WAS MADE by Commissioner Solari, SECONDED by Vice Chairman Davis, to: (1) authorize the use of the Indian River County Landfill for limited participation in the 2014 St. Solid Waste Disposal District Page 1 July 15, 2014 Lucie Hog Challenge beginning at 6 p.m. on September 12, 2014 and ending at 6 a.m. on September 13, 2014; and (2) authorize staff to work with the County Attorney and County Risk Manager to develop the approval process to ensure that legal and liability protection is established prior to any participation on the landfill property. A brief discussion ensued among Board Members about expanding the feral swine hunt to other County locations, such as conservation lands, where the hogs are invasive. Commissioner Flescher expressed safety concerns about expanding the hunt to conservation lands. MOTION WAS AMENDED by Commissioner Solari, SECONDED by Vice Chairman Davis, to authorize the use of the Indian River County Landfill and any other passive land that staff feels appropriate, keeping in mind safety and liability. The Chairman CALLED THE QUESTION and the Amended Motion carried unanimously. 2:02 2. 2014 Master Plan Timeline Update & Request for Presentations to p.m. Municipalities (memorandum dated July 7, 2014) 146-147 Director Burke recalled that the 2014 Solid Waste Disposal District's Master Plan Technical Memorandums (TM's) 1, 2, and 3 were reviewed at the May 13, 2014 County Commission meeting, and TM's 4 and 5 were discussed on June 3, 2014. He stated that staff was now reviewing TM 6, and would report back to the Board in September 2014. He asked for authorization to update and obtain the input of the municipalities on the Master Plan, and reviewed the key issues/proposals that the Board will be considering when ado tin the plan: 1. Single Stream Recycling with Carts 2. Universal Collection Within Urban Service Area 3. Weekly Garbage Collection 4. Customer Convenience Centers — Closing One or More 5. Municipalities Participation in Request for Application Process - Waste Collection Franchise Agreements 6. Interlocal Agreement Updates with Municipalities Solid Waste Disposal District July 15, 2014 Page 2 ON MOTION by Commissioner Solari, SECONDED by Chairman O'Bryan, the Board unanimously authorized staff to visit the City of Vero Beach, City of Fellsmere, City of Sebastian, Town of Indian River Shores, and Town of Orchid; collect their information and incorporate their comments into the Solid Waste Master Plan, and report back to the SWDD Board in September 2014.
