PRESENT WERE COMMISSIONERS WILLIAM C. WODTKE, JR., AND PATRICK B. LYONS. PRESENT WERE COMMISSIONERS ELECT DICK BIRD, ALFRED GROVER FLETCHER, AND DON C. SCURLOCK, JR-. ALSO PRESENT WERE NEIL A. NELSON, COUNTY ADMINISTRATOR; L. S. "Tommy" THOMAS, INTERGOVERNMENTAL COORDINATOR; GEORGE G. COLLINS, JR., ATTORNEY TO THE BOARD OF COUNTY COMMISSIONERS; JEFFREY K. BARTON, FINANCE OFFICER; AND VIRGINIA HARGREAVES, DEPUTY CLERK. ATTORNEY COLLINS PRESIDED AND CALLED THE MEETING TO ORDER. COMMISSIONER LYONS LED THE PLEDGE OF ALLEGIANCE TO THE FLAG, AND DR. JULIUS RICE, PASTOR, COMMUNITY CHURCH - UNITED CHURCH OF CHRIST, GAVE THE INVOCATION. ATTORNEY COLLINS INFORMED THOSE PRESENT THAT THE PURPOSE OF THIS MEETING IS TO INSTALL THE NEWLY ELECTED COUNTY COMMISSIONERS AND TO HAVE A REORGANIZATION OF THE BOARD. HE NOTED THAT IT IS VERY SELDOM THE ATTORNEY HAS THE OPPORTUNITY TO HAVE THE GAVEL AND PRESIDE, AND THIS IS AN ESPECIALLY RARE HAPPENING WHEN THERE IS ONLY A MINORITY OF COMMISSIONERS REMAINING IN OFFICE, ATTORNEY COLLINS ANNOUNCED THAT HE HAD REQUESTED CIRCUIT JUDGE CHARLES SMITH TO SWEAR IN THE NEW COMMISSIONERS. CIRCUIT JUDGE CHARLES E. SMITH APPEARED AND CALLED THE COMMISSIONERS ELECT FORWARD, HE SPOKE BRIEFLY OF THE FUNCTIONS AND DUTIES OF THE BOARD OF COUNTY COMMISSIONERS, NOTING THAT IT IS A UNIQUE GOVERNING BODY IN THAT IT SERVES BOTH AS A LEGISLATIVE AND GOVERNING BODY FOR THE COUNTY. JUDGE SMITH THEN ADMINISTERED THE OATH OF OFFICE TO THE NEWLY -ELECTED COMMISSIONERS, WHO HAD RECEIVED THEIR COMMISSIONS FROM THE STATE OF FLORIDA AS FOLLOWS: ALFRED GROVER FLETCHER SE No. 9807 DON C. COMMISSIONER FLETCHER PLACED THE NAME OF PATRICK B. LYONS IN NOMINATION FOR THE OFFICE OF CHAIRMAN, SECONDED BY COMMISSIONER WODT KE . THERE BEING NO FURTHER NOMINATIONS, ON MOTION BY COMMISSIONER SCURLOCK, SECONDED BY COMMISSIONER BIRD, THE BOARD UNANIMOUSLY CLOSED THE NOMINATIONS. ATTORNEY COLLINS CALLED FOR THE QUESTION, AND THE BOARD UNANIMOUSLY ELECTED PATRICK B. LYONS CHAIRMAN OF THE BOARD OF COUNTY COMMISSIONERS. CHAIRMAN LYONS REQUESTED THAT ATTORNEY COLLINS CONTINUE TO PRESIDE UNTIL AFTER THE VICE CHAIRMAN HAD BEEN SELECTED. ATTORNEY COLLINS THEN OPENED THE FLOOR FOR NOMINATIONS FOR VICE CHAIRMAN. COMMISSIONER BIRD PLACED THE NAME OF WILLIAM C. WODTKE, .JR., IN NOMINATION FOR THE OFFICE OF VICE CHAIRMAN. COMMISSIONER LYONS PLACED THE NAME OF DON C. SCURLOCK, SJR., IN NOMINATION FOR THE OFFICE OF VICE CHAIRMAN. ATTORNEY COLLINS STATED THAT HE WOULD OVERRULE THE TECHNI- CALITY OF THE CHAIRMAN MAKING A NOMINATION AND ACCEPTED THE NAME OF DON C. SCURLOCK, SJR., IN NOMINATION FOR THE OFFICE OF VICE CHAIRMAN. COMMISSIONER LYONS POINTED OUT THAT HE HAD NOT YET TAKEN HIS SEAT TO PRESIDE AS CHAIRMAN. THERE BEING NO FURTHER NOMINATIONS, ON MOTION BY COMMIS- SIONER SCURLOCK, SECONDED BY COMMISSIONER LYONS, THE BOARD UNANIMOUSLY CLOSED THE NOMINATIONS. ATTORNEY COLLINS STATED THAT HE WOULD ASK FOR A VOTE ON THE TWO CANDIDATES IN ALPHABETICAL ORDER. THOSE IN FAVOR OF DON C. SCURLOCK, JR. SIONER SCURLOCK VOTED IN FAVOR. HE THEN ASKED FOR A VOTE OF COMMISSIONER LYONS AND COMMIS - ATTORNEY COLLINS ASKED FOR A VOTE OF THOSE IN FAVOR OF WILLIAM C. WODTKE, SJR., AND COMMISSIONERS BIRD, FLETCHER, AND WODTKE VOTED IN FAVOR. ATTORNEY COLLINS ANNOUNCED THAT COMMISSIONER WODTKE HAD BEEN NOMINATED AND ELECTED TO THE OFFICE OF VICE CHAIRMAN OF THE BOARD OF COUNTY COMMISSIONERS. HE THEREUPON RELINQUISHED HIS SEAT AND THE GAVEL TO COMMISSIONER LYONS. COMMISSIONER LYONS TOOK HIS SEAT AS CHAIRMAN OF THE BOARD AND THANKED EVERYONE FOR THE OPPORTUNITY TO SERVE AS CHAIRMAN. You leave served as Chairman of the Mobile Iiome Ordinnnee Recommendation Committee,and its a member of the Long; Itange Planning Council, the Treasure ('oast Regional Planning Council and on the Mental Health Board. You have alsoserved as Chairman of the Board of Supervisors for both the itnckridgte Street Lighting District rand the I.aturelw•ood Street Iagchtingi District. Runny. your service to the County will be remembered by future Commissioners and it is with a deep sense of loss that we, your colleagues on the Commission, individually and on behalf of the Citizens of Indian River County, express to you our deep appreciation for the services you have performed for the County over the last eight years. MR. SIEBERT THEN WENT ON TO GIVE THE NEW BOARD MEMBERS THREE BITS OF ADVICE - LISTEN MORE THAN YOU TALK - EARN THE RESPECT OF YOUR FELLOW COMMISSIONERS - AND RETURN THAT RESPECT. HE STATED THAT HE COULD NOT SAY ENOUGH ABOUT THE RAPPORT THE BOARD HAD WHILE HE SAT ON IT, AND HE SINCERELY WISHED THAT THE NEW BOARD WOULD CONTINUE TO HAVE THE SAME RAPPORT. HE URGED THATTHEY THINK POSITIVE, MOVE FORWARD AND NEVER LOOK BACK. HE THEN PUBLICLY THANKED HIS WIFE AND HIS MOTHER FOR GIVING HIM THE TIME TO SERVE ON THE BOARD. FORMER COMMISSIONER LOY THEN CAME FORWARD TO MAKE A FEW REMARKS AND TO PAY TRIBUTE TO THOSE WHO HAVE HELPED HER OVER THE YEARS - THE CITIZENS FOR GIVING HER THE OPPORTUNITY TO SERVE - THE ELECTED OFFICIALS WHO HAVE HELPED HER DURING THE LAST 12 YEARS THE MEDIA FOR THEIR COOPERATION IN GIVING COMPLETE AND UNBIASED COVERAGE TO COUNTY EVENTS - AND HER PERSONAL FAMILY AND BUSINESS FAMILY, WITHOUT WHOSE HELP IT WOULD NOT HAVE BEEN POSSIBLE FOR HER TO PUT THE COUNTY FIRST DURING THE PAST 12 YEARS. SHE NOTED THAT COUNTY GOVERNMENT IS ONLY AS STRONG AS THE DEMONSTRATED COOPERATION AND MUTUAL RESPECT AMONG ALL OFFICIALS AND STATED THAT ONE OF THE JOYS OF HER PAST 12 YEARS OF SERVICE ON THE BOARD WAS BEING ABLE TO WORK WITH SUCH AN OUTSTANDING GROUP OF MEN, MISS LOY THEN COMPLIMENTED COMMISSIONER WODTKE FOR HIS YEARS OF DEDICATION AND DEVOTION TO SERVING THE PUBLIC, CHAIRMAN LYONS FOR HIS DEDICATION TO POSITIVE ACTIONS, AND FORMER COMMISSIONER DEESON FOR BEING A VITAL PART OF THE TEAM WITH HIS FINANCIAL ADVICE AND STRONG FAITH, WHICH SET AN EXAMPLE FOR ALL, SHE ASKED MR. DEESON TO COME FORWARD AND PRESENTED HIM WITH A BOOK, MISS LOY NEXT ASKED FORMER COMMISSIONER SIEBERT TO COME FORWARD, COMMENTING WHAT A JOY IT HAD BEEN TO WORK WITH HIM OVER THE YEARS AND ESPECIALLY TO SEE HIS LONG YEARS OF HARD WORK ON CREATION OF THE FIRE DISTRICTS COME TO FRUITION, SHE PRESENTED MR. SIEBERT WITH A SCRAPBOOK COMMEMORATING HIS ACCOMPLISHMENTS IN HIS YEARS ON THE BOARD. MISS LOY THEN EXPRESSED HER BEST WISHES TO THE NEW COMMISSIONERS, NOTING THAT THEY NOW HAVE A TREMENDOUS RESPONSIBILITY BEFORE THEM, AND SHE HOPED THAT THE FORMER COMMIS- SIONERS HAVE HELPED PREPARE THE WAY FOR THE NEW MEMBERS TO MAKE THEIR JOB MORE PRODUCTIVE AND REWARDING. CHAIRMAN LYONS RECESSED THE MEETING BRIEFLY. CHAIRMAN LYONS RECONVENED THE MEETING AT 9:30 O'CLOCK A.M. WITH ALL NEW MEMBERS SEATED AND ASKED IF THE COMMISSION WISHED TO DO ANYTHING ABOUT APPOINTMENTS AT THIS TIME OR IF THEY WISHED TO WAIT UNTIL TOMORROW S MEETING. ATTORNEY COLLINS COMMENTED THAT THERE IS AN ITEM ON TOMORROW'S AGENDA IN REGARD TO A FIRE TRUCK FOR THE NORTH COUNTY FIRE DISTRICT AND HE WOULD SUGGEST SOME ACTION BE TAKEN TO REORGANIZE THAT BOARD TODAY. CHAIRMAN LYONS NOTED THAT FORMER COMMISSIONER DEESON HAD BEEN CHAIRMAN OF THE NORTH COUNTY FIRE DISTRICT, AND HE FELT IT WOULD BE FITTING FOR THE NORTH COUNTY COMMISSIONER TO BE CHAIRMAN OF THAT DISTRICT. CHAIRMAN LYONS ASKED FOR NOMINATIONS FOR CHAIRMAN OF THE NORTH COUNTY FIRE DISTRICT. COMMISSIONER SCURLOCK PLACED THE NAME OF ALFRED GROVER FLETCHER IN NOMINATION FOR THE POSITION OF CHAIRMAN OF THE NORTH INDIAN RIVER COUNTY FIRE DISTRICT, SECONDED BY COMMISSIONER WODTKE. IN DISCUSSION, IT WAS NOTED THAT THIS IS A DISTRICT INDEPENDENT OF THE BOARD, AND THE BOARD SHOULD RECESS AND RECONVENE TO TAKE ACTION.
