PRESENT WERE PATRICK B. LYONS, CHAIRMAN; WILLIAM C. WODTKE, JR., VICE CHAIRMAN; DICK BIRD; ALFRED GROVER,FLETCHER; AND DON C. SCURLOCK, SJR. ALSO PRESENT WERE NEIL A. NELSON, COUNTY ADMINISTRATOR; R. STEPHEN HOULIHAN, ASSISTANT ATTORNEY TO THE BOARD OF COUNTY COMMISSIONERS; AND JANICE CALDWELL, DEPUTY CLERK. THE CHAIRMAN CALLED THE MEETING TO ORDER. PUBLIC HEARING ON PROPOSED LAND USE MAP FOR INDIAN RIVER COUNTY THE HOUR OF 7:30 O'CLOCK P.M. The hearings will be held in different locations. The Tues- , i day, September 8th meeting will -be held at the Vero Beach Senior High School, 1707 - 16th Street, Vero Beach, Florida. The J Wednesday, September 91h meeting will be held at the Vero Beach Junior High School, 1507 - 19th Street, Vero Beach, t 1011- u' Florida. Copies of the proposed Comprehensive Plan are available at the Indian River County Planning and Zoning Department I i located at 2121 -14th Avenue, Vero Beach, Florida. MEETING LOCATIONS: VERO BEACH JUNIOR HIGH VERO BEACH SENIOR HIGH. CHAIRMAN LYONS WELCOMED THOSE PRESENT AND INTRODUCED THE BOARD MEMBERS AND THE STAFF MEMBERS. HE ADVISED THAT THE SAME PROCEDURE WOULD BE FOLLOWED THAT WAS USED AT THE FIRST TWO PUBLIC HEARINGS ON THE COMPREHENSIVE LAND USE PLAN. THE CHAIRMAN THEREUPON OPENED THE MEETING TO THE PUBLIC AND CALLED .JOAN PREUSS. SHE WAS NOT PRESENT. THE CHAIRMAN CALLED ROBERT SCHUMAKER. BRUCE G. KALEITA, PLANNER FROM THE DELTONA CORPORATION, STATED THAT MR. SCHUMAKER WAS UNABLE TO ATTEND THE MEETING, AND HE WOULD SPEAK IN HIS BEHALF. HE STATED THAT LOCAL GOVERNMENT WAS GIVEN THE ABILITY TO PLAN FOR FUTURE GROWTH - TO CONTROL AND MANAGE THE GROWTH. MR. KALEITA COMMENTED THAT THE AVERAGE CITIZEN SEES THE CLUP AS A BLUEPRINT FOR DEVELOPMENT AND MANY PEOPLE WANT TO SLAM THE DOOR ON FUTURE GROWTH. HE HOPED THE BOARD WOULD ENACT A PLAN THAT WOULD ENABLE REASONABLE GROWTH AND FELT IT SHOULD BE A MIXTURE OF DENSITIES AND NOT JUST LOW DENSITY ACROSS THE BOARD. HARRY KLIMAS DID NOT RESPOND TO THE CALLING OF HIS NAME. DON NIEHAUS, A BUSINESSMAN IN WABASSO, CAME BEFORE THE BOARD. HE STATED HE BOUGHT HIS COMMERCIAL PROPERTY THERE SIX YEARS AGO TO BUILD A FAMILY BUSINESS AND IF THE CLOP IS ADOPTED, IT WOULD BE REZONED TO LD -1 AND WOULD WIPE AWAY HIS DREAMS FOR THE FUTURE. MR. NIEHAUS ADVISED THAT THERE WERE 16 OTHER COMMERCIALLY ZONED BUSINESSES ON THE EAST SIDE OF US #1 AND THEY WOULD ALL LIKE TO SEE IT RETAINED UNDISTURBED AS COMMERCIAL. MADELINE GASKELL WAS CALLED BUT DID NOT RESPOND, BILL F. STEGKEMPER, OF 161 12TH ST. S.E., CAME BEFORE THE BOARD. HE BELIEVED IT WAS THE DUTY OF THE BOARD TO EVALUATE EVERYTHING DISCUSSED AND NOT BE INTIMIDATED BY SOME PRESSURE GROUPS. TAMLIN KARL WAS UNABLE TO BE PRESENT AND SUSAN WILSON CAME BEFORE THE BOARD INSTEAD. SHE STATED THAT NOT ONE PERSON IN FELLSMERE LIKES THE CLOP, AS THEY DO NOT WANT TO BECOME ANOTHER ORANGE OR DADE COUNTY. MS. WILSON COMMENTED THAT THE RESIDENTS IN FELLSMERE BOUGHT 3 Bou 47 PAGE 6 pr, - SEP 8 1981 Booz 47 Puf 397 THEIR LAND BECAUSE THEY WANTED THE RURAL ATMOSPHERE; THEY WOULD LIKE TO KEEP IT ZONED AGRICULTURAL TO BE ABLE TO LIVE AND USE THEIR LAND AS THEY WANT, SHE THEN URGED THE BOARD TO RECONSIDER THE PLANS THEY NOW HAVE FOR FELLSMERE . MS. WILSON ADVISED THAT THEY ARE GOING TO FIGHT TO HAVE A REFERENDUM ON THIS MATTER AS IT WAS TOO IMPORTANT FOR JUST A FEW PEOPLE TO MAKE A DECISION CONCERNING THE AREA. DR. CHARLES G, HOLT, ORCHID ISLAND, CAME FORWARD AND STATED THAT THE WHOLE CRUX OF THIS MATTER WAS DENSITY. HE COMMENTED THAT ANY CITRUS MAN COULD TELL HOW MANY TREES HE COULD PUT ON HIS LAND; A RANCHER COULD TELL HOW MANY CATTLE HE COULD PUT ON HIS LAND; BUT WE ARE HAVING A PROBLEM TELLING HOW MANY PEOPLE CAN BE PUT ON AN ACRE OF LAND. DR. HOLT FELT THERE MUST BE A FORMULA AND QUESTIONED HOW THE DECISIONS WERE ARRIVED AT REGARDING THE VARIOUS ZONINGS. HE THEN REMINDED THE BOARD TO BE SURE AND TAKE INTO ACCOUNT "PUBLIC ACCESS" TO THE OCEAN. CHARLES W. WEBB, 715 TIDES ROAD, APPROACHED THE BOARD AND COMMENTED THAT THERE IS A SERIOUS PROBLEM WITH WATER. OVER THE LAST FEW YEARS, HE NOTED THAT OUR POPULATION HAD INCREASED GREATLY, AND WARNED THAT IF WE DO NOT HAVE CUSTODIAL CARE TO PROTECT OUR HERITAGE, THERE WILL BE A CATASTROPHE. MR. WEBB FELT IT WAS A FRIGHTENING SITUATION WHEN THOSE PEOPLE WHO WILL PROFIT THE MOST ARE FOR THE CLOP. HE THEN PROPOSED TO THE BOARD THAT THIS MATTER BE TAKEN TO THE PUBLIC FOR A VOTE. NAME. BE HEARD, HIS NAME. BRENT B. REIDER WAS CALLED BUT DID NOT RESPOND. ANTHONY P. ALFINO DID NOT RESPOND TO THE CALLING OF HIS NAME. GEORGE P. YOST ALSO DID NOT RESPOND TO THE CALLING OF HIS ARTHUR F. SAMMUT WAS CALLED AND PASSED HIS OPPORTUNITY TO ROBERT GASKILL WAS NOT PRESENT WHEN HIS NAME WAS CALLED. DAVID M. LAPHAM WAS NOT PRESENT WHEN CHAIRMAN LYONS CALLED 4 RICHARD P. SCHULER, 2685 WHIPPOORWILL LANE, APPEARED BEFORE THE BOARD AS AN INTERESTED CITIZEN. HE EXPRESSED CONCERN FOR THE FUTURE COSTS THAT THE RESIDENTS HERE WILL HAVE TO BEAR IN THE FUTURE, BECAUSE AS WE GROW, THERE WILL BE INCREASES. MR. SCHULER ALSO WARNED ABOUT SPECIAL INTEREST GROUPS IN THE AREA. HE ALSO URGED THE BOARD TO BE SURE THE COUNTY KEEPS WHAT IS RIGHTFULLY THEIRS - SUCH AS THE LAND THE GOVERNMENT GAVE FOR BEACHES AND PARKS. MR. SCHULER FELT THE REPORT FROM THE UNIVERSITY OF FLORIDA WAS GOOD BUT DID NOT PROJECT COSTS - HE URGED THE BOARD TO CONSIDER THIS MATTER CAREFULLY. THE CHAIRMAN CALLED MR. AND MRS. SNOKE OR DEBORAH PALMER, AND DEBORAH PALMER, OF P. 0. BOX 12 IN ROSELAND, APPROACHED THE BOARD, SHE STATED IT WAS PLAIN TO HER THAT THE PEOPLE IN FAVOR OF THE HIGH DENSITY PLAN ARE THE ONES WHO WILL PROFIT; THOSE THAT WANT LOWER DENSITIES ARE REGULAR PEOPLE INTERESTED IN FAMILIES AND RETIREMENT - NOT ANYBODY THAT WANTS TO MAKE BIG MONEY, MS. PALMER EXPRESSED CONCERN ABOUT THE COUNTY ZONING AGRICULTURAL LAND INTO RESIDENTIAL BECAUSE THE COUNTY IS WELL-KNOWN FOR ITS EXCELLENT FRUIT AND THIS WOULD BE DETRIMENTAL. SHE COMMENTED THAT IT WOULD BE A SHAME IF CITRUS ---TREES ARE TORN DOWN IN ORDER FOR HOMES TO BE ERECTED. MS. PALMER FELT THE PROPOSED PLAN WAS JUST TOO ERRATIC AND THAT THERE WAS NOT ENOUGH HONEST THOUGHT PUT IN FOR THE INTEREST OF THE PEOPLE WHO ALREADY RESIDE HERE. SHE ALSO FELT THE PLAN WAS BEING HURRIED THROUGH AND HOPED THAT MORE TIME COULD BE SPENT ON IT TO DO IT RIGHT. LOMAX GWATHMEY, 23 SEAHORSE LANE, CAME BEFORE THE BOARD AND EXPLAINED THAT HE HAD BEEN A RESIDENT HERE FOR 20 YEARS. HE STATED THAT HE TOOK ISSUE TO THE REMARKS WRITTEN ON THE YELLOW SHEET OF PAPER WHICH GAVE SOME FIGURES FROM THE UNIVERSITY OF FLORIDA. MR, GWATHMEY FELT THE CL_UP WAS INCONSISTENT AND OBJECTED TO THE WORDING. IT WAS MENTIONED THAT THE CLOP WOULD ACCOMODATE 596,000 PEOPLE BUT THIS WAS NOT A POPULATION PROJECTION, BUT.A THEORETICAL MAXIMUM LIMIT. HE FELT WORDS WERE BEING TWISTED. MR. GWATHMEY STRESSED THAT THE PRESSURE SEP 8 1981 5 Boos 47 rAcE 398 SEP 8 1991 BOX. 47 wAffl ON THE COUNTY IN THE YEARS AHEAD ARE GOING TO BE TREMENDOUS. HE NOTED THAT POPULATION PROJECTION IS ONLY GOOD UNDER NORMAL STABLE CONDITIONS AND THE UNKNOWNS HAVE NOT BEEN TAKEN INTO ACCOUNT. MR. GWATHMEY SUGGESTED THIS MATTER BE SUBMITTED TO THE PEOPLE AND LET THEM DECIDE BY VOTING. SID STINSON, P. 0. Box 1029, CAME TO THE BOARD AND EXPRESSED CONCERN ABOUT HIS PROPERTY LOCATED ON GLENDALE ROAD. HE FELT THAT IF IT WAS ZONED RR, IT WOULD BE MUCH BETTER. MR. STINSON ADVISED THAT HE WAS A MEMBER OF A PIONEER FAMILY DATING BACK TO 1900 AND OVER THE YEARS, THEY HAVE SEEN GROWTH AND DO NOT MIND IT. HE THOUGHT THE PEOPLE HAVE DONE A GOOD JOB WITH THE CLUP AND THAT THE BOARD SHOULD ADOPT IT. MR. STINSON REMARKED THAT MANY PEOPLE EXPRESSED LOVE FOR THIS TOWN AFTER JUST LIVING HERE EIGHT YEARS, HE HAS BEEN HERE FOR 47 YEARS AND HE REALLY LOVES IT. MR. STINSON CLOSED BY NOTING.THAT HIS FAMILY TAUGHT HIM TO `LOVE THY NEIGHBOR. If JAMES STINSON, P. 0, Box 276, WABASSO, CAME BEFORE THE BOARD AND ADVISED THAT HE WAS A BROTHER TO SID STINSON. HE ADDED THAT HE HAD NO BIG DISAGREEMENT WITH THE CLUP BUT FELT SOME AREAS SHOULD BE CHANGED. AS OWNER OF RIVERSIDE GROVES, WHERE THERE ARE 17 NEIGHBORING BUSINESSES, HE HOPED THAT SECTION COULD STAY COMMERCIAL. RHEA PANGBURN WAS CALLED BUT DID NOT RESPOND. T. M. BARNES, JR., 806 43RD AVENUE, CAME BEFORE THE BOARD REPRESENTING HIMSELF, AS WELL AS BARNES GROVES, INC., AND B & B INDUSTRIAL PARK. HE EXPRESSED DISMAY AT THE RIDICULE OF THE BOARD MADE AT THE LAST MEETING AND HOPED THAT THIS MEETING DID NOT DETERIORATE TO THAT POINT. MR. BARNES THOUGHT THE CLUP SHOULD BE ADOPTED AS A GUIDELINE BUT SOME FLEXIBILITY SHOULD BE RETAINED. HE DID NOT WANT TO SEE THIS AREA OVER -DEVELOPED, NOR WAS HE FOR STAGNATION. MR. BARNES REQUESTED THE'BOARD CONSIDER LETTING HIM MAINTAIN THE PRESENT ZONING OF HIS FAMILY IS VARIOUS BUSINESSES BECAUSE OF THEIR INVESTMENT. HE ADDED THAT SOME THINGS WERE NOT ECONOMICALLY PRACTICAL IN THE CLUP - FLEXIBILITY WAS NEEDED. HE URGED THE BOARD NOT TO OVER -DEVELOP THE AREA, BUT DEVELOP IT WITH GOOD SENSE. THE CHAIRMAN CALLED ROBERT RAMSDELL BUT HE DID NOT RESPOND. P. H. PERLICK, P. 0. BOX 3771, CAME BEFORE THE BOARD AND COMMENTED THAT WHEN AN AREA IS OVERCROWDED, PEOPLE TEND TO DEVELOP DISEASES. MANY CONGLOMERATES ARE TRYING TO MOVE INTO THE AREA - IT IS NOT WORTH IT BECAUSE IT DOES NOT PAY TO GO AFTER BIG MONEY, GO AFTER THE GOOD LIFE INSTEAD. MR. PERLICK REMINDED THE BOARD THAT THE SUN DOES NOT SHINE IN MIAMI BEACH AND NEW YORK CITY BECAUSE OF ALL THE CONCRETE THERE. HE NOTED IT WAS A WELL KNOWN FACT THAT MANY OF THE PEOPLE CAME HERE, SPENT THEIR EARNINGS IN HOPES OF HAVING A GOOD LIFE, AND WE SHOULD NOT ALLOW BIG CONGLOMERATES TO STEP IN AND RUIN IT. MR. PERLICK POINTED OUT THAT MONEY DOES NOT HAVE ANY FEELINGS AS IT IS ONLY PAPER. HE THEN READ FROM A RECENT ARTICLE THAT APPEARED IN A LOCAL PAPER REGARDING POPULATION GROWTH. .JAMES CRONIN DID NOT RESPOND TO THE CALLING OF HIS NAME. HARDEN L. CRAWFORD, 13 DOLPHIN DRIVE, CAME BEFORE THE BOARD AND STATED THAT HE WAS A MEMBER OF THE BOARD OF THE CIVIC ASSOCIATION AS WELL AS A MEMBER OF THE PARKS, PLANNING & ZONING COMMISSION, BUT HE WAS JUST SPEAKING THIS EVENING AS A VOTER. HIS ONLY INTEREST IS TO SEE THAT THE VOTERS GET A FAIR SHAKE AND HE THOUGHT THE SPECIAL INTEREST GROUPS FELT THE CITIZENS OF THE COUNTY WERE NOT SUFFICIENTLY INFORMED TO MAKE AN INTELLIGENT DECISION ABOUT THEIR OWN FUTURE. IN OTHER WORDS, THIS SPECIAL INTEREST GROUP THOUGHT THE CITIZENS WERE TOO DUMB TO KNOW WHAT WAS GOOD FOR THEM. HE URGED THE BOARD NOT TO BELIEVE THIS, BECAUSE FOR OVER 200 YEARS THE PUBLIC HAS PROVED THEY ARE COMPETENT ENOUGH TO DECIDE THEIR FUTURE AND HAVE SURPRISED MANY PEOPLE BY BEING RIGHT. MR. CRAWFORD STATED THAT THE CITIZENS ARE THE ONES WHO LIVE HERE; WILL HAVE TO PAY FOR THE CHANGES THAT WILL TAKE PLACE; WILL BE BURDENED BY THE INCREASED TAXES; AND WHO WILL FIGHT THE INCREASED TRAFFIC. HE THEN URGED THE BOARD TO GIVE THE CITIZENS A CHANCE TO VOTE ON THIS CLUP BY SECRET BALLOT. MR, AND MRS. R. E. DRAEN WERE CALLED BUT DID NOT RESPOND. 7 BOOK 47 PAGE 40' SEP 8 1981 Box 47 PAGE 401 BEN BAILEY 1415 43Rb COURT CAME BEFORE THE BOARD AND STATED THAT HE WAS A LIFE-LONG RESIDENT, LOCAL CITRUS GROWER, AND WAS SPEAKING THIS EVENING AS AN INDIVIDUAL. HE CONTINUED THAT HE GENERALLY AGREED WITH THE CLUP AS IT SEEMED TO BE REASONABLE AND CONSERVATIVE BUT FELT A PROVISION FOR REVIEW OF THE PLAN COULD BE IMPLEMENTED. MR. BAILED STATED THAT HE WILL CONTINUE TO GROW CITRUS; HOWEVER, LATER THEY WILL WANT TO DEVELOP THE LAND. HE PERSONALLY PREFERS LOW DENSITY BUT WANTED TO BE SURE THAT THE PEOPLE WITH LAND ON THE NORTH SIDE OF WABASSO ROAD ARE TREATED THE SAME AS OTHERS - THEY DO NOT WANT THEIR DEVELOPMENT RIGHTS GIVEN AWAY TO PRESERVE THE RIGHTS OF OTHERS. MR. BAILEY REITERATED THAT HE WANTS TO BE GIVEN THE SAME CONSIDERATION AS OTHERS ON THE BARRIER ISLAND. THE CHAIRMAN CALLED MICHAEL A. KENNEY BUT HE DID NOT RESPOND. GEORGE M. BEUTTELL, 5480 ROSEWOOD ROAD, APPROACHED THE BOARD, AND AGREED THAT THE PLAN WAS GOOD AND SOUND BUT POINTED OUT A FEW THINGS THAT CONCERNED HIM. HE ASKED IF IT WAS GOOD COMMON SENSE TO PUT A RESIDENCE NEXT TO THE RAILROAD. MR. BEUTTELL FELT ONE UNIT FOR 232- ACRES WAS RESTRICTIVE BUT FELT ONE UNIT PER ACRE WAS GOOD. HE COMMENTED THAT TO TRY TO CLOSE OFF THIS COUNTY TO OTHERS WAS WRONG HE THEN QUOTED FROM THE INSCRIPTION ON THE STATUE OF LIBERTY. CHAIRMAN LYONS CALLED FREDERICK S. SOCKBESON BUT HE DID NOT RESPOND. GORDON S. NUTT WAS CALLED BUT WAS NOT PRESENT. THE CHAIRMAN CALLED R. N. RUSSELL AND HE REQUESTED THAT A REPRESENTATIVE FROM PELICAN ISLAND GROVES SPEAK IN HIS BEHALF. THE REPRESENTATIVE, FROM MIAMI CAME BEFORE THE BOARD AND ADVISED THAT PELICAN ISLAND GROVES OWNS PROPERTY DESIGNATED AGRICULTURAL AND IT WAS PURCHASED WITH THE INTENTION OF SOME DAY DEVELOPING IT. HE THEN SPOKE OF THE RAPID GROWTH ON THE BARRIER ISLAND AND CAUTIONED ABOUT ENVIRONMENTALLY SENSITIVE AREAS. HE SUGGESTED GIVING DEVELOPMENT RIGHTS IN THE LOWLAND AREAS TO ENCOURAGE DEVELOPERS TO HEAL SOME OF THE SCARS IN THOSE AREAS. ROBERT FLECKENSTEIN, 766 13TH AVENUE, CAME TO SPEAK ABOUT SOME ASPECTS OF THE CLOP, HE FOCUSED ON THE AREA OF THE OLD HIBISCUS AIRPORT AND THE ENVIRONS. MR. FLECKENSTEIN RELATED THE HISTORY OF THAT PROPERTY WHEN THE LOWEST UNITS PER ACRE WAS 12 AND THE OWNERS OF THE PROPERTY AGREED TO A ZONING OF S UNITS PER ACRE WHEN IT BECAME AVAILABLE. SOMEWHERE ALONG THE LINE, HE WENT ON, THE SPOKEN WORD PASSED ON AND THE WRITTEN WORD, DESIGNATING 12 UNITS, HAS PERSISTED. MR. FLECKENSTEIN CONTINUED THAT NOT ONLY WAS THE ORIGINAL CONCEPT OF THIS ZONING FORGOTTEN BUT THE PRESENT ZONING WILL ONLY COMPOUND THE MISTAKE - HE THEN ASKED THE BOARD TO RECONSIDER THIS AREA SO THAT THE SIZE OF DENSITY BE REDUCED, RATHER THAN MAKE SOME OVERNIGHT MILLIONAIRES, HE URGED THE BOARD TO CONSIDER THE PRESENT RESIDENTS WHO HAVE INVESTED THEIR MONEY TO ESTABLISH FINE RESIDENTIAL HOMES IN THAT AREA. CHARLES BLOCK, 1405 CORONA LANE, REPRESENTING THE TREASURE COAST KIWANIS CLUB, SUBMITTED THEIR SUPPORT OF THE CLOP. HE ADDED THAT THE REMAINDER OF HIS COMMENTS WERE HIS OWN, AS AN INDIVIDUAL. MR, BLOCK FELT AN APOLOGY WAS IN ORDER TO THE BOARD FOR THE MANNER IN WHICH SOME PEOPLE SPOKE AT AN EARLIER MEETING. BLOCK FELT THAT SOME OF THE MORE VOCAL CITIZENS SHOULD HAVE TAKEN THE TIME TO DO THIS. HE STATED THAT THE "PERFECT PLAN" WOULD BE CREATED BY "ME" AND FORTUNATELY, THE PLAN WAS CREATED BY MANY INDIVIDUALS BASED ON MANY YEARS OF STUDY. HE SUPPORTED THE CLOP. MAx D. PUYANIC DID NOT RESPOND WHEN HIS NAME WAS CALLED. J. WILLARD VAN CLEAF OF 4602 SUNSET DRIVE, ON THE BARRIER ISLAND, CAME BEFORE THE BOARD AS A CONCERNED CITIZEN. HE AND HIS WIFE CHOSE TO LIVE THEIR SUNSET YEARS HERE AND THEY PAID A LARGE PART OF THEIR LIFE SAVINGS TO DO SO. MR. CHET HOGAN, 835 18TH STREET, CAME BEFORE THE BOARD TO SPEAK FOR HIMSELF AND URGED THE BOARD TO LET HIS PROPERTY REMAIN COMMERCIALLY ZONED, MR. HOGAN POINTED OUT THAT THERE ARE VERY FEW TEN ACRE PARCELS IN THE AGRICULTURAL BELT AT THIS TIME. HE THEN SPOKE ABOUT THE VARIOUS ASPECTS WHICH COMPRISE:OUR COUNTY: AGRICULTURE, BUSINESS, TOURISM, RETIREES, AND YOUNG PEOPLE. MR. HOGAN STATED THAT WE ARE BEING DRAGGED AROUND BY ONE SEGMENT IN THE COMMUNITY THE ONE SEGMENT WE MADE SO NICE THAT THEY DECIDED TO LIVE HERE. HE COMMENTED THAT SOON WE WILL NO LONGER HAVE.HOTELS ON THE BEACH BUT WILL HAVE A VERY PLUSH GOLF COURSE COMMUNITY. A. C. SHEEREN WAS CALLED BUT DID NOT RESPOND. THE CHAIRMAN CALLED MARTY CSURI BUT HE DID NOT RESPOND. MORRIS B. BLUMBERG, 3554 OCEAN DRIVE, APPROACHED THE BOARD AND URGED THEM NOT TO LOSE SIGHT OF THE CLUP - IT IS INTENDED TO BE A PLAN FOR THE FUTURE OF THE CITIZENS LIVING HERE. HE WONDERED WHY THE PLANNING & ZONING COMMISSION AND THE PLANNING DEPARTMENT HAVE PLANNED FOR INDUSTRIAL ZONING - THIS WILL OPEN MANY VISTAS. MR. BLUMBERG EXPRESSED CONCERN ABOUT THE NATURE OF THE COUNTY BEING CHANGED. HE FELT THIS PLAN WOULD CHANGE OUR HAPPY COMMUNITY TO A WAR OF ONE AGAINST THE OTHER, AND HE FELT THE CLOP SHOULD PROVIDE FOR CITRUS PRODUCTION AND THE PRESERVATION OF OUR SAND BEACHES. MR. BLUMBERG ADDED THAT THERE MUST BE A PLAN FOR GREEN AREAS, AND MUST PROVIDE FOR LESSER GROWTH; AND NOTED IT'WAS.DANGEROUS TO ADOPT THIS PLAN WITH LACK OF KNOWLEDGE. STANLEY ZALESKI, 4053 11TH STREET, APPROACHED THE BOARD AND ADVISED THEM THAT HE AND HIS SISTER HAVE OVER TEN ACRES, THAT THEY PURCHASED WITH THEIR LIFE SAVINGS, AT THE NORTH END OF THE COUNTY. HE CONTINUED THAT BEFORE THEY MADE THEIR PURCHASE, THEY CHECKED WITH THE COUNTY AND IT WAS ZONED COMMERCIAL - NOW IT IS BEING CHANGED TO MD -1. MR. ZALESKI REQUESTED THAT IT REMAIN COMMERCIAL AS THEY BOUGHT THE LAND AS AN INVESTMENT. THE PROPERTY IS LOCATED RIGHT ACROSS FROM THE ROAD LEADING TO THE NEW HOSPITAL — 1500' ON U.S. #1. I want to be put on record that they do not represent me or my family or many other of these members that I have talked to. The only possible reason that I can see that they are against the Plan would be for personal gain in increased value of the property that they now hold. We all realize that the working people and the young married couples that are trying to start their families need some place to live and have as much right to own or rent as any one else in the County. If we run all of the young people and the working People out of Indian River County, we will all die on the vine. L'ach of You have been elected by all of the people of the county and they in turn are dependent on you to make decisions which will be beneficial to all segments of life here. Therefore, I urge you to adopt the land use plan as preposed by the Professionals. Thank you. TAMLIN KARL, DITCH 12, FELLSMERE, CAME BEFORE THE BOARD TO DISCUSS HIS TEN ACRES IN FELLSMERE; ALSO, HE COULD NOT UNDERSTAND WHY THERE WAS INDUSTRIAL ZONING ON I-95. HE OBJECTED TO THE AGRICULTURAL LAND BEING CHANGED IN FELLSMERE TO RR AND LD -1 - THIS LAND -IS ZONED FOR RAISING FOOD AND CITRUS, WHICH IS UNIQUE TO THE WHOLE WORLD. MR. KARL COMMENTED THAT THERE IS LESS AND LESS WATER AND TO CHANGE FROM AGRICULTURAL TO RESIDENTIAL IS WRONG. HE REITERATED THAT THE COUNTY GROWS THE BEST FRUIT AND IT IS A SHAME TO LOSE IT. STEVE FROMANG, ATTORNEY REPRESENTING SEVERAL CITRUS OWNERS, APPROACHED THE BOARD AND SPOKE OF THE HIGH COST OF AGRICULTURAL LAND EAST OF I-95 AT ABOUT $10,000 AN ACRE. HE THEN DISCUSSED THE PLAN CALLING FOR ONE HOUSE ON TEN ACRES AND SUGGESTED THAT THE BOARD CONSIDER ONE UNIT TO FIVE ACRES. ATTORNEY FROMANG NOTED THAT THE PEOPLE HE REPRESENTED WOULD BE IN AGREEMENT WITH ONE UNIT TO FIVE ACRES. BOB DIBASSIE, INTERESTED CITIZEN, CAME BEFORE THE BOARD AND COMMENTED THAT HE HAS 2k ACRES OF LAND ON 43RD AVENUE AND IST ST. SW. HE ADVISED THAT HE OWNS GENERAL SERVICES CO. AND THE LAND WAS ZONED COMMERCIAL AND HE REQUESTED THAT IT REMAIN THAT WAY. HUGH DOHERTY, INTERESTED CITIZEN, SPOKE BRIEFLY ABOUT THE POSSIBILITY OF USING WATER HYACINTHS TO PRODUCE GAS FOR PERSONAL USE - BY JUST HARVESTING ONE ACRE OF THE PLANT WOULD BE SUFFICIENT FOR ONE PERSON S USE. HE EXPRESSED INTEREST IN THE POSSIBILITY OF ACCOMPLISHING THIS CONCEPT AND HAVING HIS OWN BUSINESS. MR, DOHERTY STATED THAT IF THE CLUP PUT IN A HIGH DENSITY AREA, THIS WOULD ELIMINATE HIS CHANCES AT PRODUCING THIS PRODUCT AS HIS BUSINESS. HELEN C.
