TUESDAY, DE CHER 2nd 1930.
The Board of County Commissioners in and for Indian River county, Florida, met at
the Court House in Vero Beach, Florida, on Tuesday, December 2nd 1930, at 10 o'clock
A.M.with the following members of the Board present: Albert 0. Helseth, Chairman;
J.W.MaBruce; J.J.P.Hamilton; J.D.Yongue and John H. Atkin. Also present were Miles
Warren, Clerk and Clark S. Rice, sheriff.
The minutes of the previous meetings were read and approved.
Mrs. A. W, Young appeared before the Boand requesting an appropriation of §40.00
for purohase of

of the publicity fund
to the Demonstration Agent.
James F Barrett appeared requesting an estimate to fill in and grade the atheletic
field at the Vero beach school House. It was ordered the County Engineer prepare an
estimate for this work.
v. E. Evans, County Agricultural Agent filed his monthly report and also his
annual° report of his activities.
James T. Vocelle, -attorney for the Farmers Bank of Vero Beach appeared regarding
the 1930 assessment on personal property against the Bank, which tax totals $1,965.00,
advising that the Bank at this time is willing to pay on personal property valuation
of $5,000.00 which tax would amount to U655.00 and requested an adjustment on the
remainder. The
Board
was of
the opinion they
were
without authority in this matter.

,3urety Company, of New York, a corporation as surety was approved.
The following county Commissioners bonds for the ensuing terra of 2 years were
approved, each in the sum of X2,000.00 with the surety named after each:
Eli C. Walker, District #42 Fidelity & Casualty Co.of New York.
Albert O.Helseth, District #5, National rety company.
J.W.LaBruce, District #2, Royal Indemnity Company.
Bond of Louis Harris as Member school Board, District #3, in the sum of 02,000.00
with F.C.Gifford and L.E.Davis, as sureties was approved.
Bond of Gilbert E. Barkoskie, as Member 'School Board, District #l, in the sum
of §2,000.00 with G.F.Green and F.W.Dole, as sureties was approved.
it was moved, seconded and carried that the proposition of the Farmers Bank of
Vero Beach to .deliver to this Board Three bonds of ;zgpecial Road & Bridge District #1,
for sundry notes held by that District on account of funds in the Bank of Sebastian,
which closed July 1926, be accepted and the Clerk is instructed and authorized to
deliver the same to that Bank upon the surrender of the three maxkk bonds mentioned,

and that such bonds be by the Clerk transmitted to vi.V.Knott, Treasurer, for Board of
Administration. Upon being put to a vote commissioners Helseth, L Bruce and Hamilton
voted yea and Commissioner Yongue, no.
The following Report of the Board of Commissioners of the Fellsmere Cross
State Road Di strict, was received by the Board, and ordered spread upon the minutes:

Fellemere Cross State Districts.
Mr. E. G. Hauselt, Assistant State Auditor auditing the various interest & ;inking
Funds for report to the Board of Administration appeared before the Board to make proper
adjustments between the County and the Board of Administration.
it was ordered that warrant for pl,826.80 be drawn to the State Treasurer on acro
of the percentage due the Board of administration derived from the 4% dividend received
¢ from the Vero Beach Bank & Trust Company.
Also ordered that warrant be drawn on Interest & Sinking -.Fund to the State Treasu
for 41, 000.00 to properly balance up account between the County and the Board of
Administration.
It was ordered that Certificate of Deposit x#559 issued by Ft Pierce Bank & Trust Co.,.
for *19770.36 account of Fellsmere Cross State goad District be transmitted to the State
Treasurer to be collected and applied to the credit of said Fellemere Cross Mate Road
Distrtot , interest & sinking fund account.
It was ordered Comptroller's Depository Certificate ##148 designating Vero Beach B
& Trust Company as County Depository dated July 6th 1928, showing U10,000.00 City of Lake
Worth Improvement Bonds as yet remaining with the Comptroller be transferred to the State
Treasurer for account Board of Administration, the proceeds of Mich, when collected, to
be pro -rated among the various funds according to schedule endorsed thereon.
It vas ordered Receiver's Certificate ##598 issued by the Receiver of Vero Beach
Bank & Trust Company for *83,034.55 upon which payment of §3,321.38 has been made, be
v; transferred to the :Mate Treasurer for account of Board of Administration, the proceeds

of which, when collected, to be pro -rated among the several funds according to schedule
endorsed thereon.

A letter f rom the Florida Last Coadt Railway Company was received respecting
the discontinuance of a Crossing at utile Post 222 plus 2458 feet. It was ordered
the County Lngineer investigate and if this crossing is not being used advise the
Railroad Company 'that the discontinuance of same is approved by the Board.
It mas ordered that time Warrant #23 in the sum of V1,000.00 be executed and
delivered to Paula Jail Building Company, for payment on account of Balance due
on Jail contracV,, The Clerk was instructed to advise the Jail Building Company that
the balance will be paid in cash as soon as funds are available.,
WHEREAS, by reason of the limited amount that can be levied for Agricultural
purposes, and the amount necessary to be expended in that Fund, there is a deficit
therein; and
WHEREAS, there appears to be a surplus of funds in the Publicity Fund of the
County.
THEREFORE, bele , it Resolved by the Board of County Commissioners, that the sum
of $500.00 be transferred from the Publicity Fund to the agricultural Fund to meet
current obligations due and past due, such transfer to be made only upon the appro-
val of the State Comptroller.
Upon being put to a vote the foregoing resolution was unanimously adopted.
It was ordered that the County Engineer prepare an advertisement to receive
proposals for the purchase of gasoline for the year 1931.
D. L. Leighe,!r, County Engineer, tendered his resignation to the Board effective
December 13th. on motion made by Commissioner Atkin and seconded by Commissioner
Hamilton, and carried, the resignation was accepted and H.R.Redstone was designated
to take charge of, the County road property and the work on roads until further orders
of the Board, I
The Sheriff requested the Commissioners to issue him a Time Warrant in the sum of
$19000.00 to apply on the amount the county is now indebted to him. un advice of the
County Attorney the same was refused.
The -several bills and accounts against the County, having been audited, were
examined, and found correct warrants were ordered issued in settlement of same. The
Bills and accounts being on file in the ClerkIs office. The warrants so issued in
settlement of the, bills and accounts being listed completely in the County Finance
Record as provided by law,- reference to such recorded list being made a part of these
,a
minutes as fully and completely as if the said warrants were set out herein in detail.
The County Depository filed its ,monthly report showing receipts and disbursements
of the various funds, which having been checked over were fouryd to be correct.
There being no further business on motion made, seconded and carried the Board
adjourned until Tuesday, December 16th 1930.
