The Board of County Commissioners of Indian River
County, Florida, met in Special Session at the County
Commission Chambers, 1840 25th Street, Vero Beach, Florida,
on Wednesday, May 12, 1982, at 10:37 o'clock A.M. Present
were Don C. Scurlock, Jr., Chairman; Alfred Grover Fletcher,
Vice Chairman; Dick Bird; Patrick B. Lyons, and William C.
Wodtke, Jr. Also present were David Greene, Assistant
County Administrator; Gary Brandenburg, Attorney to the
Board of County Commissioners; and Virginia Hargreaves,
Deputy Clerk.
The Chairman called the meeting to order.
INTRODUCTION OF STATE SENATOR CLARK MAXWELL
State Representative Dale Patchett reported that the
State Supreme Court has ruled on the proposed redistricting
and Senator Clark Maxwell from Melbourne is now the Senator
for this District. Mr. Patchett then introduced Senator
Maxwell, giving a brief history of his accomplishments and
noting that Senator Maxwell will be the minority leader of
the State Senate next year; he also was voted the most
effective Senator by his peers.
Senator Maxwell expressed his pleasure at being able to
meet with the Commission today. He believed the
redistricting will present a great opportunity for this
section of Florida and assured the Board of his intention to
work with them in any way he might be able to help.
Commissioner Lyons mentioned Senator Dempsey Barron and
wished to"know how we wrest control from the old guard and
bring Florida into the twentieth,century.
Senator Maxwell agreed that Senator Barron is very
flamboyant, but felt that the media has made more out of
that situation than really exists. He felt this group now

is a conservative and realistic group and did not feel it is
that big a problem.
Commissioner Wodtke brought up the problems caused the
County by the State reclassifying roads and giving them to

the County to maintain without supplying the funds necessary
to carry out this extra maintenance. He questioned the
classification of Wabasso Bridge as a collector road when it
is the main route to the State Park at Sebastian Inlet,
which is one of the most widely used parks in the state, and
noted that it is very difficult for the County even to find
If
an engineer qualified to test this bridge.
Senator Maxwell felt he could be of help in the
classification aspect, but noted the bottom line is that the
dollars are short and unless there is an upturn in the
economy, he did not believe a whole lot is going to happen
regarding funding.
DISCUSSION RE OFFICE SPACE FOR SENATOR MAXWELL
Representative Patchett informed the Board that in his
office space on the third floor of the County Administration
Building, he ended up with an office you can only get to by
going through his office, which space is not being used
presently. He felt it would be beneficial for all concerned
for the Senator and Representative to be able to work
closely together and suggested that Senator Maxwell be
allowed to utilize this space for his office.
The Board had no objection to this suggestion.
Senator Maxwell expressed his appreciation.
Chairman Scurlock thanked the Senator for taking the
time to visit with the Commission.
FIRE DISTRICT MEETINGS
Chairman Scurlock announced that the South County Fire
District had met earlier this morning and promptly upon
adjournment of the County Commission meeting, the

Commissioners of the North County Fire District would
convene.
There being no further business, on Motion made,
seconded and carried, the Board adjourned at 10:50 o'clock
A.M.
