HomeMy WebLinkAbout2009-095RESOLUTION NO. 2009-095 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, APPROVING TRAFFIC CONTROL DEVICES AUTHORIZED BY THE DIRECTOR OF PUBLIC WORKS. WHEREAS, the Board of County Commissioners has directed the Director of Public Works to maintain a ledger listing the traffic control devices maintained by the County (Section 312.18, Indian River County Code); and WHEREAS, the code requires this ledger to be presented to the Board of County Commissioners for approval; and WHEREAS, the ledger has been presented and is attached as Exhibit "A" to this Resolution, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY OF INDIAN RIVER COUNTY, FLORIDA THAT: The Board of County Commissioners hereby accepts and approves the traffic control device ledger which is Exhibit "A" to this resolution. The resolution was moved to adoption by Commissioner Wheel er and the motion was seconded by Commissioner F1 escher and, upon being put to a vote, the vote was as follows: Chairman, Wesley S. Uncontrolled is defined as containing no STOP signs, traffic signals or other traffic control devices. County arterials, collectors, and other thoroughfare plan roadways designed to promote traffic flow will not be considered. Characteristics (street meets three or more of the following): 1. High speed —average vehicle speeds greater than 35 miles per hour 2. Heavy traffic —traffic volume greater than 1000 vehicles per day 3. Cut-thru traffic —greater than 50% cut-thru traffic 4. Crash history — pattern of traffic crashes that would be alleviated by traffic calming measures Pedestrians —within one -mile proximity of school, park or recreation area with high pedestrian activity Once a location has been determined by the Public Works Director to be eligible for traffic calming measures, one or more of the following measures may be applied: 1. Speed limit enforcement by appropriate law enforcement agency 2. 4 -way STOP control if warrants are met as contained within the Manual On Uniform Traffic Control Devices 3. Speed humps 4. Roundabout, small traffic circles, chicanes or other geometric features to slow traffic, if adequate right-of-way is donated to the County Prior to implementing #3 or #4 above, a petition demonstrating two-thirds (67%) neighborhood consensus must be received and verified.
