Thursday, December 15, 1983 The Board of County Commissioners of Indian River County, Florida, met in Special Session at the County Commission Chambers, 1840 25th Street, Vero Beach, Florida, on Thursday , December 15, 1983, at 8:30 o'clock A.M. Present were Richard N. Bird, Chairman; Don C. Scurlock, Jr., Vice Chairman; Margaret C. Bowman; Patrick B. Lyons; and William C. Wodtke, Jr. Also present were Michael J. Wright, County Administrator; Gary Brandenburg, Attorney to the Board of County Commissioners; Jeffrey K. Barton, OMB Director; and Virginia Hargreaves, Deputy Clerk. The Chairman called the meeting to order, and Commissioner Scurlock led the Pledge of Allegiance to the Flag. Edward Regan, Executive Director of the Indian River County Housing Authority, reviewed the following memo: TO: The Board of County DATE: December 6, 1983 FILE: Commissioners ��q3©31 1 34s SUBJECT: Commissioners' Approval of 1 C, r ct� g % kf7l CDBG and Jobs Impact Program La Applications at the December 15, 1983 Public Meeting FROM: Edward J. ega REFERENCES: _Executive Director IRC Housing Authority The purpose of the public meeting is to seek approval from the County Commissioners to submit two (2) applications under the Florida Small Cities Community Development Block Grant Program Act, Chapter 83-205 Laws of Florida, based on Title 1 of the Housing and Community Development Act of 1974 as amended. These grants provide the means to develop, preserve, redevelop and revitalize communities exhibiting signs of decline or distress. The overall objective is to create viable communities by providing decent housing and suitable living environment and expanding economic opportunities, principally for persons of low and moderate income. There are three (3) program categories: Housing, Neighborhood and Commercial Revitalization and Economic Development. All applica- tions are scored and ranked competitively based on community needs (400 points) program impact (500 points) and outstanding performance in equal opportunity employment and housing (100 points). The grant ceilings are a maximum of $750,000 down to a minimum of $300,000 and applications are scored on completion and reasonable- ness of cost. Submission, deadlines are December 16, 1983 for any application under the Jobs Impact Program and December 21, 1983 for application under the regular CDBG program. All activities are to be carried out in distinct target areas where conditions of slums or blight exist and where there is a concentration of low/moderate income persons. In determining programs for submission, the Community Advisory Committee, chaired by Commissioner Lyons, provided excellent input concerning the areas of need to be addressed. The decision was made to submit two applications: Geoffrey Subdivision, Vero Beach, F1. under the Jobs Impact Program Housing Category where our ranking competitively is due to the high unemployment in the County. 3 660K DEC 15 198 3 5 ray; DEC 15 1983 5 Boundaries of the Target Area: Bounded on the West by U.S. Highway #1, on the East by,groves,. on the South by 37th Street (Barber Ave.) and on the North by groves and vacant land. Activities.will include: Street Improvements $ 84,000 Clearance 30,000 Relocation 57,000 Rehabilitation 260,000 Code Enforcement 27,000 Lot Clearance 24,000 Planning & Urban Environmental Design 10,000 General Administration 68,000 TOTAL $560,000 The Old Oslo Park Area, Vero Beach, Fl. under the CDBG Regular Program (Neighborhood and Commercial Revitalization Category) where the improvement to infrastructure plus housing improvement allows all following activities: Boundaries of the Target Area: Bounded on the West by. -9th Ave. and 10th Ct. S.W., on the East by drainage canal, on the South by 11th St. S.W. and on the North by groves and vacant land. Planning & Urban Environmental Design 10,000 General Administration 68,000 TOTAL $595,000 The two Community Development Block Grant applications, for the Geoffrey Subdivision and the Old Oslo Park Area, will meet needs of the people living in those target areas and provide additional . employment in the County.' --.The applications are.submitted.for comments and suggestions from the public. We seek the approval of. the Board of County Commissioners and their authorization for the execution of the applications by its Chairman. 4 _ M Mr. Regan emphasized the relationship between the Community Development Block Grant and the Jobs impact Program, noting that the latter allows for funding to provide jobs for people who have been unemployed for a substantial period of time. He then asked for any questions relating to the application for the Geoffrey Subdivision, which.is located in the Gifford area. Commissioner Bowman had a question relating to both proposed areas. She noted that $57,000 has been allowed for relocation in both programs and wished to know if that means some buildings are going to be razed. Mr. Regan reported that the first study of the Geoffrey Subdivision indicated there are 11 houses which it is not feasible to rehabilitate. Of these eleven, five are vacant. They have two methods of alleviating the problem for the six families which will have to be relocated. The sure method is the Section 8 Rental Assistance Program, which by law is required to give first preference to anyone affected by governmental action. Commissioner Bowman asked if these families are renting or whether they own the property in question. Guy Decker of the Housing Authority staff reported that there are three owner occupants and three rentals. Mr. Regan continued to explain that they would like to assist these people in developing a house for themselves in that same area, and he believed there is a good likelihood of being able to accomplish this, but could not be sure until we have the money in hand. Commissioner Wodtke questioned the fact that the applications are to be submitted under the Florida Small Cities Community Development Block Grant Program Act and wished to know if the County is eligible. 5 CNK 55 rAu 643 DEG 15 1983 DEC 1 1983 Mr. Regan explained the reason that our county is included under this classification is because of our population. 55 PACE 64 1 Chairman Bird asked how these particular areas were targeted as the ones to be addressed. Mr. Regan informed the Board that the Community Development Advisory Committee, in which Commissioner Lyons has been active for years, was reactivated. Discussion was held with people throughout the Gifford, Wabasso, Oslo, communities, etc. The staff then went out into the field and did a survey of all the areas, and another meeting was held to discuss their findings. The result was that it was determined that all these areas need attention; however, we only could submit applications for two. The choices were made based on the fact that we were going for two things - both the Jobs Impact Program and the Community Development Block Grant and that we stood a better chance of getting the Jobs Impact money than the Development Grant. Since we could put about 40 people to work in the Geoffrey Subdivision, this represented our best chance. The needs in the Oslo area are obvious, and the people in that area went out and did their own survey work in an effort to assist staff. Chairman Bird commented that we also have needs in the Fellsmere area and both east and west of U.S.1; he wished to be sure there was harmony about where we are starting and hoped funds will become available later on in other areas. Commissioner Lyons confirmed there was good representa- tion at the Advisory Committee meetings, and that it was thoroughly discussed and agreed on that these two locations appear to present us with the best chance of being funded. He noted that Fellsmere is actively engaged with the Regional Planning Council in trying to come up with a grant program for the Fellsmere area. 6 Mr. Regan then reviewed the application for the Oslo area, noting that this area would offer employment amounting to somewhat less than the 40 jobs anticipated in the Geoffrey Subdivision area. The Chairman asked if anyone present wished to be heard. There were none. ON MOTION by Commissioner Scurlock, SECONDED by Commissioner Lyons, the Board unanimously closed the public hearing. ON MOTION by Commissioner Lyons, SECONDED by Commissioner Scurlock, the Board unani- mously authorized the Chairman to sign the applications for the Geoffrey Subdivision and the Oslo Park area -for grants under the Community Development Block Program and the Jobs Impact Program. RECOMMENDATIONS FOR APPOINTMENT TO THE HOUSING AUTHORITY COMMISSION The Board reviewed the following memo: DEC 15 1983 WK 05 fAu" 64-5 D EG 15 1993 55. rui C49 TO: Dick Bird, Chairman DATE: December 8, 1983 FILE: Indian River County Commission SUBJECT: Appointment of Housing Authority Commissioners FROM: Edward J. egan REFERENCES: Executive Director IRC Housing Authority Two members of the Indian River County Housing Authority have terms which expire December 20th, 1983. Both Charles E. Block and Joseph B. Egan, III, have notified the Governor that they both feel the Housing Authority has made good progress in its first four years of existence but that they feel that four additional years is more than they can contribute. I understand that both board members have advised you of their decision. As Chairman of the Board, J. B. Egan, III, provided unusual leader- ship that contributed greatly to the success of the Housing Authority. Along with its operating programs, the Housing Authority is completing a subdivision and is about to begin a multifamily project. Appointment of members to the Housing Authority is done by the Governor and his office has indicated_to me that they would like to appoint the best possible candidates. I am sure he would welcome any suggestions you may have. It would be desirable that replacements be appointed effective December 21st, 1983, or as soon thereafter as is practical. Discussion ensued as to the need to fill these vacancies as soon as possible and hopefully from leaders among the community. It was suggested that the various Progressive Civic Leagues in Wabasso, Gifford, and Oslo be contacted, and Fellsmere as well even though it is a separate entity. Mr. Regan noted that we do have some representation for those areas now, and he believed we need a broader base and possibly someone with administrative experience. Chairman Bird pointed out that the two openings were vacated by someone with a financial background and someone 8 with special knowledge of construction.
