TAY, APRIL 7th 1931.
The Board of County Commissioners in and for Indian River County, Florida, met at
the Court House in Vero Beach, at 10 o'clock A.M.Tuesday, April 7th 19319 with the
following members of the Board present: Albert 0. Helseth, Chairman; J.D.Yongue; J.W*
7 Bruce; J.J.P.Hamilton and Eli u. Oalker. Also present were Miles Warren, Clerk and
Clark S. Rice, Sheriff.
The Minutes of the previous meeting were read and approvedp with corrections.
Representatives of the Hawthorne Hoofing Company appeared before the Board re-
garding bill they held against Pauly Jail Building Company on account of sub -contract
with them for roofing the jail building.
E. M. Gollnick appeared before the board and offered to purchase tax sale certi-
ficate covering Lots 3 & 6 (except South 10 acres of Lot 6) Sec. 7 Tp. 33 S.R.40 East
including taxes for the years 1925 to 1930 inclusive for the sum of 0196.04. It was
ordered that recommendation be made that this amount be accepted and the certificate
sold to him for this amount.
Claude Olmstead appeared before the Board regarding road from State Road #4 to
Kings Highway at the power house West of voabasso.
Geo T. Tippin appeared before the Board respecting an appropriation for the
District Fair recently held in Vero Beach. It was moved, seconded and carried that
no appropriation be made for the Fair this year.
E. G. Thatcher appeared requesting appropriation for exhibit at the Canadian
National Exposition for the year 1931. It ma.s moved, seconded and carried that no
appropriation be made for this project this year.
A Representative of the lelorida Agricultural `1'arriff association appeared re-
questing an appropriation to assist in maintaining the present tarriff on Florida truck
produce. Upon advice of County attorney it would be unlawful to make such expenditure,
it was moved, -seconded and carried that no appropriation be made.
Mrs Ella Goodrich appeared before the Board requesting repairs be made on Lewis
Street, Roseland, between Reba,stian and Berry Ave. The request was taken under con-
sideration.
Wm, C. Graves appeared before the Board regarding the balance the balance of funds
due from Yarmers Bank & Trust Co. ,
of Special R & B Dist #4 (Bond fund)/which closed its doors January 27th 1927, and
due consideration, it was moved, seconded and carried .that the sum of 05,000.00 be
accepted and the balance remaining due be settled by accepting notes formerly held by
the County, same to be endorsed without recourse, to this Board, and the Chairman,
Clerk and County Attorney be designated as a Committee to select the notes for the
balance.
It was ordered, Alfred Wessman, Fellsmere, be placed on the pauper list to receive
$15.00 per month.
It was ordered that the Mothers' Pension checkheretofore made to Mrs. woods of
Wabasso, be forwarded to the Children's Home 6ociety of Jacksonville, to care for bars.

A communication from the
advised that the Department would open up and permit the .hoard of County Commissioners
to re -designate the line dividing fresh and salt waters of the Sebastian River (the
line heretofore designated being the F.E.C.Ry bridge), and petitions having been filed
both for and against any change, and the Board having considered, it was moved by

A.E.Sueverkruebbe appeared before the Board regarding taxes on his property for
the year 1930. H e was advised no action could be taken by this Board.
The following resolution was offered:
w EREAS the Fine & Forfeiture iilund of this County has been for several months
last past delpleted and considerable number of approved bills remain on file and unpaid
on account of insufficient revenue, and
WHEREAS no expenditures are being made out of the Agricultural and Publicity Funds
of the County, and this Board has definitely determined that no expenditures will be
made during the remainder of this budget year, and
wHEREA3 there appears a surplus of $280.00 in the iAgricultural Fund and $440.00
in the Public*ty Fund,
THEREFORE, be it resolved by the Board of County Commissioners that such amounts
be transferred from the Funds named to the Fine & Forfeiture Fund of the County, and the
entire mount, when transferred be used to apply on bills for feeding prisoners in
jail. Such transfer to be made only on the approval of the Comptroller.
Upon being put to a vote, the same was unanimously adopted.
The Tax Collector was requested to make distribution of all 1930 taxes collected up
to .April 15th,1931 and to distribute all 1929 taxes he has collected to date.
The Deputy Sheriff bond of 0. Roach, Jr., in the sum of U1.000.00 with Ormond Taylo;
and C.R.P-cClure, as sureties was approved.
The Notary Public Bond of 1+'. W. Heiser, Fellemere, in the sum of $500.00 with the
American Surety Company, a corporation was approved.
The Notary Public bond of George Kenneth Murdock in the sum of $500.00 with the
Columbia Casualty Company, a corporation, as surety was approved.
It was moved, seconded and carried that the order made March 3rd 1931 for the Road
Superintendent to purchase,a,car of culvert pipe from C.C.Daley be rescinded.
it was moved, seconded and carried that the Road Superintendent order culvert pipe
as and when needed at and for the best price available.
Commissioner Eli C. Walker, introduced the following resolution and.moved its
adoption:

and 1929 taxes
and cost
and charges amount
to the sum
of $2205.99, TBFMFORE,
BE 1T RESOLVED by the Board of County Commissioners that the sum of $2205.99 be pais
at t4is :time crit �tho„t.,suc amount be used to pay the 1928 and 1929 taxes and charges, anc
the bialance due on the rents of 1;344.01 be retained by this Board and applied on the
delinquent 1930 State and County taxes, and further that future rents to the amount of
$572.99 be retained by this Board as such rents becomes due, and applied on said 1930
taxes, making a total of .q�917.00 the entire amount of 1930 taxes now due and delinquent.
BE IT FURTHER RESOLVED that the receipts as issued for such taxes be mailed or
delivered to the duly authorized agent of such owners of said property.
Upon being put to a vote the same ms unanixcously adopted.
The following Road petitions were received and read:

We the undersigned citizens and tax payers residing in and near the following
described road: Beginning at S.W.Corner Lot 4 (Four) Sec. 34 T. 31 R. 39 and banning
viest 1320 feet to Dixie Highvay, a distance of .approximately , do hereby peti-
tion the Hon. Board of County Commissioners to repair the same by grading it as .soon
as possible, Respectfully A,J.Byrd and 13 others.
It was ordered that said petition be filed, and that Chas. Kersey; T.A.Vineent and
C.A.Lightsey, be appointed a committee to view, mark and lay out said road and report
to this Board.
The following road petition was received and read:
We the undersigned citizens and tax payers residing in and near the following
described road: Beginning at S.W.corner of Lot (4) Four Sec 34 T. 31 R 39 and running
South 2640 feet to intersection of Dixie Highway, a distance of approximately do
hereby petition the Hon. Board of County Commissioners to repair the same and grade it
as soon as possible. Respectfully, jA.J,Byrd, and 13 others.
It was ordered said petition be filed, and that Chas Kersey; T.A.Vincent and C.A.
ghtsey be appointed a committee to view, mark and lay out said Road and report to this
oard.
The several bills and accounts against the County, having been audited, were
examined and found correct, were approved, and warrants ordered issued in -settlement of
same. The bills and accounts, as approved, being on file in the office of the Clerk of
the Circuit Court. The warrants issued in settlement of bills and accounts being listed
completely in the County Finance Record as provided by law, reference to such Finance
Record and the list so recorded being made a part of these minutes as fully and complete-
ly as if the same were set out herein in detail.
The County Depository filed its monthly statement of receipts and disbursements for
the month of March, which having been checked were found to be correct.
There being no further business the Board adjourned until Friday, April 10th 1931.

retire membership can be present.
