A RESOLUTION OF BOARD OF COUNTY
COMMISSIONERS OF INDIAN RIVER COUNTY,
FLORIDA, SUPPORTING MEDIKIDS AS AN
ALTERNATIVE HEALTH INSURANCE PLAN TO COVER
THOSE COUNTIES LACKING A HEALTHY KIDS PLAN
WHEREAS, Indian River County's residents reported that a lack of health insurance for children was one of
the ten top priorities for our county's families; and
WHEREAS, Indian River County has an existing infrastructure of Medicaid primary care providers, but is
lacking a crucial component — a Florida Healthy Kids Plan, and 4,339 out of a total of 8,468 children cannot obtain
needed insurance coverage in our county. According to legislation (F.S. 409.810409.820), these children can only be
covered under the Florida Healthy Kids Corporation; and
WHEREAS, after two years of waiting and despite well-meaning assurances from the Healthy Kids
Corporation, Indian River County remains without a program to insure hundreds of our needy children; and
WHEREAS, if the children of our county were allowed to use the MediKids Program as a default health
insurance plan, using the existing infrastructure, those children could use this system of providers.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF INDIAN
RIVER COUNTY that it is in full support of allowing MediKids to serve as a default health insurance plan to cover
those counties that do not have Healthy Kids plans. When Healthy Kids plans are developed, those eligible children
will be transferred into the Healthy Kids plan or, if the parent requests, remain with MediKids.
The Resolution was moved by Commissioner Macht. and seconded by Commissioner Ghm and upon being
put to a vote, the vote was as follows:

The Chairman thereupon declared the resolution duly passed and adopted this 61 day of June, 2000.

Dear Dr. Brooks:
Indian River County's eligible children cannot obtain needed health insurance as there
is no Healthy Kids Program or Plan in place because Indian River County is lacking in
managed care organizations.
I respectfully request, as Chairman of the Primary Care/Public Health Committee of
Indian River County, that the Department of Health support an alternative for those
counties lacking a Healthy Kids Plan. MediKids could serve as that alternative with a $15.
a month premium per family. When a Healthy Kids Plan becomes available in Indian River
County, eligible children could be transferred into that Plan.
With a current waiting list of over 600 eligible children, it is our hope that a default
mechanism be used to provide coverage now.
