RESOLUTION NO. 2000- 146
A RESOLUTION OF INDIAN RIVER COUNTY, FLORIDA, SETTING A TIME
AND PLACE AT WHICH THE OWNERS OF PROPERTIES LOCATED IN
wEsTwooD suBDtvtstoN (28rH couRT, SW, NORTH OF srH STREET)
AND OTI{ER INTERESTED PERSONS, MAY APPEAR BEFORE THE
BOARD OF COUNTY COMMISSIONERS AND BE HEARD AS TO THE
PROPRIEW AND ADVISABILIW OF CONSTRUCTING THE WATER MAIN
EXTENSION, AS TO THE COST THEREOF, AS TO THE MANNER OF
PAYMENT THEREFOR, AND AS TO THE AMOUNT THEREOF TO BE
SPECIALLY ASSESSED AGAINST EACH PROPERW BENEFITED
THEREBY.
WHEREAS, the -Board of County Commissioners of lndian River Coung has, by
Resolution No. 2000-lll , determined that it is necessary for the public welfare of tire citizens
of the..county, and particularly as to those living, working, and owning property within the area
described. hereafter, that a waterline be installed to serve 12 lots loiated on 28ih Court, SW,
north of 5h Street; and
WHEREAS, it has been determined that the cost to be specially assessed with respect
thereto shall be $0.177794 per square foot; and
WHEREAS, the Board of County Commissioners has caused an assessment roll to be
completed and filed with the Clerk to the Board; and
WHEREAS, Section 206.06 of the Code of lndian River provides that the Board of
County Commissioners shall fix a time and place at which the owners of the properties to be
assessed or any other persons interested therein may appear before the Board of County
Commissioners and be heard as to the proprieg and advisability of constructing such water
main extension, as to the cost thereof, as to the manner of payment therefor, and as to the
amount thereof to be assessed against each propefi benefited thereby,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF INDIAN RIVER COUNTY, FLOR|DA, as foilows;
1. The County Commission shall meet at the Coung Commission Chambers in the County
Administration Building at the hour of 9:05 a.m. on Tuesday, December 12,2000, at which
time the owners o! lhe properties to be assessed and any other interested persons may
appear before said Commission and be heard in regard thereto. The area to be improved
and the properties to be specially benefited are more particularly described upon the
assessment plat and the assessment rollwith regard to the special assessments.
2. All persons interested in the construction of said improvements and the special assessments
against the properties to be specially benefited may review the assessment plat showing the
area to be assessed, the assessment roll, the plans and specifications for said
imprwements, and an estimate of the cost thereof at the oftice of the Department of Utility
Senrices any week day from 8:30 a.m. until 5:00 p.m.

RESOLUTTON NO. 2000-146
Notice of the time and place of this public hearing shall be given by two publications in the
Press Joumal Newspaper one week apart. The last pubticalion shall be at least one week
prior to the date of the hearing.
The Indian River County Department of Utility Services shall give the owner of each
property to be specially assessed at least ten days notice in writing of such time and place,
which shall be served by mailing a copy of such notice to each oisuch property owners at
his last known address.
The resolution was moved for adoption by Commissiol€f Stanhri ctge , and the motion
was seconded by Commissioner Ti ppi n , and, upon being put to a voie, the vote was as

Initially, aII pobable water in Indian River County was obtalned
from prllace weils. Even today, many_county residents get-th;i;
water from an individual, priviie weil. Over time, howevE.r"ifrl
need to serve larger residential and non-residentlal Proisl[]resulted in the Ls t,abl ishment o f cent,rali'zed potable ;;a;;systems. While most of these centralized systems were privat,eiv
oined and operated, the Cit,y of Vero Biach eras the ii;;'tgc'.'ernmenE, to establish a public system. Within th;unincorporat,ed countyr no publicly owned, cenEralized watei
syst,em was established unt,il relaEively recently.
Prior to 1978, Indian River Count,y did nob operate any potable
water Ereatment facilities. ' In 1978, the counEy aquired theGifford Water Treatmenb Plant from the Farmer I s HomeAdministration. Prior to being taken over by the county, theGifford facility t as owned and operated by a private company.
The privat,e operator was in financial trouble, and the watir
treatment facility was experiencing major problems. Although the
count,y was reluctant to become a uEilities provider, an agreementwas reached between the counEy and the Farmer I s Home
Administrat,ion in which bhe county agreed to take over and
operate the Gifford gtaCer Treatment, PlanE. In return, the
Farmer's Home Administration gave the County a S20r000r000 loan
for the purpose of providing poLable water to County resident,s.
To date, the County has used $9.2 million of this loan.
In 1987, t,he draft documenE of the Indian River County Water
System t'taster PIan was developed. The purpose of the ltaster Plan
wls to develop a document for the economical and orderly
expansion of thL County's water system so that it wiII be capable
of supplying the potable waber needs of the eastern half of the
counti.- duriig t,he period of 1986 - 2005. The County Utilities
DeparLment has Ch; resPonsibiliCy Eot the operation of the
countyIs potable water sYsEem.
The areas served by Councy Utilities are as follows:

- North Beach Service Area
- 9tholesale Service Area
Potable Water Facilities
PoEable water facilities normally consist of a wacer supplyr--a
treatmenL pIant, and a disEribut,ion system. The water supply can
