HomeMy WebLinkAbout2011-072RESOLUTION 2011-072 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, REESTABLISHING THE TERMS OF MEMBERS OF CERTAIN BOARDS AND COMMITTEES, AND ESTABLISHING A PROCESS TO MONITOR TERMS IN THE FUTURE WHEREAS, the Board of County Commissioners ("Board") periodically appoints members to the County committees, boards and councils which are set forth in Composite Exhibit A attached hereto (collectively "Committee" or "Committees"); and WHEREAS, for a variety of reasons, uncertainty exists with respect to the terms of office of members of the Committees; and WHEREAS, the Board desires to eliminate the uncertainty and to provide clear terms of office going forward, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, THAT: 1. Committee Member Terms. The terms of office of all members of the Committees are hereby reestablished as set forth on Composite Exhibit A. To the extent necessary, the Board hereby reappoints all members of the Committees to the terms set forth on Composite Exhibit A. 2. Annual Monitoring of Committee Terms Going Forward. The Board hereby appoints r h P C nn n t v At t n rn pv ("Monitor") to monitor Committee terms going forward. Specifically, each year on approximately October 15, the Monitor shall determine the identity of all Committee members whose terms are scheduled to expire in the following January, and (i) with respect to Board appointed Committee members, the Monitor shall contact such members to determine whether they desire to be considered for reappointment. A list of those members desiring to be considered for reappointment shall be presented to the Board at its last meeting in November, and the Board shall reappoint such members as it deems appropriate. Thereafter, no later than December 1, the Monitor shall cause a list of all Committee vacancies to be posted on the County website, and all individuals desiring to be considered for the vacancies shall be invited to apply. The Board shall then appoint individuals to fill the vacancies no later than January 15, and (ii) with respect to Committee members who are appointed by other governmental entities (e.g., municipalities) or groups, the Monitor shall contact such governmental entity or group and advise them that the term of the Committee member is scheduled to expire in January, and invite them to reappoint the member to another term or appoint a new member. The existing member shall be deemed to have been reappointed to another term, unless and until the local government or group appoints a new member. RESOLUTION 2011- 072 3. Member Resignations/Vacancies During Term. If a Committee member resigns, is removed or is otherwise unable to complete his or her term, the Monitor shall (i) advise the Board of the vacancy, and (ii) post the vacancy on the County website, inviting all individuals desiring to be considered for the vacancy to apply. No sooner than thirty (3o) days after posting the vacancy on the County website, the Monitor shall cause the vacancy to be presented to the Board for appointment of a new member to serve the remainder of the term. The resolution was moved for adoption by Commissioner Wheeler , and the motion was seconded by Commissioner Davis , and, upon being put to a vote, the vote was as follows: Chairman Bob Solari Aye Vice Chairman Gary C.
