A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF INDIAN RIVER COUNTY,
FLORIDA, DISSOLVING AND SUNSETTING THE
FOLLOWING ADVISORY COMMITTEESS
ESTABLISHED BY RESOLUTION: CONSERVATION
LANDS ADVISORY COMMITTEE, UTILITY
ADVISORY COMMITTEE, PUBLIC LIBRARY
ADVISORY BOARD, EMERGENCY SERVICES
DISTRICT ADVISORY COMMITTEE, HISTORIC
RESOURCES ADVISORY COMMITTEE, LAND
ACQUISITION ADVISORY COMMITTEE, PARKS AND
RECREATION COMMITTEE, PROFESSIONAL
SERVICES ADVISORY COMMITTEE,
WHEREAS, the Board of County Commissioners established the Indian River
County Conservation Lands Advisory Committee by Resolution 2005-120; and
WHEREAS, the Indian River County Public Library Advisory Board was
reestablished and restructured by Resolutions 82-47, 85-35, 86-104, 2000-022 and
2003-133; and
WHEREAS, by Resolutions 91-93, 2000-124, and 2003-128, the Board created
and restructured the Indian River County Emergency Services District Advisory
Committee; and
WHEREAS, by Resolutions 90-155 and 2003-129, the Board created and
restructured the Historic Resources Advisory Committee; and
WHEREAS, by Resolutions 90-104, 92-58 and 2003-130, the Board created and
restructured the Land Acquisition Advisory Committee; and
WHEREAS, the Indian River County Parks and Recreation Committee was
established and restructured by Resolutions 81-19, 94-64 and 2003-132; and
WHEREAS, the Indian River County Utility Advisory Committee was established
and restructured by Resolutions 97-37 and 2003-134; and
WHEREAS, Resolutions 90-156, 91-19, 2001-025 and 2005-012 created,
renamed and restructured the Professional Services Advisory Committee; and
WHEREAS, the County has experienced a prolonged economic downturn
resulting in a drastic decrease in ad valorem tax revenues; and
WHEREAS, due to the decreased revenues, the Board has had to make
significant budget cuts and personnel reductions; and

WHEREAS, there are currently 43 advisory committees organized pursuant to
statute, code or resolution; and
WHEREAS, a recent study discovered that each advisory committee meeting
may cost as much as $1,200 in costs and expenditures of staff time; and
WHEREAS, additional budget short falls are projected for fiscal year 2010 -2011;
and
WHEREAS, the County's economy does not foresee an improvement in the near
future,
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that:
1. The following advisory committees are hereby dissolved and sunsetted sixty (60)
days from the date of this resolution: Conservation Lands Advisory Committee, Utility
Advisory Committee, Public Library Advisory Board, Emergency Services District
Advisory Committee, Historic Resources Advisory Committee, Land Acquisition
Advisory Committee, Parks and Recreation Committee, Professional Services Advisory
Committee.
2. The Board wishes to express its deepest appreciation to all past and present
Advisory Committee members for their hard work and dedication to the job assigned to
them.
The resolution was moved for adoption by Commissioner Solari, and the motion was
seconded by Commissioner Davis, and, upon being put to a vote, the vote was as
follows:

Commissioner Wesley S. Davis aye
Commissioner Joseph E. Flescher nay
Commissioner Gary C. Wheeler aye

The Chairman thereupon declared the resolution duly passed and adopted this
4th day of May, 2010.
