HomeMy WebLinkAbout9/1/19311 TUESDAY., SEPTEMBER 1st. 1931. The Board of County Commissioners in and for Indian River County, Florida, met at the Court House in Vero Beach, at 10 o'clock.A.M. Tuesday, September lot 1931, with the following members of the Board present: Albert 0. Helseth, Chairman, J.D.Yongue; J.W.LaBruce; J.J.P.Hamilton and Eli C. Walker. .Also present were Miles Warren, Clerk and Clark S. Rice, Sheriff. Mrs 34il G. Hearne appeared before the Board respecting Louis H. McRaven,pauper, now receiving ;5.00 per month. it was ordered that this pauper be given 4�10.00.per month until further orders of -the Board. Graves Wilhoit, representing the Indian River Fruit Growers, Inc.j, appeared before the Board requesting repairs on road west of wabasso to that Company's holdings. It was ordered that the Road .superintendent prepare estimate to oil and. sand this road and advertise forbids for this work. It vas moved by Commissioner LaBruce that 1/2 mill tax be levied and included in the budget of 1931--1932 for Agricultural purposes. The motion was lost for -want of a second. 'Walter Duncan representing the City of Vero Beach appeared requesting that the junk on the old Fair Grounds and standing in the name of Lawrence Construction Company be removed at the County's expense. It was ordered. that the Clerk prepare advertisement for one 1* ton truck, part payment being the Ford Coupe formerly used by the County Burse. It was ordered Mrs J*M.Cooley'9 Wabasso, be placed on the pauper' list to receive 0150'00 per month, same to be forwarded to L.B.Osteen for her account. It was ordered that funds not to exceed $75.00 be appropriated to move pauper Tom Herring, negro, from Fellsmere to North Carolina.. It was ordered T. H. Conrad be authorized to store what lumber he has cut on County specifications, on the county garage grounds to be paid for as used by the County . v only. The following Road petition was received, read and fileds ROAD PETITION. STATE OF FLORIDA, ) s INDIAN RIVER COUNTY . ) TO THE HONORABLE BOARD OF COUNTY COMUISSIONERS: Gentlemen: - 'fie the undersigned citizens of the County of Indian River, State of Florida, respectfully represent that the necessitibe of the public require a County Road to be laid out as follows, to -wit: south 25 ft. of the South 10 acres of the S.W.1/4 of the X.E.1/4, and the North 25 ft of the North 10 acres of the N'.W.1/4 of the S.E.1/4 of Sec. 12 T.33 Range 39 E. Said road right-of-way to be not less than 50 feet in width. We therefore petition your honorable body to cause to be laid out and opened a County Road as above described, and we, the owners of the land through which said road is _sought to be laid out, in consideration of the sum of $1.00 to us each andseverally in hand .paid by the said County of Indian River, the receipt of which is acknowledged hereby agree to give the right-of-way through our lands, as designated in this petition and relinquish all claims for damage by reason thereof. G.R.Olmstea.d, Tax Collector, appeared before the Board regarding collection of personal property tax assessed on the 1930 tax roll. The Board ordered that no interference will be made by this Board in collection of these taxes. It Was ordered that no County convicts be worked on any public work in this County. R.G.Anderson` and others of Fort Pierce appeared respecting the employment of County Agricultural Agent and County Home Demonstration Agent jointly With St. Lucie County. It was moved by Commissioner Hamilton, Seconded by Commissioner Yongue that 1/4 I mill tax be levied in the Agricultural Fund, and the sum of $400.00 per year be appropriated for County Home Demonstration Work. Upon being put to a' vote the same Was carried. It Was further ordered that the General interest & Sinking fund millage for 1931 be reduced 1/4 of wMill. It was ordered that the Clerk prepare advertisement for approximately 509000 feet of lumber for Vero Bridge District. Bond of A.O.Greynolds, Inc., a corporation in the sum of $22000.00 With 'United States Fidelity & Guaranty Companyq a corporation of Baltimore was received and accept Such bond being given in.connection woth Work of re -oiling roads in Special R & B Dist It Was ordered that the following .tax sale certificates be sold for the amount indicated upon the approval of the State Comptroller: Cert. 873 sale of 1928 for the sum of 032.12 Cert. 611 sale of 1926 for the sum of $95.54 Cert. 1228 sale of 1927 for the sum of $21.49 The several bills and accounts against the County having been audited, Were examine and found correct, Were approved and warrants ordered issued in settlement of same. The Bills and accounts being on file in the office of the Clerk of the Circuit Court. The warrants so issued, from the respective funds, being listed completely in the County Finance Record as provided by law, reference to such Record and the list so recorded being made a part of these minutes as fully and completely as if the said warrants Were set out herein in detail. The County Depository filed its monthly report showing receipts and -disbursements of I the various funds, which having been checked were all found to be correct. The Chairman announced that at this regular meeting the Board would consider and act upon and adopt the estimates of the -expenses for the fiscal year commencing October lst 1931 and ending September 30th 1932, which estimates were prepared and entered upon the minutes of the meeting of the Board of County Commissioners, held on the 12th doer of August 19312 and to fix the rate of taxation for the year 1931. The Board then proceeded with the matter of fixing the rate of taxation for County and 13pecial District purposes for the year 1931, and after a careful consideration of the estimates of receipts and the estimates of expenditures it was the determina- tion of the Board that the rete of taxation necessary to meet such expenses would be for each of the following mentioned purposes the amounts estimated, declared and levied, namely: Inmorder to meet the estimated current expenses of the County of Indian River, of the sum of $22,657.50, it is determined and hereby declaa:red-that`,a tax rate of Seven (7) mills upon the dollar be levied and is hereby imposed upon all of the property lying and being in the County of Indian River on the first day of January, 1931, for the GENERAL' FUND, to meat the current expenses of the County and to provide for the expenditure as estimated in the budget hereinbefore set forth.- 8- 9. To meet tb.e interest payments and provide a sinking fund for the ultimate redem.Ptiol of County Bonds, County Time warrants, and the pro -rata debt due to St. Lucie County, Florida, in pursuance of the requirements of the law the sum of $53,899.561 it is deter- I?_11 mined and hereby declared that a tax rate of Fourteen and Three -Fourths (14-3/4) mills upon the dollar be levied, assessed, and is hereby imposed upon all the property lying and being in the County of Indian River on the first day of January 1931. To cover the amount of the estimated expenses for keeping the County Roads in good shape and for the construction and repairing of the b&idges and other necessary expenses to keep the roads of the County in good condition and provide other roads when necessary of $240600.00, it is determined and hereby declared that a tax rate of Five (5) mills upon the dollar be levied, assessed, and is hereby imposed upon all of the property lying and being in the County of Indian River on the first day of January, 1931, to meet the current expenses of the County as estimated in the budget. To meet the current expenses incidental and necessary to the operation of the Public Schools of the County, and to pay the salaries of teachers and repair school houses a.s estimated by the County Board of Public Instruction, the stern of $1260300.00 it is determined and hereby declared that a tax rate of Ten (10) mills upon the dollar levied, assessed, and is hereby imposed upon all the property in the County of Indian River on the first day of, January, 1931. To meet the OUTSTANDING INDEBTEDNESS and interest thereon according to the estimate or budget the sural of ;8,877.75, it is determined and hereby declared that a tax rate of Three (3) mills upon the dollar.be levied, assessed, and is hereby.imposed upon all the property in the County of Indian River on the first day of January 1931, to meet the current expenses as estimated in the budget. For the encouragement -,and protection of AORICULTUIM as authorized under Chapter 73022 Acts of 19179 and any amendments thereto, the sura of $400.00, it is determined and hereby declared that a tax rate of one-fourth (1/4) mill upon the dollar be levied, assessed, and is hereby imposed upon all the property in the County of Indian River, on the first day of January 1931, to meet the current expenses as estimated in the budget. To provide a fund for the payment to worthy mothers in order that their children may attend the Public Free Schools of the County, the sum of $4,000.00, it is determined and hereby declared that a tax rate of One (1) mill upon the dollar be levied, assessed, and hereby imposed upon all the property'in the County of Indian River on the first day of rlJanuary 19310 for the MOTHERS PENSION FUND,, s To meet current expenses, and for the General advertising of the County, the sum of $1,696.70, it is determined and hereby declared that a tax rate of Five-eig is (5/8) mill upon the dollar be levied, assessed, and is hereby imposed upon all the property in the County of Indian River on the first day of January 1931s for the PUBLICITY. FUND. According to the millage so determined, fixed and assessed, the total millage 'to be entered in the column provided for County Taxes in the assessment roll for the year 1931, is 43-5/8 mills upon the dollar, to cover a total estimated expenditure of $1289125.26. .j LZ 3 73 The Board then proceeded to fix the millage for -Special Road & Bridge Dtstriots l under Section 1656 of Chapter 12 Revised General Statutes, lams of Plorida., and it was determined that a tax rate of Ten (10) mills on the dollar be levied and is hereby fixed and imposed and assessed for the year 1931 on all the property in the County of II Indian River lying and being within the boundaries of SPECIAL, ROAD & BRIDGE DISTRICT No. 1, for the purpose of n nteres -a:e e4t;: r��g.�an i'o -�h etire- f - , which boundaries are as follows, to -wit:- Beginning at the North-west corn6r of Indian River County, run thence East on County line to Range line between Ranges 37 and 38, thence .South on Range line between Ranges 37 and 38 to the North-west corner of :Sec. 19 Tp 31 S.R.38 E., thence South on Section line between Range line dividing Ranges 38 -and 39 to the South-east corner of Tp 32 S.R.38 East, thence West .on Township line to vest boundary of Indian River County, thence North on West boundary of Indian River County, to the point, of beginning.
