The Board of County Commissioners of Indian River County,
Florida, met in Special Session at the County Commission
Chambers, 1840 25th Street, Vero Beach, Florida, on Wednesday,
August 27, 1986, at 11:40 o'clock A.M. Present were Don C.
Scurlock, J'r`., Chairman; Patrick B. Lyons, Vice Chairman; and
Margaret C. Bowman. Absent were Richard N. Bird, who was on
vacation; and William C. Wodtke, Jr.; who was out of the county.
Also present were Charles P. Vitunac, Attorney to the Board of
County Commissioners; and Barbara Bonnah, Deputy Clerk.
The Chairman called the meeting to order and explained that
the purpose of this emergency special call meeting is to award
the bid for installation of water service from the water main to
the buildings at the new Jail site, because if this is not done
immediately, the County might have to extend the completion time
on the contract. The bids were received just yesterday and this
morning.
Commissioner Bowman asked if the media had been notified,
and it was confirmed that the media had been called.
AWARD OF BID FOR WATER SERVICE TO THE NEW COUNTY JAIL

The service from the water main to the buildings, including the meter
and required equipment, was not part of the subject project's general
contract. Mr. Joe Baird and this writer estimated the cost for
budget purposes to be $13,000, and included this figure in our
presentation to the Board.
In order to satisfy the Fire Marshall and provide the necessary
domestic water supply, the quoted costs were as follows:
1.) Ted Myers $27,311.40
2.) A & R Utilities $23,400.00
3.) Coastline Utilities $36,000.00
Staff recommends that the Board authorize the low bidder to perform
the required work and additional monies be taken out of contingencies
for this project.
ON MOTION by Commissioner Lyons, SECONDED by
Commissioner Bowman, the Board unanimously (3-0,

Commissioners Wodtke and Bird being absent) awarded
the bid for water service to the Jail to the low
bidder, A & R Utilities, in the amount of $23,400;
authorized A 6 R to perform the required work; and
approved the expenditure of additional monies from
the contingencies account for this project, as
recommended by staff.
There being no further business, on Motion duly made,
seconded and carried, the Board adjourned at 11:45 o'clock A.M.
