TUESDAY, OCTOBER 6th 1931.
The Board -of County Commissioners in and for Indian River County, Florida, met at the
Court House in Vero Beach, at 10:00 o'clock A.M.Tuesday, October 6th 19319 with the
following members of the Board present: Albert 0. Helseth, Chaixman, J.D.Yongue; J.W.
LaB race; J.J.P.Hamilton and Eli C. Walker. Also present were Miles Warren, Clerk and
Clark S. Rice, Sheriff.
Advertisement having been published in the Vero Beach Press -Journal giving notice
that at this hour the Board would receive bids for the construction of road West of
Wabasso, and proof of publication of such advertisement having been filed with this
Board, bids as submitted were opened and read for consideration, as follows: Faulk &
Coleman, 3.5 gallons per square yard Florida Liquid Asphalt at 39, per square yard.
Using 2.5 gallons per square yard Florida Liquid Asphalt at 33� per square yard.

A.O.Greynolds Co., Inc., a corporation at 43je per square yard oil to be 6 inches deep
on the road.

The Board having carefully considered the bids as submitted, on motion of Commission-
er LaBruce that the contract be awarded to A 0 Greynolds, Inc., a corporation for
approximately -9000 square yards of road to be constructed to b.e paid 1/2 In cash upon
completion of the work and the other 1/2 to be paid contingent on collections from the
1931 tax rolls. Such motion was seconded by Commissioner Walker, and upon being put to
a vote those voting yea: Com'ra. Yongue; LaBruce and Walker. No. Com'r. Hamilton.
It was moved, seconded and carried that the bond of A.O.Greynolds Co., Inc., a cor-
poration in the sum of $29000.00 with United States Fidelity & Guaranty Co., as surety,
dated August 18th 1931, covering re -oiling contract be cancelled and the Clerk is auth-
orized to give a certificate to that effect.
The Notaty Public bond of G. C. Snodgrass, in the sum of $500.00 with American 'Surety
Company, a corporation, as surety was approved.
It was moved, seconded and carried that the Road Superintendent be instructed to
block the ditches on the Baughman road for a distance of 50 feet where entering private
Drainage ditch to an elevation of such dyke as may have been at this location at the time
of the construction of this road.
It was ordered that Mrs O.E.Knowles of -Vero Beach be paid $10.00 out of the pauper
account for assistance at this time.
'Superintendent of Schools, Walter T. James appeared requesting marl.for Fellsmere
and Wabasso school grounds when it is convenient for the road crew to deliver the some.
It was ordered that this work be done at the first opportunity.

It was ordered Mrs John Gram/be placed on the pauper list to receive the sum of
$8.00 per month, until further orders of this Board.
The time having arrived to open bids for the purchase of a truck, advertisement
having been run as provided by law, the Board proceeded to open, read and consider all
the bids submitted. After carefully considering all bids on file, it was ordered that
one Ford Truck 157 inch wheel base with dual wheels be purchased for $397.00 cash and
rd Coupe formerly used by County Nurse.
The Time having arrived for the opening of bids for lumber to be used in repairing
Vero Bridge, proof of publication having been submitted showing the advertisement
according to law, the Board proceeded to open, read and consider the bids on file.
After carefully considering all the bids submitted and offered, it was ordered that the
bid submitted of East Coast Lumber & Supply Company, to furnish approximately 52,355 ft.
of lumber at 'a price of $24.50 per thousand feet.

As provided by law, the financial report of the County, as prepared by the Clerk
of this Board for the period January lst 1931 to September 30th 1931, was signed tap by
this Board and ordered forwarded to the State Comptroller. y W.
It was moved, seconded and carried that all insurance on the jail be discontinued.
Those favoring such motion being ComIrs. Yongue; Hamilton and Walker. Those opposed
being Com'rs. LaB ruee and Helseth.
It was ordered that collission insurance only be retained on Chevrolet truck
recently purchased by this Board.
It was ordered that Tax Certificate 644-A sale for unpaid 1927 taxes be sold for
the sum of $37.18 upon approval of the .State Comptroller. Also the remainder of Tax
Certificate No. 598 sale of 1927 be recommended for purchase for the sum of 032.27
The following Road petition was received and read:

To the Honorable Board of County Commissioners:
Gentlemen: -
We, the undersigned citizens of the County of Indian River, State of Florida,
respectfully represent that the necessities of the public require a County Road to be
laid out as follows, to -wit: Commencing .at the South 25 -fft of the South 10 acres of
the S.E.1/4 of the N.E.1/4 and the North 25 flet of the North 10 acres of the N.T.1/4 of
the S.E.1/4 of Section 12 Township 33 Range 39 E. Said road right -of -fir to be not less
than 50 feet in width.
We therefore petition your honorable body to cause to be laid out and opened a
County Road as above described, and we, the owners of the land through which said road
is sought
to
be laid out, in
consideration of
the
sum of $1.00 to us each and seve l ally i
hand paid
by
the said County
of Indian River,
the
receipt if. Vhich is acknowledged,
hereby agree to give the right-of-way through our lands, as designated in this petition
and relinquish all claims for damage by reason thereof.

TO THE HONORABLE' BOARD OF COUNTY C01MISSIOUERS OF .SAID COUNTY:
Gentlemen:
Wes the undersigned citizens of the County of Indian River, State of Florida,
respectfully represent that the necessities of the public require a County Road to be
laid out as follows, to -wit: Commencing at South-west corner of North-west quarter of
Section 26, Township 32 South, Range 39 East, run North 660 ft* thence East to Dixie
Highway. Said road right-of-way to be not less than 50 feet in width.
We.therefore petition your honorable body to cause to be laid out and opened a
County Road as above described, and we, the owners of the land through which said Road i
sought to be laid out, in consideration of the sum of One dollar to us each and several
in hand paid by the said County of Indian River, the receipt of which is hereby acknowledged,
hereby agree to give the right-of-way through our lands, as shown by the plat accompanyiiL

this petition, and relinquish all claims for damage by reason thereof. Which )etition
was signed by 7T.A.Battle and 16 other petitioners.
It mas ordered that said petition be accepted and Chas. Kersey; Elbert Glover and
Frank Knight be appointed a committee to view, mark and lay out said road and report to
this Board.
The following road petition was received, read and filed:

We, the citizens of Wabasso, Florida, being desirous to take full advantage of
the East Coast Canal when completed, do hereby petition the Board of. County Commissioners
of Indian River County, Florida, to grade, or cause to be graded a road from a point
on the Dixie Highway on the line between the property of W. T. Jones; A.R.Miller and
Charles Vandiveer to the Indian River. Such petition being signed by J.L.Powers;
A.R.Miller; Charlie Vandiveer and 15 others.
It was ordered that said petition be accepted and that Chas.Kersey; W.T.Jones and
T.H.Sibley be appointed a committee to view, mark and lay out said road and report to
this Board.
The following Road Committee report was received and accepted:

Sept. 19319 with instructions to view and mark out the 'fest route for a public road,
described in the petition as follows, to -wit: South 25 feet of the South 10 acres of
the S.W.1/4 of the N.F.1/4 and the North 25 feet of the North 10 acres of the N.N.1/4
of the S.E.1/4 of Sec. 12 Tp 33 S. Range 39 East, beg leave to report to your honors as
follows: That we, after first having subscribed to the oath required by-law before
entering on our duties make this our general report: That we have proceeded to the said
proposed location of the public road upon the 5th day of Oct 19319 and viewed and
marked out the following as the best route for said proposed road. (Said road to. be
50 feet wide) South 25 feet of the South 10 acres of the SX -1/4 of the N.E.1/4 and
the North 25 feet of the N. 10 acres of the NX.1/4 of the-S.E.1/'4 of .Sec. 12 Tp. 33
.S.R.39 East.
Therefore, having performed the duties required by law under the appointment of
your honors, we pray to be discharLed.

The above report is hereby accepted and approved. It was ordered that after
advertisement for 30 days, as required by law, if no protest is filed the same will be
declared a public county road.
The following Road committee report was received and accepted;

We, the undersigned Committee appointed by honorable Body on the 6th day of October
1931, with instructions to view and mark out the best route for a public road, described
in the petition as follows, to -wit:
The South 25 feet of the South 10 acres of the S.E.1/4 of the N.E.1/4 and the
North 25 feet of the North 10 acres of the N.E.1/4 of the S.E.1/4 Section 12 Township
33 Range 39 East, peg leave to report to your honors as follows: That we after having
subscribed to the oath required by law before entering on our duties make this our
general report: That we have proceeded to the said proposed location of the said public
road upon the 6th day of Oct. 1931s and viewed and marked out the following as the best
route for said proposed road. (Said road is to be 50 feet gide)

feet of the north 10 acres of the N.E.1/4 of the S.E.1/4 O"ection 12 Township 33 South

Therefore having performed the duties required by law. under this appointment of

Road Committee.
The above regport is hereby accepted and approved. It was ordered that after adve
tisement for 30 days, as required by law, same will be declared a public County road
unless no protest is filed.
The several bills and accounts against the County, having been .udited, were
examined and found correct were approved and warrants ordered issued in settlement of
some. The said bills and accounts being on file in the office of the Clerk of the Circuj
Court. The warrants issued in settlement of the respective bills and accounts being
listed completely in the County Finance Record as provided by law, reference to such
finance record, and the list so recorded being made a part of these minutes as fully
and completely as if the said warrants were set out herein in detail.
The County Depository filed its monthly statement showing receipts and disbursement$
of the various funds, which having been checked over were found to be correct.
There being no further business on motion made, seconded and carried the Board
adjourned until the regular meeting in November 1931.
