The Board of County Commissioners in and for Indian River County, Florida, met at the Court House in Vero Beach, at 10 o'clock A.M.Tuesday, November 3rd 1931, with the following members of the Board present: Albert 0. Helseth, Chairman; T.D.Yongue; J.V. LeB ruee; T.J.P.Hamilton and Eli C. Walker. Also present were Miles Warren, Clerk and Clerk S. Rice, Sheriff. The minutes of the previous meetings were read and approved by the Board. Bond of A.O.Greynolds Co., Inc., in the sum of $1,000.00 for the construction of sand asphalt road west of Wabasso was received and accepted and ordered filed. The following Road petition Was received and filed: ROAD PETITION. STATE OF FLORIDA, ) s COUNTY OF INDIAN RIMER.) TO THE HONORABLE BOARD OF COUNTY COMUISSIONER OF -SAID COUNTY Gentlemen: - We, the undersigned, citizens of the County of Indian River, State of Florida, respectfully represent that the necessities of the public require a County Road to be laid out as follows, to -wit: Commencing at Dixie Highway 188 ft North of See. 28 T.31 R.39 in :Sec. 21 Tp 31 Rage 39 East, and running North-east to Indian River. Said road right-of-way to be not less than 50 feet in width. We therefore petition your honorable body to cause to be laid out and opened a County road as above described, and we, the owners of the land through,which said road is sought to 'be laid out, in consideration of the sum of One dollar to us each and severally in hand paid by the said County of Indian River, the receipt of which is hereby acknowledged, hereby agree to give the right-of-way through our lands, as shown by the plat accompanying this petition, and relinquish all claims for damage by reason thereof. It was ordered that Chas. Kersey; T.H.Sibley and W.T.Jones, be appointed a committee to view, mark and lay out said road and report to this Board. The following road Committee report was received and accepted: To the Honorable Board of . County Commissioners: ge the undersigned committee appointed to view, mark and lay out a road described in the petition filed before your body on October 6th 1931, respectfully report that after first having subscribed to the oath required by law we proceeded to the location of said proposed road on October 29th 1931, to view, mark and lay out said road, and recommend that the same be laid out as follows: Commencing at South-west corner of Forth -west quarter of :Section 26 Township 32 '.youth, Range 39 East, run North 660 feet, thence East to Dixie Highway, said road to be not less than 50 feet in width. Having fully discharged out duties we pray to be discharged. Chas. Kersey Elbert Glover Frank Knight, Committee. It was ordered that said report be accepted, and that after advertisement for 30' days, if no protest is filed, same will be declared a public county road. It was ordered that the Spanish American warvvetran,s have the use of two rooms which are not now being used, in the Court House until such time as said rooms are needed by the County. . , It was ordered that no action be taken on request to appropriate $900.00 for County Home Demonstration Agent of this County. 5; It was moved, seconded and carried that recommendation be made to the 'State Comptr- oller to sell all or any part of the delinquent tax sale certificates on lands standing in the name of J.B.Carlton, at a price of 1/4 of the delinquent taxes, and costs and charges. the list of jurors placed in the jury box as required by law, having become exhausted, and the Circuit Judge having entered an order requiring that said jury box be again fills with not less than 250 names and not more than 500 names, the Board, of County Commissionets proceeded to select from the registration books of the County the names of persons to be so placed in said box, making a list of such names in their own handwriting, and ordered that such naives be spread upon the minutes of the Board, and the original list filed as a part -of the records of this Board. Kemp 150.Forbes Donald 225.H.M.Rect6r Ll 1 1 1 The several bills and accounts against the County, having been audited, were examined and found correct, were approved, and warrants ordered issued in settlement df same. The Bills and accounts being on file in the office of Clerk Circuit Court, and the warrants so issued, from the respective funds, being listed completedyin the County Finance record, as provided by law, reference to such record and the list so recorded being made a part of these minutes as fully and completely as if the said warrants were set out herein in detail. The County Depository filed its monthly statement showing receipts and disburse- ments of ' the various funds for the month of October, which having been checked over were found to be correct. There being no further business on motion made, seconded and carried the Board then adjourned. AT EST: Chai nnan Clerk. WEDEE SDAY , NOVE MER llt h 1931. The Board of County Commissioners in and for Indian River County, Florida, met at the Court House in Vero Beach, at 10 o'clock A M.Fednesday, November 11th, 1931, with the following members of the Board present: Albert„ O.Helseth, Chairman; J.D.Yongue; JX.LaBruee; J.J.P.Hamilton and Eli C. Walker. Also present was Miles Farren, Clerk. The Chairman announced that this special meeting mas called to consider the financial condition of the County and any other matters that may properly be brought before the Board. The following resolution was introduced: AREAS, it has become necessary for the Farmers Bank of Vero Beach, Florida, regularly designated County Depository, to freeze 80o of all deposits on hand as of Saturday, November 7th 1931, and, WHEREAS, the County of Indian River, had on deposit some $9,000.00 in the various funds of the County, with $10,000.00 in security in the hands of the State Comptroller, among,.said securities being one $1,000.00, U..S. 3-3/4o Treasury bond No. J000602999and, WHEREAS, it is agreeable with the said Deposutory to sell said bond and permit the County to use the proceeds thereof, THEREFORE, Be it Resolved by the Board of County Commissioners, that the State Comptroller is requested to either dispose of said bond and remit the proceeds to this Board or transmit the same to this Board for disposition and credit the account of the Farmers Bank of Vero Beach. Florida, with the same. Upon being put to a vote the same was unanimously adopted. Application having been made by F.F.Heiser, argent, to purchase certain tax sale certificates, under the Acts of ,1929 Legislature, covering approximately 700 acres of lands, and the same having been considered, it was ordered that recommandetion be made the State Comptroller to accept 1/4 of the total delinquent taxes in addition to costs and fees, and upon his approval, such lands lying within the Fellsmere Farms Company subdivision, and covered by tax sale certificates of sale of the year 1928 for 1927 taxes and prior years, be sold to said F.U.Heiser, Agent, at and for the price of 1/4 of the delinquent taxes and in addition thereto costs and charges against said tax sale Certificates.
