RESOLD FURTHUR, that the Clerk of the Circuit Court and Clerk of this Board, be and he is hereby directed to furnish. to W. R. Duncan, Tax Assessor -of Indian River County, sa, full and complete copy of the foregoing minutes in so far as the same relates to the subject of levying tuxes, describing boundaries, naming Districts, and etc RESOLVED, FURTHER, that the Cle rk .E nd Auditor of the County be notified of the amount to be apportioned to the different accounts out of the total taxes levied for all purposes. At a call meeting of the Board of County Commissioners of Indian River County, Florida, begun and held at Vero Beach on Saturday .August 6, 1982, after due notice of said meeting having been served upon each member of said Board, by letter addressed to the respective members at their usual Post Office address, there was present ktTsaid meeting, Albert 0. Helseth, Cbai3man; J. We Wruee, J. D. Yongue and J. J. P. Hamilton. Also *ere present Biles barren, Clerk and C. P. Diamond attorney for the Board. The Cha zman stated that the purpose of the meeting was to discuss the matter pertaining to. the account of Gordon R. Olmstead, Tax Collector, and after discus- sion, upon motion made by Ear.. Hamilton, secoinAied by Mr. Yongue and duly carried, the following resolution was passed; Whereas, this Board of March 1, 1932s adopted €i reso- lution wherein it was stated that it was then the belief of this Board that by reason of insolvency of some of the sureties on the bonds of Hon. Gordon R. Olmstead, Tax Collector of Indian River County, €nd that by reason of the further fact, that as shown by report of Hon. We R. Hudspeth, Assistant 'state Auditor, filed last January, the said Tax Collector is short a considerable sum in his accounts, no part of . which shortage has been m€a de good, so far as this board is advised; and: , VThereas, the belief of this Board that the Bonds of said Tax Collector were insufficient waS by said resolution adopted last March anis certified to the Governor, reported to the Governor as required by Section 2420 of the Revised General Statutes of the State of Florida,. and the Governor was then requested to require said Tax Collect to .execute and file a new or additional bond in the sum of $10,000.00, which bond has not been filed; and, 1hereas,after due considerations it is now the opinion and judgemen$ of this Board that the proper safe guarding of the public funds of Indian River County, requires that such new or additional bond in the sum of $10,000:00, as requested ]asst March, be immediately filed by said Tax Collector. Therefore, be it resolved, ths.t Honorable Doyle Be Carlton, Governor of the 'State of Florida, be and he is hareby again requested to immediately cull upon and: re- quire said Tex Collector to executeand•file with the proper officer or officers such new or additional bond in the sum of $10,000v00; and, Be it further resolved, that in the event of the failure or refusal of the said Tax Collector to immediately give such bond, that the Governor be and he is hereby SATUPADY AUGUST -.69 1932. requested to suspend said Tax Collector as provided by 'Section 2421 of the Revised General Statutes of nerida, and that an Auditor be promptly sent to make a thorough and complete audit of said office. Resolved, further, that a copy. of this resolution be forwarded to the Hon. Doyle E. Carlton, Governor and that a copy be delivered to Ron. Gordon R. Olmstead, Tax Collector of Indian River County, Florida: Upon further consideration of matters with respect to the Tax Collector's office, it was ordered by the Board that C. P. Diamond as Attorney for the Board be instructed to make demand upon the Columbia Casualty Company for the immediate payment of the .amount of its bond as Surety for the Tax Collector to the County of Indian River on account of the shortages of the Tax Collector as shown by the editors report, and that upon its failure or refusal to mkae such payments in a rea:asomble time, to insti- tute suit for he c©ll.edtion of such bond. it was ordered that Tax S€ale._.certificate No -931 be sold for $8.94 There being no further business the Board then aadjo edo' ATTEST: Chi rn o Clerk. TUESDAY, SEPTEMBER 6th 1932. The Board of County Commissioners in and for Indian River County, Florida, met at the Court House in Vero Beach, at 10:00 o'clock A.M.Tuesday, September 6th 19329 with the following members of the Board present: !Albert 0. Helseth, Chairman; J.D. Yongue; J.W.LaaBruce; J.J.P.Hamilton and Eli C. Walker. Also present were Miles Warred, Clerk and Clark S. Rice, Sheriff. The minutes of the previous meeting was read and approved. Angus 'Sumner, State Attorney appeared before the Board regardiftg alleged short in the Tax Collector's account. The Board advised the State Attorney he would be called to meet with them when the Assistant State Auditor, now at work, completes the present audit being made. The Notary Public bond of Josephine Scherer in the sum of 0500.00 with American Surety Company, a corporation, as surety was approved. The following resolution was introduced: YMREAS, on account of the failure -to collect a large percentage of the taxes extended on the 1931 tax roll there appears a deficit in the General Revenue Fund and the Road & Bridge Fund of the County, both of which funds are virtually exhausted at this time, and WHEREAS, there appears a balance of $120.03 in the Publicity Fund, and a balance of $275.28 in the Agricultural Fund, and no expenditures contemplated from either of said funds for the remainder of the fiscal year, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, in regular session, that the sum of $120.03 be transferred from the Publicity Fund to the GENE REVENUE FUND, and the ! bm of $275.289 be transferred from the Agricultural Fund to the ROAD & BRIDGE FUND, to meet the current obligations against each of said funds. Such transfer to be made only upon the approval of the Comptroller. Upon being put to a vote the same was unanimously adopted. 0 Mrs.Mary Daniels, appeared before the Board requesting aid, and after eonsiderab7 discussion no action was taken. 1 1 1.� 1
