SPECIAL DISTRICTS AND BOARDS B. Solid Waste Disposal District 1. _Approval of Minutes Meeting of-July-8,-201-4----------------------------------------------------- 2. Approval of Minutes Meeting of July 15, 2014 ------------------ 3. Approval of Minutes Budget_Workshop of July 16, 2014 --------------- - ---------------------------------------- ON MOTION by Commissioner Solari, SECONDED by Commissioner Flescher, the Board unanimously approved the Solid Waste Disposal District minutes of July 8, 2014 and July 15, 2014; and the Budget Workshop minutes of July 16,2014. --------------------------------------------------------------------------------------------------------------- 2:27 4. Work Order No. 10 to Geosyntec for Continuation of Brownfield p.m. Assessment Work for the Former South Gifford Road Landfill Site _(memorandum dated_August 7, 2014) -------------------------------------------------------------- Director of Utility Services Vincent Burke provided background and analysis on the "Brownfields Site Assessment South Gifford Road Landfill" report that was compiled by Geosyntec Consultants, Inc. He reported that there are 25 County-owned acres remaining to be assessed for environmental conditions, and relayed the support of the Gifford Progressive Civic League (GPCL) for the Board to have the consultant undertake the additional work. He explained that the Board could choose to wait for future funding from the Treasure Solid Waste Disposal District Page 1 August 19,2014 --------------------------------------------------- --------------------------------------------------- Coast Regional Planning Council (TCRPC), or authorize Geosyntec's investigation of the remaining County-owned property by approving Work Order No. 10. He also asked that a copy of Geosyntec's report be put on the County's website. MOTION WAS MADE by Commissioner Flescher, SECONDED by Commissioner Solari, to: (1) approve and authorize the Chairman to execute Work Order No. 10 authorizing Geosyntec Consultants, Inc. to provide continuation of the Brownfields assessment work for the Former Gifford Road Landfill for a not-to-exceed fee of$81,079; and (2) to publish the electronic "Brownfields Site Assessment South Gifford Road Landfill" report on the County's website. A brief discussion ensued about whether toxins discovered at the subject site would prevent future redevelopment of the site for community/recreational use. Althea McKenzie opined that enough research has already been done determining that the former Gifford Road Landfill site is contaminated and did not understand the need to further expend monies. She also questioned the safety of possible future redevelopment of the site for recreational uses. (Clerk's Note: Commissioner Zorc exited the meeting at 2:45 p.m.) The Chairman CALLED THE QUESTION, and by a 4-0 vote (Commissioner Zorc absent), the Motion carried. 16.
