1:47 1. Summary of RFP No. 2015023 Solid Waste and Recyclables

Director of Utility Services Vincent Burke reported that the
current franchise agreements with Republic Services of
Florida, L.P. d/b/a Treasure Coast Refuse, and Waste
Management Inc. of Florida, for solid waste and recyclables
collection services will expire on September 30, 2015. On
December 16, 2014, the Solid Waste Disposal District (SWDD)
Board authorized staff to issue a Request for Proposal (RFP)
for collection services, and the new contracts will begin
October 1, 2015. He stated that the RFP process aligns with
the SWDD's goal of meeting the State's 75% recycling
mandate by the year 2020. Director Burke disclosed that four
qualified bids have been received, but a "cone of silence" is in
effect until the March 18, 2015 Special Call Meeting. On
March 18, 2015, the Board will be asked to make decisions on,
but not limited to: (1) number of franchise areas (one or two);
(2) frequency of garbage collection (once or twice weekly); (3)
dual or single-stream recycling; (4) recycling bins or wheeled
carts; and(5) subscription or universal garbage pickup.

During discussion following staffs presentation, a question
was raised about the capacity of the County's Landfill.
Commissioner Zorc requested that staff include in its
presentation on March 18, 2015, data on the costs for closing
and opening cells at the Landfill.
Discussion ensued about the need for the municipalities to
participate in the recycling initiative, and the benefits of a
Mixed Waste Recycling(MWR) facility.
Himanshu Mehta, Managing Director, SWDD, clarified that
the District provides recycling for the entire County, including
the municipalities. He also disclosed that staff will be making
a future presentation on Mixed Waste Recycling (MWR).
Director Burke added that the City of Fellsmere has been
included in the North Service area of the RFP, subject to final
approval by the Fellsmere City Council once the bid is
awarded.
Larry Brown, 5190 65th Street, said that having one or two
franchise areas deters small businesses from competing for the
bid award. He asked the Board to look at structuring County
contracts to make it feasible for small businesses to
participate.
Lengthy discussion ensued on how waste hauling and
recycling service costs are affected by the size of the franchise
area or areas.
Director of Management and Budget Director Jason Brown
emphasized that staff designed the franchise service area/s not
to exclude anyone, but to get the lowest rates for customers.
Bob Johnson, Coral Wind Subdivision, cautioned the Board to
work out all the details before implementing the new plan, and
to retain the current contracts for another year.
Bill Rigby, 8465 591h Avenue, voiced objections to the inclusion
of only one or two franchise areas in the RFP, and asked the
Board to consider small/minority businesses.
