12:17 1. Site Redevelopment Assessment Report Summary and Request for
p.m. Redevelopment Direction for the Former South Gifford Road
Landfill Site

Director of Utility Services Vincent Burke provided
background on the Brownfields Site Redevelopment
Assessment that was conducted by Geosyntec Consultants on
the County-owned portion of the former South Gifford Road
Landfill elthe Landfill") at 470141St Street. He noted that the
funding for Phase 1 (30 acres) of the assessment was provided
by a federal grant received by the Treasure Coast Regional
Planning Council (TCRPC); and that the County funded
Phase 2 (25 acres)through the One-Cent Sales Tax.
Jill Johnson, Geosyntec Consultants, stated that the focus of
the assessment was to evaluate the site conditions, so any
proposed redevelopment could be done safely. She used a
PowerPoint Presentation to review assessment findings on
soils; ground cover; and landfill gas; and reported that over
50 former Florida landfills have been developed for

recreational and other uses.
Director Burke discussed the need to continue getting
community input. He also requested the Board authorize staff
to get input from the Florida Department of Environmental
Protection (FDEP) and the Treasure Coast Regional Planning
Council (TCRPC) on how to move forward with the
redevelopment process of the Landfill.
Discussion ensued regarding the City of Vero Beach
Municipal Airport property south of the County's 55 acres at
the Landfill.
Himanshu Mehta, Managing Director Solid Waste Disposal
District, disclosed that the airport is undergoing a master plan
process right now. He affirmed that staff would follow up
with Airport Director Eric Menger regarding the City's future
plans for its property.
MOTION WAS MADE by Vice Chairman Solari,
SECONDED by Commissioner O'Bryan, to: (1) acquire
community input and support for redevelopment planning of
the former South Gifford Road Landfill site; (2) direct the
County Administrator to meet with Public Works, Utilities,
and Solid Waste Disposal District staff to discuss their long-
term needs for the landfill property; (3) authorize staff to
contact the City of Vero Beach, to discuss the Vero Beach
Municipal Airport property to the south of the County's
parcel at the former landfill; and (4) authorize staff to meet
with the Florida Department of Environmental Protection
(FDEP) and the Treasure Coast Regional Planning Council
(TCRPC) to discuss the permitting requirements and funding
opportunities for moving forward with site redevelopment
planning and engineering.
A brief discussion ensued about the prospective use of the
former landfill site for recreational purposes.
The Chairman CALLED THE QUESTION, and the Motion
carried unanimously.

p.m. Timeline Update and Request for Public Workshop

Director of Utility Services Vincent Burke stated that the
County's Franchise Agreements with Republic Services of
Florida, L.P. d/b/a/ Treasure Coast Refuse (Republic

Services), and Waste Management Inc. of Florida (Waste ------------------
Management), will expire on September 30, 2015. He recalled
the Board's authorization on December 16, 2014, for staff to
issue Solid Waste & Collection Services Request for Proposal
(RFP) No. 2015023, and said that thus far, four firms
submitted bids: Advanced Disposal Services; Republic
Services of Florida; Waste Pro of Florida; and Waste
Management Inc. of Florida. Director Burke requested that
the Board allow staff to provide a summary presentation on
the RFP at the March 17, 2015 SWDD Meeting and take no
Board action; follow that up with a Special Call Meeting for a
comprehensive presentation by staff, public input, and a
Board vote; and allow staff to distribute "Decision Time!"
cards inviting the public to provide input on Solid Waste and
Recycling options at the proposed Special Call Meeting.
Himanshu Mehta, P.E., Managing Director, Solid Waste
Disposal District, disclosed that Republic Services and Waste
Management have agreed to distribute the "Decision Time!"
cards as they pick up recyclables curbside.
ON MOTION by Commissioner Flescher, SECONDED by
Vice Chairman Solari, the Board unanimously approved an
RFP#2015023 Summary Presentation only, with no voting by
the Board, to be held at the Tuesday, March 17, 2015 Solid
Waste Disposal District meeting.
MOTION WAS MADE by Commissioner Flescher,
SECONDED by Commissioner O'Bryan, to approve a Special
Call Meeting on Wednesday, March 18, 2015, at 9:00 a.m.,
with a vote by the Board after obtaining public input.
A brief discussion ensued regarding the proposed date.
The Chairman CALLED THE OUESTION and the Motion
carried unanimously.
MOTION WAS MADE by Commissioner Flescher,
SECONDED by Commissioner O'Bryan, to authorize staff to:
(1) pass out "Decision Time!" informational cards to
subscription customers, and at all of the Customer
Convenience Centers (CCC's); (2) task the current waste
haulers, Republic Services of Florida, L.P. d/b/a/ Treasure
Coast Refuse, and Waste Management Inc. of Florida, with
distributing cards as they make their collections; and (3)
distribute press releases inviting the public to participate in
the public workshop process.

The Board asked Director Burke to add some additional
information and the slogan "75 in 5" (75% recycling by 2020)
to the "Decision Time!" cards, and make sure the Special Call
Meeting is well publicized.
The Chairman CALLED THE OUESTION and the Motion
carried unanimously.
ADJOURNMENT
There being no further business, the Chairman declared the meeting adjourned at 12:50 p.m.
