Wednesday, September 12, 1990
The Board of County Commissioners of Indian River County,
Florida, met in Special Session at the County Commission
Chambers, 1840 25th Street, Vero Beach, Florida, on Wednesday,
September 12, 1990, at 5:01 o'clock P.M. Present were Carolyn K.
Eggert, Chairman; Richard N. Bird, Vice Chairman; Margaret C.
Bowman; Don C. Scurlock, Jr.; and Gary C. Wheeler. Also present
were James E. Chandler, County Administrator; Charles P. Vitunac,
Attorney to the Board of County Commissioners; Joseph Baird, OMB
Director; and Barbara Bonnah, Deputy Clerk.
The Chairman called the meeting to order and led the Pledge
of Allegiance to the Flag.
The hour of 5:01 o'clock P.M. having passed, the Deputy

The Board of County Commissioners
of Indian River County has tentatively
adopted a measure to increase its
property tax levy by 1 %.
All concerned citizens are invited to
attend a public hearing on the tax
increase to be held Wednesday,
September 12, 1990, at 5:01 p.m. in
the County Commission Chambers at
1840 25th Street, Vero Beach,
Florida.
A FINAL DECISION on the proposed
tax increase will be made at this time.

ADOPTION OF PROCEDURES
Chairman Eggert announced that this Special Meeting is for
the purpose of adopting the Final Budget for Fiscal Year 1990/91.
She reminded those present that the adoption of procedures to
conduct hearings on the Ad Valorem Taxing Districts for both the
Tentative Budget Hearing and the Final Budget Hearing was done by
Motion at the Tentative Budget Hearing last week, September 5,
1990.
Administrator Chandler announced the aggregate millage for
1990/91 and the following proposed budgets for the Ad Valorem
Taxing Districts for FY 1990/91:

Chairman Eggert understood that we only need to read a
sample of a proposed millage rate resolution and a budget
resolution once, and Attorney Vitunpc confirmed that was all that
was needed to satisfy the law. For the record, he wished to note
that only two people are in the audience, one being a County
employee and the other an employee of the Clerk. He asked if
they were here as private taxpayers or as employees, and they
replied that they were here in both capacities.
Attorney Vitunac advised that if anyone in the audience
wished to have any specific resolutions read in full, the OMB
Director would be glad to read them in full to satisfy the law.
Chairman Eggert suggested that OMB Director Baird read as a
sample resolution, the proposed resolutions for the millage and
the budget for the General Fund, and then the Board could move
ahead and adopt the specific resolutions after the millage rate
and the budget is announced for each fund and the public has had
a chance to comment on a specific fund.
As a sample, Director Baird read aloud the proposed
resolutions pertaining to the General Fund.
GENERAL FUND
Administrator Chandler announced that the amount of millage
reflected on the TRIM notices is 5.1512 is a 2.9% increase: over
the rollback rate of 5.0040. The proposed General Fund Budget is
$38,316,513, a $2,934,980 increase over the current year's budget
of $35,381,533. Some of the reasons for the increase again are
related to the new facilities that will be coming on line in the
new fiscal year, law enforcement, the County's share of the
$150,000 sewer assessment at Blue Cypress park, health insurance,
and salary contingencies.
The Chairman opened the Public Hearing, and asked if anyone
wished to be heard on the General Fund. There being none, she
closed the public hearing.

ON MOTION by Commissioner Scurlock, SECONDED by
Commissioner Wheeler, the Board unanimously adopted
Resolution 90-105, establishing a millage rate of
5.1512 (2.90 over rollback) for the General Fund for
fiscal year 1990/91.

budget for the General Fund of Indian River County, Florida,

1990, and ending on the 30th day of September, 1991,
addressing each of the funds therein as provided by law,
Including all estimated receipts, taxes to be levied, and
balances expected to be brought forward, and all estimated
expenditures, reserves, and balances to be carried over at
the end of }he year; and
WHEREAS, the Board of County Commissioners of Indian
River County held numerous public workshops to consider and
amend the tentative budget as presented; and
WHEREAS, the Board did prepare a statement summarizing
all of the tentative budgets showing for each budget and
for the total of all budgets, proposed tax millages, the
balances, and reserves, and the total of each major
classification of the receipts and expenditures classified
according to accounts prescribed by the appropriate state
agencies; and
WHEREAS, the proposed millage rate for the General Fund
exceeds rolled back rate by 2.9%; and
WHEREAS, the Board of County Commissioners did hold a
public hearing to review and adopt a tentative budget; and
WHEREAS, the f.Inat budget hearing has been properly
advertised and held in accordance with applicable Florida

Property In Indian River County, Florida, for fiscal year
1990-91 a tax of 5.1512 mills on the dollar for the purpose
of funding the General Fund of Indian River County.
IBE IT FURTHER RESOLVED that the millage as adopted
herein shall be filed In the Office of the County Auditor
and in the Public Records, and the County Auditor shall

GENERAL PURPOSE MUNICIPAL SERVICE TAXING UNIT
Administrator Baird announced that the proposed budget for
the MSTU is $12,213,562, and it contains an expense increase of
$982,128. The propose millage rate is -1.6211, which represents a
14% decrease below the rollback rate. Essential within this
budget there are two.changes that affect the overall expense
level. These consist of $85,485 to restore the Disaster Relief
Fund which we pulled down this year, and transfers of
approximately $155,000 to the General Fund and Road & Bridge.
Chairman Eggert opened the public hearing on the General
Purpose MSTU and asked if anyone wished to be heard. There being
none, she closed the public hearing.

Administrator Chandler announced that the total proposed
Transportation Fund budget for next fiscal year is $8,243,404.
He explained that this fund is not funded by a specific millage
rate, but by a number of.different revenue resources including
revenues from the MSTU and Ceneral Fund.
Chairman Eggert opened the public hearing on the
Transportation Fund and asked if anyone wished to be heard.

WHEREAS, the Budget Officer of Indian River County
ascertained the needs and the fiscal policy of the Board
for the ensuing fiscal year and did prepare and present to
the Board a tentative budget for fiscal year 1990-91
Including all estimates of receipts, taxes to be.levied, and
balances expected to be brought forward and all estimated
expenditures, reserves, and balances to be carried over at
the end of the year; and
WHEREAS, the Board of County Commissioners of Indian
River County did examine the tentative budget and held
public hearings pursuant to law to consider Input from the
citizens of Indian River County with respect to taxes to be
levied, the amounts and the use of the money derived from
the levy of taxes;
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that:
1. The County Budget Officer's estimates of receipts
other than taxes, and of balances to be brought forward, for
the Transportation Fund are hereby revised as set forth In
Exhibit "A" attached hereto.

WHEREAS, the Budget Officer of'-lndian River County
prepared and presented to the County Commission a tentative
budget for the Library Bond Issue of Indian River County,
Florida, for the fiscal year commencing on the first day of
October, 1990, and ending on the 30th day of September,
1991, addressing each of the funds therein as provided by

law, including all estimated receipts, taxes to be levied,
and balances expected to be brought forward, and all
estimated expenditures, reserves, and balances to be carried
over at the end of the year; and
WHEREAS, the Board of County Commissioners of Indian
River County held numerous public workshops to consider and
amend the tentative budget as presented; and
WHEREAS, the Board did prepare a statement summarizing
all of the tentative budgets showing for each budget and
for the total of all budgets, proposed tax millages, the
balances, and reserves, and the total of each major
classification of the receipts and expenditures classified
according to accounts prescribed by the appropriate state
agencies; and
WHEREAS, the rolled back note is not applicable to a

SOUTH COUNTY FIRE DISTRICT
Administrator Chandler advised that the proposed budget of
$6,166,543 contains an expense increase of $231,350. Tne
proposed millage rate is 1.6230, which represents an increase of
5.5% above rollback. The primary changes are funding for
replacement of a pumper and a fire rescue boat, the addition of a
fire inspector mid year, and a reserve for salary adjustments,
which adjustments are still under negotiation.
Chairman Eggert opened the public hearing on the South
County Fire District and asked if anyone wished to be heard.
There being none, she closed the public hearing.

$111,773. The proposed millage rate is the cap of 1 mill, the
same as the current year, and that represents a 5.2% increase

budget is our effort to provide enhanced fire service in the
north portions of our county.

WEST COUNTY FIRE DISTRICT
Administrator Chandler announced that the total proposed
budget is $72,937, and it contains an increase of $7,054. Since
these services are provided by the North and South County Fire
Districts, these funds will be paying for that service. The
proposed millage is .2906, or 3.90 over rollback, and the reason
for the increase is to offset the cost of these services provided
by the North and South County Districts.

TAXING UNIT.
WHEREAS, the Budget Officer of Indian River County
prepared and presented to the County Commission a tentative
budget for the West Indian River County Fire Protection
Municipal Service Taxing Unit of Indian River County,
Florida, for the fiscal year commencing on the first day of
October, 1990, and ending on the 30th day of September,
1991, addressing each of the funds therein as provided by
law, including all estimated receipts, taxes to be levied,
and balances expected to be brought forward, and all
estimated expenditures, reserves, and balances to be carried
over at the end of the year; and
WHEREAS, the Board held numerous public workshops to
consider and amend the tentative budget as presented; and
WHEREAS, the Board did prepare a statement summarizing
all of the tentative budgets showing for each budget and
for the total of all budgets, proposed tax millages, the
balances, and reserves, and the total of each major
classification of the receipts and expenditures classified
according to accounts prescribed by the appropriate state
agencies; and
WHEREAS, the proposed millage rate for the West Indian
River County Fire Protection Municipal Service Taxing Unit
exceeds rolled back rate by 3.9%; and
WHEREAS, the Board of County Commissioners did hold a
public hearing to review and adopt a tentative budget; and
WHEREAS, the final budget hearing has been properly
advertised and held in accordance with applicable Florida
law.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS that the Board does herewith levy upon all
real and personal taxable property in the unincorporated
portion of Indian River County, Florida, as It exists
October 1, 1990, for fiscal year 1990-91 a tax of .2906
mills on the dollar for the purpose of funding the West
Indian River County Fire Protection Municipal Service Taxing
Unit of Indian River County.

Administrator Chandler announced that the proposed budget is
$5,930,146, and it contains an overall increase of $640,881.
There are no individual line items that stand out; probably most
of the increase would be in the area of personnel with 3
additional people at the landfill and one additional person for
recycling, as well as some equipment increases and salary
reserve. This budget is funded by our assessment of WGUs (Waste
Generation Units), and there is no change in the rate of $33 per
WGU for the next fiscal year. The $52.80 shown on the tax bill
is the disposal cost per single family home.
Chairman Eggert opened the public hearing and asked if

Administrator Chandler announced that the total proposed
budget is $227,950, an overall increase of $150,000. This MSTU
was created a number of years ago to provide paving and drainage
with the Vero lake Estates area, and it is funded on a per
parcel/acre basis. The rolled -back millage does not apply. The
current year's charge is $15.00 per parcel/acre and the same
amount is proposed for the next fiscal year. In this coming
budget year, we would anticipate paving 101st Avenue, which is
approximately 1 mile, and we already have paved 87th Street,
which was 1.7 miles.

Chairman Eggert asked if anyone present wished to be heard
in regard to any of the Street Lighting Districts. There being
none, she closed the public hearing,
Attorney Vitunac advised that the -Board could adopt
consecutively numbered resolutions establishing the assessment
rate and the final budget for each of the street lighting
municipal service taxing units in one blanket motion.
ON MOTION by Commissioner Bird, SECONDED by
Commissioner Wheeler, the Board unanimously
adopted Resolutions 90-122 through 90-141 establishing
the assessment rate and final budgets for the street
lighting districts in the order listed below in the
amounts read by the OMB Director:

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF INDIAN RIVER COUNTY, FLORIDA, ESTABLISHING THE
ASSESSMENT RATE TO BE LEVIED UPON ALL REAL AND
PERSONAL TAXABLE PROPERTY IN THE GIFFORD STREET
LIGHTING MUNICIPAL SERVICE TAXING UNIT FOR FISCAL
YEAR 1990-91 TO FUND THE GIFFORD STREET LIGHTING
MUNICIPAL SERVICE TAXING UNIT.
WHEREAS, the Budget Officer of Indian River County
prepared and presented to the County Commission a tentative

budget for the Gifford Street Lighting Municipal Service
Taxing Unit of Indian River County, Florida, for the fiscal
year commencing on the first day of October, 1990, and
ending on the 30th day of September, 1991, addressing each
of the funds therein as provided by law, including all
estimated receipts, taxes to be levied, and balances
expected to be brought forward, and all estimated
expenditures, reserves, and balances to be carried over at
the end of the year; and

WHEREAS, the Board of County Commissioners of Indian
River County held numerous public workshops to consider and
amend the tentative budget as presented; and
WHEREAS, the Board did prepare a statement summarizing
all of the tentative budgets showing for each budget and
for the total of all budgets, proposed tax millages, the
balances, and reserves, and the total of each major

classification of the receipts and expenditures classified
according to accounts prescribed by the appropriate state j
agencies; and
WHEREAS, the Board of County Commissioners did hold a

public hearing to review and adopt a tentative budget; and
WHEREAS, the final budget hearing has been properly
advertised and held in accordance with applicable Florida
law; I
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that this
Board does herewith assess a rate of $12.00 per parcel/acre
or any portion of an acre of real property within the
boundaries of the Gifford Street Lighting Municipal Service
Taxing Unit.
BE IT FURTHER RESOLVED that the millage as adopted
herein shall be filed In the Office of the County Auditor
and in the Public Records, and the County Auditor shall
transmit forthwith a certified copy of this resolution to
the Property Appraiser for Indian River County, to the Tax
Collector for Indian River County, and to the Department of
Revenue of the State of Florida.

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF INDIAN RIVER COUNTY, FLORIDA, ESTABLISHING THE
ASSESSMENT RATE TO BE LEVIED UPON ALL REAL AND
PERSONAL TAXABLE PROPERTY IN THE VERO HIGHLANDS
STREET LIGHTING MUNICIPAL SERVICE TAXING UNIT FOR
FISCAL YEAR 1990-91 TO FUND THE VERO HIGHLANDS
STREET LIGHTING MUNICIPAL SERVICE TAXING UNIT.
WHEREAS, the Budget Officer of Indian River County
prepared and presented to the County Commission a tentative
budget for the Vero Highlands Street Lighting Municipal
Service Taxing Unit of Indian River County, Florida, for the
fiscal year commencing on the first day of October, 1990,
and ending on the 30th day of September, 1991, addressing
each of the funds therein as provided by law, including all
estimated receipts, taxes to be levied, and balances
expected to be brought forward, and all estimated
expenditures, reserves, and balances to be carried over at
thq end of the year; and
WHEREAS, the Board of County Commissioners of Indian
River County held numerous public workshops to consider and
amend the tentative budget as presented; and

WHEREAS, the Board did prepare a statement summarizing
all of the tentative budgets showing for each budget and
for the total of all budgets, proposed tax millages, the
balances, and reserves, and the total of each major
classification of the receipts and expenditures classified
according to accounts prescribed by the appropriate state
agencies; and
WHEREAS, the Board of County Commissioners did hold a
public hearing to review and adopt a tentative budget; and
WHEREAS, the final budget hearing has been properly
advertised and held in accordance with applicable Florida
law;

NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF INDIAN RIVER COUNTY, FLORIDA, that this
Board does herewith assess a rate of $25.00 per parcel/acre
or any portion of an acre of real property within the
boundaries of the Vero Highlands Street Lighting Municipal
Service Taxing Unit.
BE IT FURTHER RESOLVED that the millage as adopted
herein shall be filed in the Office of the County Auditor
and In the Public Records, and the County Auditor shall
transmit forthwith a certified copy of this resolution to
the Property Appraiser for Indian River County, to the Tax
Collector for Indian River County, and to the Department of
Revenue of the State of Florida.
The foregoing resolution was offered by Commissioner

balances expected to be brought forward and all estimated
expenditures, reserves, and balances to be carried over at
the end of the year; and

citizens of Indian River County with respect to taxes to be

GOLF COURSE
Administrator Chandler advised that it is necessary for the
Board to adopt one more Resolution in order to approve a rate
increase for Sifndridgt Golf Club. This is a self-sustaining fund
funded by the revenue generated by the golfers and not general
tax dollars. The proposed budget is $1.8 million, which reflects
an overall increase of $228,000. We have proposed an increase in
the fee structure relating to greens' fees and cart fees. The
proposed fee schedule attached to the resolution contains an
increase to the green fees and the cart fees during the winter
of $2.50 and $2.00 in the summer. For resident I.D. cardholders,
it is $1.50 in the winter and $1.00 in the summer.
The Chairman asked if anyone wished tobe heard in regard to
the Golf Course budget. There being none, she closed the public
hearing on the Golf Course.
ON MOTION by Commissioner Scurlock, SECONDED by
Commissioner Bird, the Board unanimously adopted
Resolution 90-143, approving a schedule of rates for
the Sandridge Golf Club for fiscal year 1990/91 and
authorizing future rate amendments by County
Administrator and Budget Director.

RESOLUTION NO. 90-143
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
OF INDIAN RIVER COUNTY, FLORIDA, APPROVING A
SCHEDULE OF RATES FOR THE SANDRIDGE GOLF CLUB FOR
FISCAL YEAR 1990-91; AUTHORIZING FUTURE RATE
AMENDMENTS BY COUNTY ADMINISTRATOR AND BUDGET
DIRECTOR.
BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF
INDIAN RIVER COUNTY, FLORIDA, as follows:
1. The attachment entitled "Fiscal Year 1990-91,
Rates and Fees" shall be adopted as the official rates and
fees for Sandridge Golf Course for referenced fiscal year.
2. The rates and fees may be amended at any time by
approval of the County Administrator and Budget Director,
providing that the bond covenants contained In Resolution
No. 85-78 are satisfied. These covenants require the County
to keep fees and rates at a level to provide In each year's
gross revenue sufficient to pay 100$ of all operational and
maintenance costs and all reserve and other payments
required in the bond resolution.
The foregoing resolution was offered by Commissioner
_Scurlork who moved its adoption. The motion was
seconded by Commissioner Rirrl and, upon being put
to a vote, the vote was as follows:
