TUESDAY, JULY 13th 1926.
The Board of County Commissioners of Indian River County met in the office of
the Clerk of the Circuit Court at Vero Beach, in the County of Indian River, on this
13th dey of July 1926, pursuant to adjournment of Monday July 5th 1926, and the
following metibers of the Board were present: John H. Atkin, Chairman; Geo.A.Braddool:;
3.3.LaBruce and Donald Forbes.
The Board announced it would sit as a Board of Equalizers of taxes and the owners
and agents of property, who appeared for that purpose, were allowed to make full and
complete statements as to the valuation of the property owned or represented by them
and the Tax Assessor and the members of the Board having fully discussed the state-
ments and facts as presented decided that no change be made in the assessment roll
for the year 1926.
It was thereupon ordered that the Tax Assessor be and he is hereby instructed
to assess the property at the valuation fixed by himself as Tax Assessor for the
year 1926.
The Tax books being ready to be returned to the Tax Assessor for the purpose of
extending the taxes thereon as provided by law the Board of County Commissioners
took up the matter of making an estimate of the necessary expenses for the fiscal
year,pom October 1, 1926 to the 30th day of September 1927 azid having considered the
receipts estimated by the Clerk and the valuation of the property of the County as
shown by the assessment rolls prepared by the Tax Assessor and havin;; given full con-
aideration to the needs and necessities of the County and the requirement:, for the
different purposes to meet the ex-enses during the said fiscal year, have determined
and do hereby declare the following to be the expenses and all special and extra-
ordinary expenses contemplated for the fiscal year next ensuing and for which the
revenue for the year 1926 from ad valorem taxation and the estimated receipts from
other sources will be available:

It was thereupon resolved that the Clerk of the Circuit Court be directed to have the
foregoing eetimates as made by the Board published in a newspaper in this County by one
insertion and that a copy thereof properly certified be forwarded to the Comptroller of
the State of Florida.
It was further resolved that at a special meeting of this Board to be held on the
29th day of July 1926, the foregoing estimates shall be taken up and considered and acted
upon and at the same time the tax levy for the yeas 1926, will be made.
The 1otary Public bond of Boland Arnold in the at of ;500.00 with the Union
Compargr, a corporation, as surety was approved.

Gentlemen: We the undersigned citizens of the County of Indian River, State of Florida,
respectfully represent that the necessities of the public require a County Road to be
laid out as follows, to -wit: Commencing at a point in the South line of the North-East
1/4 of the North -'seat 1/4 Sec.1O Twp. 32 .s.R.39 E., and on the hast right-of-way line
of State Road No.4; thence East along the South line of the iierth-..est 1/4 of the North-
East 1/4 See.l0 to the center of the Quay Dock Road as declared and recorded on page
471, Book of Public Roads 2 st Lucie County records; thence South-easterly along the
center of the quay Dock Road to the shore of the Indian River. All buildings now on
the above described right-of-way to be moved by the owners thereof. Also that a drain-
age ditch be dug along and parallel to the north and South right-of-way lines from the
Indian River north-westerly as far as necessary. This is to be done by County. The
(ditch to benefit farmers as well as road. Said road right-of-way to be not leas than
Fifty (50) feet wide.
It was ordered that J.N.1ScCullers Sr.; C.',7.Fletcher and D.L.Leisher, be appointed
to view, mark and lay out said road and report to this Board.

It was ordered that the County Engineer replace Bridges on Lateral "B" Indian
River Farms Drainage District with metal culverts provided 2/3 of the most will be borne

Itvwas ordered Roy Grabble be placed on the relief list to receive $25.00 per
month: it being made to appear he is in need of financial assistance.
A warranty deed was receited fivm the Gulf Stream Construction Company, a eo pora-
tion for the following described land to be used for road purposes, conditioned upon the
Board abandoning and closing up the present road at Rimer;
"At strip of land to be used as right-of-way for County Road in said County
Beginning at a point twenty-five feet (25 ft.) South of the South-west (SII) corner of
Government Lot Nine (9) in Section 32 Township 32 South Range 40 East; thence South-
easterly on a curve of seven degrees and 38 minutes to the left, 475.44 feet to a point;

22; 32 and 33 of subdivision lumber 1 and parts of Iota 18; 19; and 20 of subdivision
Number two.
It was ordered that the same be accepted and entered for record in the Clerk's
office.
It was ordered the sum of 161,000.00 be set aside out of the Publicity Mind for
advertising at the American Legion convention to be held in Philadelphia during the fall
of 1926. This amount to be paid to the Felix Poppell Post of American Legion for
advertising Indian River County.
It was ordered that 'Knight & King be employed to drill an artesian well at the
County garage for the price of 50% per lineal foot.
it was ordered that the County Engineer repair the streets in Fellsmere and the
cost of same be deducted and credited against the amount of toad & Bridge tax due the
City from the County on account of 1925 tax collections.
It was ordered that the Clerk write the itate Road department with reepect to
drainage on the East aide of the Dixie Highway at winter Beach and North of Nabaafo
which is now inadequate, as the drainage only goes to the marsh.
It was ordered screen doore be placed on all the County offices.
The several accounts against the County, having been audited, were examined and
approved and warrants issued in settlement of same. The bills and accounts on file in
the Clerk's office being a part of these minutes.
The County Depositories of the County filed their monthly statementa showing
receipts, diebureementa and balance on hand, which were found correct.
The Board then adjourned until Thursday, July 29th, 19A. at , o'clock P.M.

At a special meeting of the Board of County C: -_s sioners of Indian River County,
held in the office of the Clerk of the Circuit Court at Vero Beach, on the 29th day of
July 1926, there were present the following County Commissioners: John H.Atkin,Chairman;
Oeo.A.Braddock; J.W.LaBruce and Donald Forbes.
The Chairman announced that this special meeting was held for the purpoee of con-
sidering and acting upon and adopting the estimates of the expenses for the fiscal year
commencing with October lst 1926 and ending September 30th 1927, which were prepared and
entered upon the minutes of the meeting of the Board of County Commissioners, held on
the 13th day Of July 1926, and to fix the rate of taxation for the year 1926.
A Dopy of the advertisement containing the estimates or budget made by the Board of
County Commissioners at a meeting held at the Court House on the 13th day of July 1926,
with the publisher's affidavit annexed as presented to the Board and ordered spread upon
the minutes and is in words and figures as follows:

The foregoing estimates as made by the Board and published in the Vero Beach Press
a newspaper published in the county in the issue of said newspaper of the 14th day of
July 1926, was then taken up, considered, and finally adopted. The Board then proceeded
with the matter of fixing the rate of taxation for County and .special District purposes
for the year 1926, and after a careful consideration of the estimates of receipts and
the estimates of expenditures it was the determination of the Board that the rate of
taxation necessary to meet such expenses would be for each of the following mentioned
purposes the amounts estimated, declared and levied, viz:
In order to meet the estimated current expenses of the County of Indian River,
$25.935.00it is determined and hereby declared that a tax rate of Five (5) mills upon
the dollar be levied and is hereby imposed upon all of the property lying and being in
the County of Indian River on the first day of January 1925, for the GENERAL REVENUE
to meet the current expenses of the County and to provide far the expenditure as esti-
mated in the budget hereinbefore set forth. '
To meet the expenses estimated to be necessary to be paid out of the FIBS & FORFEI-
TURE FUND the sum of $18,620.00, it is determined and hereby declared that a tax of Two
(2) mills upon the dollar be levied, assessed, and is hereby imposed upon all the pro-
perty lying and bei in the County of Indian River on the first day of January 1926,
for the FINE & FORFEITURE FUND, to meet the current expenses as estimated in the.budget.
To cover the amount of the estimated expenses for keeping the County Roads in
good shape and for the construction and repairing of bridges and other necessary ex-
penses to keep the roads of the County in good condition and provide other roads When.
necessary of $105,165.00, it is determined and hereby.declared that a tax rate of Sight
(8) mills upon the dollar, and an additional levy of Bive (5) mills upon the dollar,

the County of Indian River on the first day of January 1926 to meet the current expenses
of the County as estimated in the budget.
'To meet the interest payments and provide a sinking fund for the ultimate redemption
of County Bonds, County Time Warrants, and the pro -Tato debt assumed from 3taucie
County, in pursuance of the requirements of the law the sum of $54,921.40, it is deter-
mined and hereby declared that a tax rate of Eleven & 7/8 (11-7/8) mills upon the dollar
be levied, assessed and is hereby imposed upon all the property lying and being in the
County of Indian River on the first day of January 1926.
For the payment of pensions to widows, whose children attend the public schools
the sum of $1500.00
of the County, and who are worthy and needy of assistance,/it is determined ani hereby
declared that a tax rate of 1/8 of a mill upon the dollar be levied, asaesaed and is
hereby imposed upon all the property in the County of Indian River on the first day of
January 1926, to meet the—current expenses as estimated in the budget for the MOTHERS
PENSION FUND.
In order to continue the County Fair, arrange displays at the South Florida Fair,
and for general advertising of the County, the sum of 5.3SCou.00, it is determined and
hereby declared that a tax rate of 1/2 mill upon the dollar be levied, assessed and is
hereby imposed upon all the property in the County of Indian River on the first day of
January 1926, to meet the current expenses estimated in the Budget from the PUBLICITY
FUND..
For the encouragement and protection cf Agriculture as authorized under Chapter
7302, Acts of 1917, the sum of $4750.00, it is determined and hereby declared that a tax
rate of one mill upon the dollar be levied, assessed, and is hereby imposed upon all the
property in the County of Indian River, on the first day of January 1926, to meet the
current expenses as estimated in the Budget, for the AGRICULTURAL FUND.
To meet the current expenses incidental and necessary to the operation of the Public
Schools of the County, and to pay the salaries of teachers and repair school houses as
estimated by the County Board of Public Instruction, the sum of $52,610.00, it is deter-
mined and hereby declared that a tax rate of Ten (10) mills upon the dollar be levied,
assessed, and is hereby imposed upon all the property in the County of Indian River, on
the first day of January 1926.
According to the millage so determined, fixed andassessed, the total millage to be
entered in the column provided for County Taxes in the assessment roll for the year A.D.
1926, is 43-1/2 mills upon the dollar, to cover a total estimated expenditure of
3269,581.40.
The Board then proceeded to fix the millage for Special Road and Bridge Districts
under section 2.656 of Chapter 12, Revised General statutes. of Florida, and it was deter-
mined that a tax of Eighteen (18) mills on the dollar be levied and is hereby fixed and
assessed for the year 1926, on all of the property in the County of Indian River lying
and being within the boundaries of the said Special Road Z f ridge District No. 4 for the
purpose. of paring interest, retiring bonds and creating a sinking fund for the retirement
of the bonded debt, which boundaries are as follows: Commencing at the North-west corner
.ef iec.6 Tp.32 5.3.39 E., thence run East_along section lines to the water's edge of
the Atlantic Ocean; thence run South-easterly along the edge of the atlantic ocean to
theSouthline of Sec 34 Tp 33 8 R 40 E., thence run Vest along Section lines to the
