SOLID WASTE DISPOSAL DISTRICT
MEETING MINUTES
The Board of Commissioners of the Solid Waste Disposal District met at the County
Commission Chambers, 1801 27th Street, Vero Beach, Florida, on Tuesday, January 5, 2010.
Present were Chairman Peter D. O'Bryan, Vice Chairman Bob Solari, and Commissioners
Wesley S. Davis, Joseph E. Flescher, and Gary C. Wheeler. Also present were County
Administrator Joseph A. Baird, County Attorney William G. Collins II, and Deputy Clerk
Maureen Gelfo.
The Chairman called the meeting to order at 11:18 a.m.

OPERATIONS PERMIT RENEWAL

MOTION WAS MADE by Commissioner Solari,
SECONDED by Commissioner Davis, to approve and
authorize the Chairman to execute Work Order No. 25 with
Geosyntec, Inc., in the amount of $172,879 to provide
engineering services for preparation and submittal to FDEP
(Florida Department of Environmental Protection)
applications for renewal of the five-year solid waste
operating permit, and for modification of the ERP
(Environmental Resources Permit) of the landfill site.
Himanshu H. Mehta, P.E., Managing Director of the Solid Waste Disposal District,
relayed that Geosyntec Consultants had assured staff that they would complete the necessary
engineering services for the permitting project within the County's deadline of March 19, 2010.
The Chairman CALLED THE QUESTION, and the Motion
carried unanimously. The Board approved and authorized
the Chairman to execute Work Order No. 25 with
Geosyntec, Inc., in the amount of $172,879 to provide
engineering services for preparation and submittal to FDEP
(Florida Department of Environmental Protection)
applications for renewal of the five-year solid waste
operating permit, and for modification of the ERP
(Environmental Resources Permit) of the landfill site, as
recommended in the memorandum of December 21, 2009.

15.B.2. FINAL PAYMENT AND RELEASE OF RETAINAGE TO WASTE MANAGEMENT
INC. OF FLORIDA FOR THE VERTICAL EXPANSION AND PARTIAL CLOSURE OF
CLASSI LANDFILL AND BORROWPOND CONSTRUCTION PROJECTS
ON MOTION by Commissioner Flescher, SECONDED by
Commissioner Davis, the Board unanimously approved for
payment, and authorized the Chairman to execute, the final
invoices in the amounts of $605,392.54 and $76,688.60 to
Waste Management, Inc. of Florida (WMIF), for the
vertical expansion and partial closure of Class I Landfill
and borrow pond construction projects, respectively, as
recommended in the memorandum of December 11, 2009.

There being no further business, the Chairman declared the meeting adjourned at
11:19 a.m.

The Chairman announced that immediately upon adjournment of the Regular Board of
County Commission Meeting, the Board would reconvene as the Board of Commissioners of the
Solid Waste Disposal District. Those Minutes are being prepared separately.
