United States Army United States Coast Guard The purpose of this ESF is to coordinate the use of transportation resources to support the needs of local governments, volunteer groups and other emergency support groups requiring transportation assistance to perform their emergency response, recovery and assistance missions. B. Scope The provision of transportation support includes: Performing necessary actions to assist with emergency evacuation and re-entry of threatened areas; 2. Processing all transportation assistance requests from the EOC; 3. Allocating and/or prioritizing public and private transportation resources for the transportation of people, materials, goods, and services to impacted areas. This includes the modes of highway, rail, Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF #1-1 air and water; and 4. Performing necessary actions to assist with recovery operations. II. POLICIES A. The assets available to ESF #1 will be used to assist County emergency operations agencies and other ESFs with their emergency efforts to move people, materials, equipment, and other resources as necessary. The priorities for allocation of these assets will be: 1. Evacuating persons from immediate peril; 2. Transporting materials, personnel, and supplies for the support of emergency activities being conducted by the ESFs as requested through the EOC; 3. Transporting relief supplies necessary for recovery from the emergency; and 4. Identifying obstructions and damage to the transportation infrastructure. B. The School District of Indian River County; Transportation Department, will coordinate activities of ESF #1 and, with assistance from the Emergency Management Director, and/or his designee, prioritize the allocation of available resources. III. SITUATION A. Disaster Condition A minor, major or catastrophic disaster may severely damage the transportation infrastructure. Local transportation activities may be hampered by insufficient transportation resources and disrupted communications. Prior to impact, evacuation from the potentially threatened area may be ordered. This will require that transportation related decisions be made to facilitate the evacuation. In the wake of the disaster, many local resources will be unavailable due to damage, accessibility, or inefficiency to handle the demand for assistance. This will require that significant amounts of resources will have to be transported into the area. Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF #1-2 i • • • All available local transportation resources will be committed and additional help will be needed from the state and federal government. 2. Coordination with other ESFs efforts will be required. 3. Damaged areas will be restricted and not readily accessible, except in some cases by air or water. IV. CONCEPT OF OPERATIONS A. General ESF #1 is under the leadership of the School District of Indian River County Transportation Department and will coordinate transportation activities with the supporting agencies involved in emergency response and recovery. Upon request, a representative from that department will be available to respond to transportation related requests submitted by the IRCDEM. When partial activation of the EOC is implemented, and at the DEMs request, this person will staff the ESF #1 work station, identify which support agencies for ESF #1 are needed, and take steps to assure that support agencies are activated or on alert as appropriate. ESF #1 will respond to requests for local transportation assistance. It is anticipated that after evacuation efforts are completed, the majority of the requests for transportation resources will be initiated by other ESFs to assist in providing aid to those in need. A verbal agreement has been established between the Indian River County Department of Emergency Services and the School District of Indian River County Transportation Department and the Senior Resource Association, Inc. The primary and support ESF #1 agencies will maintain an inventory of primary agency personnel, equipment and vehicles that will be used for emergency transportation, including the date of last revision. This resource inventory will be made available upon EOC activation. It has been established that priority for fuel services will be given to all emergency vehicles during an emergency. The following fuel resources will become available in an emergency: Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF #1-3 C C School District of Indian River County a) Transportation Department Maintenance Facility • Two 10,000 gallon underground diesel fuel tanks • One 10,000 gallon underground unleaded fuel tank b) Support Service Complex (proposed opening December, 2011) • One 10,000 gallon above ground diesel fuel tank • One 10,000 gallon above ground unleaded fuel tank 2. Indian River County a) Fleet Management Division Maintenance Facility • One 20,000 gallon above ground diesel fuel tank • One 30,000 gallon above ground unleaded fuel tank ESF #16 (Law Enforcement) is responsible for implementing emergency traffic/evacuation issues. Prior events suggest that the barrier island and low lying areas are subject to flooding and subsequent road closure. If safe passage is possible, entry/exit will be permitted for authorized emergency vehicles only. Organization The School District of Indian River County Transportation Department, as the primary agency, will provide transportation support as requested through the EOC. Upon activation, the ESF #1 representative will notify which department personnel and ESF #1 support agencies that may be called upon to provide emergency support. They will also coordinate the utilization of vehicles, equipment and personnel of all agencies who will permit use of their resources during emergency response and recovery actions. Notification The IRCDEM will provide notification for each representative from the primary agency will in agency and/or volunteer agency, as required. Each ESF #1 agency will establish communications with its appropriate field personnel and ensure that they are ready for timely response. C. Coordination will be established with support agencies to prioritize and develop strategies for the initial response. d. Transportation resources will be pre -positioned when it becomes apparent that they will be required. Locations for pre -positioning will be determined dependent upon the type and extent of the emergency. e. When practical, any transportation resources that may be needed in recovery should be removed from the potential disaster area and relocated to the nearest staging area. f. Equipment accessible to ESF #1 agencies will be committed when evacuation or re-entry of a designated area is authorized and normal transportation resources are not sufficient. g. ESF #6 (Mass Care) will coordinate with ESF #1 for transportation assistance. h. The Florida Highway Patrol will direct that tolls be lifted to assist in the evacuation of an area or region. ESF #10 (Hazardous Materials) will identify any known hazardous materials transports that could be affected by the imminent disaster. The primary agency will establish staffing patterns to ensure 24-hour transportation operations, if required. k. Passenger pick-up points and routes will be coordinated by the primary agency dependent on the type and extent of the emergency. This information will be disseminated by ESF #14 (Public Information). 2. Response Actions a. ESF #1 will coordinate transportation resources with requests for transport of personnel, goods, and services. b. Priorities will continually be reassessed to address the most Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF #1-5 critical transportation needs and develop strategies. C. Resources which are committed to specific missions will be tracked for re -deployment, if necessary. Updated information will be provided to ESF #5 (Information and Planning). d. Resources will be restaged, as appropriate. e. Any shortfalls with fuel are to be coordinated with ESF #3 (Public Works), who has been tasked with coordinating the provision of emergency supply and transportation of fuel to support immediate response operations to normalize community functioning. E. Recovery Actions 1. Initial Actions a. Upon request, transportation resources will be provided to assist recovery activities for personnel and equipment. b. Develop recovery actions and strategies. 2. Continuing Actions - Transportation will continue to be provided for related activities. V. RESPONSIBILITIES A. Primary Agency: School District of Indian River County Transportation Department 1. As the primary agency, the department will coordinate with the support agencies in directing transportation resources and prioritizing the needs for transportation services. 2. ESF #7 (Resource Support) and ESF #15 (Volunteers and Donations) will supply information pertaining to potential volunteer groups, contract vendors, and other entities that may be able to supplement local resources. B. Support Agencies 1. City of Vero Beach Recreation Department - Will coordinate transportation efforts within the City departments, as necessary. City of Vero Beach Municipal Airport - Will coordinate with the FAA and public and private airport/airfield offices, stations and facilities; 3. City of Vero Beach Municipal Marina - Will coordinate all watercraft transport activities. 4. Civil Air Patrol a. Will assign CAP personnel in support of ESF #1. b. Will provide all available and obtainable air transportation resource support to include aircraft, aircrews, vehicles, and ground and operations personnel and communications for: (1) Air transportation of emergency or disaster officials, personnel and size-limited/light-load equipment, materials, and supplies; (2) Air reconnaissance and air surveillance flights, to include search and rescue and the monitoring of vehicular and rail movements; (3) Aerial damage assessment flights; and (4) Air transportation technical and specialty support and coordination. 5. Senior Resource Association, Inc. - Will provide transportation to and from the designated special needs shelter for persons with special needs. 6. Florida National Guard - Will provide manpower and equipment for transportation needs. 7. Indian River County Department of Emergency Services/Fire Rescue Division - Will provide ambulance transportation to hospitals and to and from the designated special needs shelter for persons with special needs. 8. Indian River County Public Works - Will provide transportation of equipment and supplies. 9. Indian River County Sheriff's Office - Will provide emergency vehicles to transport or escort emergency personnel and vital supplies. Indian River County Volunteer Ambulance Squad - Will provide emergency vehicles (vehicles only) for transportation of persons with special needs. 11. United States Army - Will provide transportation to and from the designated special needs shelter for persons with special needs. 12. United States Coast Guard - Will provide manpower and equipment involving marine transportation needs. VI. ADDITIONAL RESOURCES ESF #1 will utilize personnel and resources from its primary and support agencies to respond to mission assignments related to emergencies. Additional resources available at other ESFs may be coordinated and mobilized to support ESF #1 missions. When requests begin to exceed the County's ESFs capability to respond, additional resources (i.e., state teams, federal agencies, contractual agreements, and mutual aid agreements) will be mobilized. Mutual aid agreements have been established for all contiguous counties as well as the existence of the Statewide Mutual Aid Agreement. During a significant event these agreements may be activated. The decision to activate these agreements will be made by the Emergency Management Director, or his designee. All personnel and resources mobilized by ESF #1 will remain under the direction and control of the ESF, unless otherwise notified.
