I. INTRODUCTION
A. Purpose
The purpose of this ESF is to provide public works and engineering support
to assist in needs related to lifesaving or life protecting support prior to,
during and immediately following a major or catastrophic disaster.
B. Scope
ESF #3, Public Works and Engineering support, includes technical
advice and evaluations, engineering services, construction
management and inspection, and emergency contracting.
2. ESF #3 Support Activities Include:
a. Emergency clearance of debris for reconnaissance of the
damaged areas and passage of emergency personnel, supplies

and equipment for lifesaving, life protecting, health and safety
purposes during the immediate response phase.
b. Clearing, repair or reconstruction of damaged emergency access
routes necessary for the transportation of rescue personnel and
supplies. These routes include streets, roads, bridges, waterways,
airfields and any other transportation facilities.
c. Emergency restoration of critical public services and facilities.
d. Emergency demolition or stabilization of damaged structures and
facilities designated by state or local officials as immediate
hazards to public health and safety, or as necessary to facilitate
the accomplishment of life saving operations. This will be
accomplished in accordance with existing Indian River County
Public Works Department SOP's.
e. Technical assistance and damage assessment.
f. Coordinating the provision of emergency supply and transportation
of fuel to support immediate response operations to normalize
community functioning.
g. Processing all fuel assistance requests.
h. Alleviate flooding of the public right of way.
POLICIES
The assets available to ESF #3 will be used to assist County emergency operations
agencies and other ESFs with their emergency efforts to move people, materials,
equipment, and other resources as necessary.
Coordinate with support agencies in providing sufficient fuel supplies to local
agencies, emergency response organizations and areas along evacuation routes.
III. SITUATION
A. Disaster Condition
A major or catastrophic disaster will cause unprecedented property
damage. Structures, homes, public buildings, bridges and other facilities
will be destroyed or damaged and must be reinforced, demolished or
isolated to ensure safety. Streets, highways and other forms of

transportation will be damaged or unusable. Flooding will occur.
In the event of a disaster, many state and local response personnel will be
unable to perform their prescribed emergency duties. Equipment in the
immediate disaster area may be damaged or inaccessible. Resources will
be limited in the immediate disaster area. Resources will have to be
deployed from outside the affected area to ensure a timely, efficient and
effective response. Disaster assistance must begin immediately.
Local governments in the immediate disaster area will need
assistance in clearing debris, performing damage assessments,
structural evaluations, emergency repairs to public facilities, alleviate
flooding, and meeting basic human health needs.
2. Ground, air, rail and water routes must be provided to allow access to
disaster areas. Emergency road and airstrip debris clearance and
repairs will have top priority to support immediate lifesaving
emergency response activities.
3. Rapid damage assessment of the disaster area will be necessary to
determine the potential workload.
4. Emergency environmental waivers and legal clearances will be
needed for disposal of materials from debris clearance and demolition
activities.
5. Legal requirements that delay the securing of contractors or
purchasing of materials must be waived.
6. Large numbers of skilled personnel, engineers, construction workers,
equipment operators, etc., with construction equipment and materials
will be needed from outside the disaster area.
7. Support services for all personnel and equipment will have to be
provided from outside the disaster area.
8. Coordination with other ESFs efforts will be required.

IV. CONCEPT OF OPERATIONS
A. General
ESF #3 is under the leadership of the Indian River County Public Works and
Engineering Department and will coordinate public works activities with the
supporting agencies involved in emergency response and recovery. Upon
request, a representative from that department will be available to respond to
public works related requests submitted by the IRCDEM. When partial
activation of the EOC is implemented, and at the DEMs request, this person
will staff the ESF #3 work station, identify which support agencies for ESF #3
are needed, and take steps to assure that support agencies are activated or
on alert as appropriate.
ESF #3 will respond to local requests for public works and engineering
assistance. It is anticipated that these requests will concern emergency
access routes.
B. Organization
The Indian River County Public Works and Engineering Department (as the
ESF #3 primary agency), and ESF #3 support agencies will provide, as
requested through the EOC, skilled personnel, engineers, construction
workers, equipment operators, etc., with construction equipment and
materials. Upon activation, an ESF #3 representative will notify those
department personnel and support agencies to provide emergency support.
C. Notification
The IRCDEM will provide notification for each ESFs primary agency. A
representative from the primary agency will in turn notify each support
agency and/or volunteer agency, as required.
D. Response Actions
Initial Actions
a. Inventories of available vehicles, personnel and materials will
be verified and provided to ESF #5 (Planning and Information).
b. Each ESF #3 agency will establish communications with their
appropriate field personnel and ensure that they are ready for
timely response.

C. ESF #3 will coordinate with support agencies to establish
priorities and develop strategies for the initial response.
d. Pre -positioning of resources will be established when it
becomes apparent that engineers, skilled construction workers,
vehicles and construction materials will be necessary.
e. Equipment resources will be removed to a safe location and be
staged to return in the recovery phase.
f. ESF #3 will coordinate with support agencies to identify
available resources. Personnel and equipment will be
available based upon established priorities. Plans for
mobilization will be defined.
g. Priorities will be established for roadway corridors and airstrips
that will have priority in regard to debris removal and repair to
allow access into damaged areas.
h. The primary agency will establish staffing patterns to ensure
24-hour operations, if required.
2. Continuing Actions
a. ESF #3 will provide personnel for damage assessment utilizing
the Field Team Preliminary Observation of Damage form
attached and identified as Attachment #1.
b. ESF #3 will coordinate available personnel, equipment and
construction materials and resources with requests from the
EOC.
C. Debris removal and repairs will begin to allow access in to the
disaster area. ESF #3 will coordinate the cooperative efforts of
the support agencies, local governments and public works
companies.
d. ESF #3 will reassess priorities to address the most critical
infrastructure needs and develop strategies.
e. ESF #3 will restage resources as appropriate.

E. Recovery Actions
1. Initial Actions
a. Upon request, ESF #3 will provide engineers, skilled
personnel, construction workers, etc., with construction
equipment and materials to assist in recovery activities.
b. ESF #3 will review recovery actions and develop strategies.
2. Continuing Actions
a. Support services will continue for personnel and equipment in
the disaster area.
b. Damage assessments will continue with priorities shifting
accordingly.
C. ESF #3 will continue to coordinate priorities and support the
missions with personnel and equipment.
d. ESF #3 will continue to coordinate the accomplishment of off
system work and damage assessments.
A. Primary Agency: Indian River County Public Works and Engineering
Department
1. Responsibilities
a. As the primary agency, the Public Works and Engineering
Department will coordinate the ESF #3 support agencies in
directing resources and prioritizing needs in the areas of debris
removal, restoring access, damage assessments, and other
areas related to infrastructure.
b. The resources of the Public Works and Engineering
Department will be deployed and utilized in coordination with
ESF #3 support agencies and the EOC.
C. ESF #3 will support and coordinate with the other ESF tasks as
needed, in accordance with established priorities.

d. ESF #3 will be responsive to, and support directions of the
EOC.
e. Will maintain and provide to the EOC an up-to-date inventory
of personnel, vehicles and equipment that will be used in the
restoration of infrastructure.
f. Deployment of equipment necessary for adequate debris
clearing to the designated pre -event sites.
g. Confirm that all equipment is full of fuel and operational.
h. Identify locations of refueling depots.
Secure all debris clearing and road repair equipment from the
disaster event.
j. Provide the EOC with a current list of road closings and road
repairs.
k. Confirm location of debris clearing disposal sites after the
event.
Remove unnecessary traffic signs and indicators for use after
the disaster event.
10. In the event of a shortage of automotive transportation fuels or
fuels needed for other industrial purposes, ESF #3 will be
responsible for coordinating with industry trade groups and
associations to obtain needed fuel supplies.
B. Support Agencies - in addition to providing all available and obtainable public
works and engineering resource support ESF #3:
1. City of Fellsmere Building Department - Will provide structural
evaluations and issue construction permits.
2. City of Fellsmere Public Works Department - Will provide emergency
clearance of debris; clearing, repair or construction of damaged
emergency access routes.
3. City of Sebastian Community Development Department - Will provide
zoning evaluations and approve temporary land use permits.

4. City of Sebastian Public Works Department - Will provide emergency
clearance of debris; clearing, repair or construction of damaged
emergency access routes.
5. City of Vero Beach Department of Planning & Zoning - Will provide
manpower in support of ESF #3 operations.
6. City of Vero Beach Department of Public Works & Engineering - Will
provide emergency clearance of debris; clearing, repair or
construction of damaged emergency access routes and storm
drainage systems; damage assessment; GIS services; traffic signaling
and other matters related to ESF #3 operations.
7. Indian River County Building Department - Will provide structural
evaluations and issue construction permits.
8. Indian River County Community Development Department - Will
provide zoning evaluations and approve temporary land use permits.
9. Indian River County Environmental Health Department - Will
coordinate the location, restoration, or provision of potable water and
wastewater operations.
10. Indian River County General Services Department - Will provide
services and equipment as required.
11. Indian River County Utilities Department - Will provide services and
equipment as required.
12. Town of Indian River Shores Building Department - Will provide
structural evaluations and issue construction permits.

ESF #3 will utilize personnel and resources from its primary and support agencies to
respond to mission assignments related to emergencies. Additional resources
available at other ESFs may be coordinated and mobilized to support ESF #3
missions. When requests begin to exceed the County's ESFs capability to respond,
additional resources (i.e., state teams, federal agencies, contractual agreements,
and mutual aid agreements) will be mobilized. Mutual aid agreements have been
established for all contiguous counties as well as the existence of the Statewide
Mutual Aid Agreement. During a significant event these agreements may be
activated. The decision to activate these agreements will be made by the
Indian River County Comprehensive Emergency Management Plan Annex 1 - Page ESF #3-8
Emergency Management Director, or his designee. All personnel and resources
mobilized by ESF #3 will remain under the direction and control of the ESF, unless
otherwise notified.
