I. INTRODUCTION
A. Purpose
The purpose of this ESF is to provide direction and control of disasters
affecting the county. ESF#5 will collect, interpret and distribute information
to assist government agencies, private businesses and the general public
with recovery. ESF #5 will be responsible for gathering rumor control
information for dissemination to ESF #14 (Public Information). Daily
resource requests and logistical information will be disseminated by ESF#5.
Along with local information, ESF #5 will provide damage and recovery
information to all State and Federal agencies.
B. Scope
This ESF coordinates overall information and planning activities in the EOC
and functions as the lead ESF for all agencies during activation.

II. POLICIES
ESF #5 will:
A. Collect and process essential information and disseminate it for use by local
government; and provide input for reports, briefings, displays and plans.
B. Consolidate key information into reports; describe and document overall
response activities, and keep appropriate authorities, including the SEOC,
informed of the status of the overall response operations. A widely
recognized emergency management software (E-Team) will be used to
electronically establish control and document the flow of information within
the EOC. In the event of technical difficulty with the established electronic
media, pre-printed triplicate forms(Emergency Operation Message Form)will
be utilized as an alternative form of tracking messages See a copy of the
form attached to this ESF and identified as Attachment#1.
C. Coordinate the display of key information submitted by other ESFs. Maps,
charts, status boards, etc., will be displayed in the EOC.
D. Utilize technical specialists and technologies to support the ESF#5 mission.
Including Geographic Information Systems(GIS),`HAZUS-MH (FEMA's multi-
hazard'loss estimation methodology), surge modeling, GeoCOVE (damage
assessment software), etc.
III. SITUATION
A. Disaster Condition
A significant natural disaster or other significant event will be of such severity
and magnitude as to require adequate dissemination of information.
B. Planning Assumptions
1. The local response elements will be the best available source of vital
information regarding damage and initial unmet needs assessments.
2. There will be an immediate and continuous demand for information on
which decisions will be made to conduct response and recovery
actions.
3. There will be delays in establishing full information processing
capabilities.

4. During a disaster, message flow may bottleneck in the EOC due to
extremely intense levels of activity.
5. Damage assessment teams will need to be coordinated and
assembled to determine the county's need assessment and level of
public and individual assistance.
IV. CONCEPT OF OPERATIONS
A. General
The Emergency Management Coordinator, or his designee, will act as the
overall coordinator for the ESFs. ESF #5 is responsible for directing
message flow within the EOC, providing technical assistance with the
emergency management software, displaying information data, tracking
mission assignments, tracking requests for assistance and resources
(utilizing WebEOC), and providing technical data in support of disaster
operations. The Emergency Management Director, or his designee, must
approve all requests for outside assistance and/or resources.
B. Notification
The IRCDEM will provide notification for each ESF's primary agency. A
representative from the primary agency will in turn notify each support
agency and/or volunteer agency, as required.
C. Response Actions
1. Initial Actions
a. Activate ESF #5.
b. Establish a duty roster and phone lists; coordinating status
boards, establish message flow and tracking.
C. Call support agencies as needed and establish staffing
patterns to ensure 24-hour operations, if required.
2. Continuing Actions
a. Coordinate with key personnel in the field.
b. Continue to staff the EOC on a 24-hour basis, as required.
C. Manage message flow in the EOC.

D. Recovery Actions
1. Initial Actions
a. Collect and process information concerning recovery activities
while the response phase of the disaster is still on-going.
b. Identify resource requirements.
C. Establish a duty roster, phone lists, message flow and tracking.
d. Coordinate with the Indian River County GIS Department to
establish and deploy damage assessment teams.
2. Continuing Actions
a. Coordinate with EOC chiefs and key staff as needed.
b. Manage message flow by logging all protective actions taken.
C. Provide information support of recovery activities.
d. Work with the Indian River County GIS Department to
determine initial damage assessment estimates for submission
to FDEM
V. RESPONSIBILITIES
A. Primary Agency: Indian River County Department of Emergency Services,
Emergency Management Division
As the primary agency, the Emergency Management Division will coordinate
the overall efforts to collect, process, report, and display essential elements
of information; and to facilitate support for planning efforts in response
operations.
B. Support Agencies -These agencies will identify and provide staff to support
the ESF #5 damage and operational information related to individual ESF
activities as needed.
1. City of Vero Beach Solid Waste & General Maintenance Services
Department - Will collect local information with regards to damage
and recovery operations.

2. Florida Emergency Preparedness Association - Will provide mutual
aid assistance.
3. Indian River County - County Administrator's Office - Will provide
intra-governmental communications.
4. IndianRiver County GIS Department Will provided technical
expertise with mapping and 'coordination of damage assessment
utilizing GeoCove damage assessment software.
5. Indian River County Health Department - Will address projected
public health concerns.
6. Indian River County Sheriff's Office-Will coordinate law enforcement
status reports.
7. North Treasure Coast Chapter of the American Red Cross - Will
assist with damage assessments and provide status of ARC activities
in this and neighboring counties.
8. Indian River County Property Appraiser's Office -Will provide staff to
assist with damage assessment.
VI. ADDITIONAL RESOURCES
ESF#5 will utilize personnel and resources from its primary and support agencies to
respond to mission assignments related to emergencies. Additional resources
available at other ESFs may be coordinated and mobilized to support ESF #5
missions. When requests begin to exceed the County's ESF's capability to respond,
additional resources (i.e., state teams, federal agencies, contractual agreements,
and mutual aid agreements) will be mobilized. Mutual aid agreements have been
established for all contiguous counties as well as the existence of the Statewide
Mutual Aid Agreement. During a significant event these agreements may be
activated. The decision to activate these agreements will be made by the
Emergency Management Director, or his designee. All personnel and resources
mobilized by ESF#5 will remain under the direction and control of the ESF, unless
otherwise notified.
