I. INTRODUCTION
A. Purpose
The purpose of this ESF is to provide logistical and resource support to state
and local entities involved in delivering emergency response and recovery
efforts for natural disasters and other catastrophic events.

B. Scope
ESF #7 is responsible for providing direct and active support to emergency
response and recovery efforts during the initial response phase and initial
recovery phase following a disaster. This support includes locating,
procuring, and issuing resources, such as supplies, office space, office
equipment, fuel, contracting services, personnel, heavy equipment and
transportation of such in coordination with ESF #1.
II. POLICIES
A. The Indian River County Emergency Management Division is responsible for
planning, coordinating and managing the resource support needed in ESF
#7.
B. The Indian River County Purchasing Division will determine the availability of
required resources. All attempts to fill the resource need will be made from
existing inventory. If needed, the Purchasing Division will make the
necessary arrangements for procuring the goods commercially, including
contracts, if required.
C. Designated support agencies will furnish resources as required to support
these ESF requirements. Support by these agencies will be terminated at
the earliest practical time.
D. Procurement will be made in accordance with current local, state and federal
laws and regulations, which include emergency procedures under Florida
Statutes.
III. SITUATION
A. Disaster Condition
A major disaster will have an immediate impact on local and state resources
and the shortages of vitally needed supplies must be procured and provided
to the affected areas.
B. Planning Assumptions
1. Resources outside the affected area will be directed to fulfill the
unmet needs of the state or local governments.
2. Transportation of resources will require staging areas which can be
managed by ESF#1 (Transportation)after an executive order and by
assigned secondary support agencies in that area prior to National
Guard activation.

3. Some resources of the state and local governments may not be
available in the impacted area due to debris and destroyed buildings.
4. Logistical support to save lives will receive a first priority.
5. Massive demand for resources may be done in accordance with an
Executive Group order which would exempt normal procedures for
purchasing.
IV. CONCEPT OF OPERATIONS
A. General
Countywide capabilities and resources committed to ESF#7 will be allocated
and coordinated by the Indian River County Emergency Management
Director, or his designee. The primary source of equipment, supplies, and
personnel shall be made from existing support agencies'resources and local
sources outside the impacted area. Support which cannot be provided from
these sources will be provided through mutual aid or commercial sources.
Individuals representing support agencies will have extensive knowledge of
the resources and capabilities of their respective agencies and have access
to the appropriate authority for committing such resources during activation.
B. Organization
1. ESF #7 will operate under the direction of the County Emergency
Management Director, or his designee.
2. ESF #7 will continue to operate throughout the emergency situation.
3. Upon notification,the County Emergency Management Director, or his
designee, will alert designated primary personnel of possible resource
needs and report to the EOC.
4. The County Emergency Management Director, or his designee, will
maintain liaisons with other ESFs and interested parties.
5. The County Emergency Management Director, or his designee, will
maintain a record of all loaned or received mutual aid resources
utilizing the Equipment/Materials Loaned or Received form attached
and identified as Attachment #1.

6. This ESF will coordinate with ESF#5 (Information and Planning)and
ESF #15 (Volunteers and Donations) in providing vendors and/or
volunteers with requests for resource assistance. All requests for
resource assistance will be made through E-Team; however, an
alternate method of identifying resource requests will be to use the
manual Resource Request form attached to this document and
identified as Attachment #2).
7. Each support agency will coordinate resource lists with the lead
agency. In addition, each support agency will provide an up-to-date
inventory of available resources, how to obtain them, their location
and an after-hours point of contact.
C. Notification
The IRCDEM will provide notification for each ESF's primary agency. A
representative from the primary agency will in turn notify each support
agency and/or volunteer agency, as required.
D. Response Actions
1. Initial
a. Personnel will be placed on standby or directed to staging
areas with some facilities being manned for immediate
response. Those employees who have completed the
Volunteers Information Sheet, attached and identified as
Attachment#3, will be called upon first. At such time that this
resource has become exhausted, the Human Resources
Department will be charged with obtaining the necessary
personnel to fulfill this need.
b. Some resources will be staged near the pending emergency
areas (see Annex IA - Recovery Functions and Annex 11 -
Mitigation Functions, of the CEMP).
C. Support agencies may be alerted.
d. Some support agencies may be directed to deploy personnel
and other resources.
e. Identification and assessment of resources available for
designation as emergency support (including facilities).

2. Continuous
a. Buildings will be leased for staging warehouses or to replace
damaged or destroyed facilities. This will be accomplished in
accordance with the existing Indian River County Purchasing
Manual.
b. Communication resources will be provided in coordination with
ESF #2 (Communications).
C. Transportation needs will be provided in coordination with ESF
#1 (Transportation).
d. Office furniture, equipment, and supplies will be provided from
existing inventories, or will be procured.
e. Food will be provided with cooperation of ESF #11 (Food and
Water).
f. Security for staging areas and facilities will be provided by ESF
#16 (Law Enforcement).
V. RESPONSIBILITIES
A. General
The primary agency for ESF #7 is the County Emergency Management
Division, which is tasked with the overall responsibility for allocating and
coordinating resources and support activities incident to ESF#7. This office
will secure support staff for procurement of commodities and services,
leasing of buildings and facilities, and facilities management.
B. Support Agencies
1. City of Fellsmere, Mayor's Office - Will provide personnel and
resources as available.
2. City of Sebastian, City Manager's Office-Will provide personnel and
resources as available.
3. City of Vero Beach Finance Department-Will coordinate all financial
related issues for City of Vero Beach employees.
4. City of Vero Beach Human Resources Department - Will coordinate
all contract labor needs for the City of Vero Beach.

5. City of Vero Beach Purchasing Division - Will coordinate the
procurement of resources and initiate contracts for the City of Vero
Beach, as necessary.
6. Florida Emergency Preparedness Association-Will provide personnel
and resources as available.
7. Florida National Guard - Will provide personnel and resources as
available.
8. Indian River County Board of County Commissioners' Office - Will
provide personnel and resources as available.
9. Indian River County - County Administrator's Office - Will provide
personnel and resources as available.
10. Indian River County General Services - Will provide personnel and
resources as available.
11. Indian River County Office of Management&Budget-Will Coordinate
the issuance of emergency purchase orders.
12. Indian River County Human Resources Department-Will coordinate
county employee volunteers.
13. Indian River County Public Works - Will provide personnel and
resources as available.
14. North Treasure Coast Chapter of the American Red Cross - Will
provide personnel and resources as available.
15. Salvation Army - Will provide personnel and resources as available.
16. Sebastian Airport-Will provide personnel and resources as available.
17. Town of Indian River Shores, Town Manager's Office - Will provide
personnel and resources as available.
18. Town of Orchid, Town Manager's Office -Will provide personnel and
resources as available.
19. United States Army - Will provide personnel and resources as
available.

V1. ADDITIONAL RESOURCES
ESF#7 will utilize personnel and resources from its primary and support agencies to
respond to mission assignments related to emergencies. Additional resources
available at other ESFs may be coordinated and mobilized to support ESF #7
missions. When requests begin to exceed the County's ESFs capability to respond,
additional resources (i.e., state teams, federal agencies, contractual agreements,
and mutual aid agreements) will be mobilized. Mutual aid agreements have been
established for all contiguous counties as well as the existence of the Statewide
Mutual Aid Agreement. During a significant event these agreements may be
activated. The decision to activate these agreements will be made by the
Emergency Management Director, or his designee. All personnel and resources
mobilized by ESF#7 will remain under the direction and control of the ESF, unless
otherwise notified.
