INTRODUCTION A. Purpose The purpose of this ESF is to coordinate both urban and non-urban Search and Rescue (SAR) in response to an actual or potential disaster condition. Scope The non-urban SAR activities include, but are not limited to, emergency incidents that involve locating missing persons, locating boats which are lost at sea, locating downed aircraft, extrication if necessary, and treating any victims upon their rescue. The urban SAR activities include, but are not limited to, locating, extricating and providing immediate medical assistance to victims trapped in collapsed structures. II. POLICIES A. ESF #9 will coordinate SAR responsibilities and efforts. B. ESF#9 will interface with ESF#8 (Public Health)and ESF#4 (Firefighting)to provide support with medical assistance and transportation of victims beyond initial collection points. III. SITUATION A. Disaster Condition A major or catastrophic disaster may result in a substantial number of persons being in life-threatening situations requiring prompt rescue and medical care. Since the first 72-hours are crucial to lessening the mortality rate, SAR must begin immediately. Depending upon the type and magnitude of the disaster, either non-urban or urban, or both, might be mandated. SAR personnel will potentially have to deal with extensive damage to buildings, roadways, public works, communications and utilities. Secondary to the precipitous event, effects such as fires, explosions, flooding and hazardous material releases may compound problems and may threaten both survivors and rescue personnel. B. Planning Assumptions 1. All available local SAR resources will be committed and additional help is needed. 2. Coordination and direction of the local efforts, including volunteers, will be required. 3. Damaged areas will have access restrictions and not readily accessible except, in some cases, by air. Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF#9-2 4. Secondary events or disasters will threaten survivors as well as SAR personnel. IV. CONCEPT OF OPERATIONS A. General 1. The Indian River County Department of Emergency Services, Fire Rescue Division, will provide support in SAR through its own personnel and equipment. 2. The Indian River County Department of Emergency Services, Fire Rescue Division, will maintain and provide to the EOC an up-to-date inventory of vehicles and equipment that will be available in support of SAR missions. B. Organization ESF #16 will be responsible for the coordination of all law enforcement activities, including the securing of areas. The Indian River County Department of Emergency Services, Fire Rescue Division will coordinate all search and rescue efforts as outlined in their operational SOPs, which are kept on file in the office of Emergency Management. This SOP, at a minimum, identifies and makes provisions for organization of rescue squads, placement of personnel and equipment for conducting emergency activities, communications, identification of medical facilities for the injured and ailing survivors and accountability of SAR personnel. C. Notification The IRCDEM will provide notification for each ESF's primary agency. A representative from the primary agency will in turn notify each support agency and/or volunteer agency, as required. D. Response Actions 1. Initial Actions Other resources from outside the disaster area are committed through coordination with other agencies with SAR resources. Continued coordination between state, local, and, if requested, federal SAR resources is controlled by the primary agency. b. SAR resources are reassigned, as needed or as requested. C. SAR resources are withdrawn when no longer needed. E. Recovery Actions Upon request, ESF#9 will provide SAR resources to assist recovery efforts. V. RESPONSIBILITIES A. Primary Agency - The Indian River County Department of Emergency Services, Fire Rescue Division, will coordinate SAR activities. The Fire Rescue Division will provide search and rescue efforts in accordance with their existing SOPs. The Sheriffs Office main responsibility will be of a law enforcement nature. B. Support Agencies 1. Civil Air Patrol - Will provide manpower and equipment as needed. 2. City of Fellsmere Police Department - Will provide manpower and equipment to support law enforcement activities. 3. City of Sebastian Police Department - Will provide manpower and equipment to support law enforcement activities. 4. City of Vero Beach Police Department - Will provide manpower and equipment to support law enforcement activities. 5. Federal Aviation Administration - Will provide manpower and equipment as needed. 6. Florida Marine Patrol - Will provide manpower and equipment to support law enforcement activities. 7. Florida Department of Law Enforcement-Will provide manpower and equipment to support law enforcement activities. Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF#9-4 8. Florida Fire Chiefs' Association - Will provide mutual aid for SAR activities. 9. Florida National Guard - Will provide mutual aid for SAR activities. 10. Indian River County Health Department-Will provide manpower and equipment as needed. 11. Indian River County School District - Will provide manpower and equipment as needed. 12. Indian River County Sheriff's Office - Will provide manpower and equipment to support law enforcement activities through ESF #16 (including securing of areas, crowd control, etc.). 13. John's Island Security - Will provide manpower and equipment to support law enforcement activities. 14. Patrick Air Force Base - Will provide manpower and equipment to support ESF #9 activities. 15. Town of Indian River Shores Public Safety - Will provide manpower and equipment to support law enforcement activities. 16. United States Coast Guard - Will provide manpower and equipment as needed. ADDITIONAL RESOURCES ESF#9 will utilize personnel and resources from its primary and support agencies to respond to mission assignments related to emergencies. Additional resources available at other ESFs may be coordinated and mobilized to support ESF #9 missions. When requests begin to exceed the County's ESF's capability to respond, additional resources (i.e., state teams, federal agencies, contractual agreements, and mutual aid agreements) will be mobilized. Mutual aid agreements have been established for all contiguous counties as well as the existence of the Statewide Mutual Aid Agreement. During a significant event these agreements may be activated. The decision to activate these agreements will be made by the Emergency Management Director, or his designee. All personnel and resources mobilized by ESF#9 will remain under the direction and control of the ESF, unless otherwise notified.
