Department of Emergency Services/ Emergency Management Division SUPPORT AGENCIES: Florida National Guard Indian River County Health Department Indian River County Sheriff's Office North Treasure Coast Chapter of the American Red Cross School District of Indian River County I. INTRODUCTION A. Purpose The purpose of this ESF is to identify food, water, and ice needs in the aftermath of a disaster or emergency, obtain these needs and transport such needs to the disaster area. B. Scope The scope of this ESF is to obtain needed food, water& ice for distribution to disaster victims. To accomplish this function, activities will be undertaken to: 1. Ascertain through ESF#6 the number of people without food and safe drinking water. 2. Identify sources for obtaining additional supplies. 3. Ensure sufficient warehouse space to store food supplies. 4. Coordinate the transportation of food shipments to warehouses, feeding sites, and pantry locations. 5. Purchase or solicit food supplies to sustain the disaster victims. Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF#11-1 6. Coordinate with State EOC/ESF #11, authorized through the Emergency Management Director, issuance of U.S. Department of Agriculture (U.S.D.A.) food stamps, when appropriate. 11. POLICIES A. This ESF will be implemented upon notification of a potential/actual major disaster or emergency. B. Actions undertaken by this ESF will be guided by and coordinated with the EOC. C. This ESF will provide provisions for securing and delivering food and water supplies suitable for household distribution or congregate meal service, as appropriate. D. ESF#11 will arrange for the transportation and distribution of food and water supplies to service providers within the affected area. E. This ESF will coordinate with, and support as appropriate, ESF #6 (Mass Care) in mass feeding. F This ESF will encourage the use of congregate feeding arrangements as the primary outlet for disaster food, water and ice supplies. G. Priority will be given to move critical supplies of food into areas of acute need and then to areas of moderate need. 111. SITUATION A. Disaster Condition A catastrophic hurricane or other major disaster or emergency will deprive substantial numbers of people of water and access to and/or the means to prepare food. In addition to substantial disruption to the commercial food supply and distribution network, a catastrophic hurricane or other natural/manmade disaster may partially or totally destroy food products stored in the affected area. Following a major or catastrophic disaster, there may be widespread damage and destruction to the infrastructure and homes/buildings resulting in: transportation routes being impassable; widespread and prolonged power outages; and contaminated drinking water. 2. Thousands of evacuees may be lodged in shelters both within the disaster area and other shelters around the state. 3. Normal food processing and distribution capabilities will be disrupted. 4. As a result of power outages, many commercial cold storage and freezer facilities within the impacted area will be inoperable. 5. Shelters should have food and water supplies to manage for 72- hours after the disaster. 6. An immediate human needs assessment(food,water, health/medical, housing) and the condition of the infrastructure (transportation, communications and utility systems) will be reported to the EOC. 7. Requested large bulk shipments of food supplies purchased, solicited or donated will be coordinated with this ESF. ESF #15 may be requested to assist with sorting and palletizing donated non- perishable food items received by ESF #11. 8. Assistance from ESF#13 (Military Support)will be requested, through the EOC, after all other resources have been used to assist with the distribution of food supplies and/or warehouse operation. IV. CONCEPT OF OPERATIONS A. General This ESF will provide disaster food supplies to designated disaster staging areas and mass feeding sites. If possible, this ESF will calculate the number of people that may be impacted to assess the amount of food and water needed to meet the anticipated demand. The School District of Indian River County will maintain an inventory of all available food stuffs (an amount sufficient for 3-days is normally stocked). The Treasure Coast Food Bank may also be contacted Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF#11-3 as a source of additional supplies. Warehouse inventories will be tabulated and if additional food supplies are needed, this ESF will obtain and transport such supplies to the disaster or staging areas. Staff from this ESF will be sent into the disaster area to assess the effectiveness of the food distribution network and to address problems. Staff will coordinate to ensure ample and timely deliveries of food and water supplies. Disaster Recovery Centers (DRC) will be established in the affected areas and the location for the distribution of emergency food stamps will be announced to the public, if instituted. This ESF will coordinate with ESF#1 (Transportation), for the transportation of potable water and food shipments to warehouses,feeding sites and pantry locations. ESF#1 has access to a variety of vehicles (i.e., flatbeds, 4-wheel drive vehicles, etc.) to ensure that food and water can be transported in to the affected areas and established feeding and distribution sites (to be determined dependent upon the extent of the emergency). B. Organization Upon activation of this ESF, the lead agency will be responsible for ensuring all food and water concerns are addressed. Support agencies may be utilized and will be tasked to provide a representative to the EOC. C. Notification The IRCDEM will provide notification for each ESF's primary agency. A representative from the primary agency will in turn notify each support agency and/or volunteer agency, as required. D. Response Actions 1. Initial Actions ESF #11 will: a. Inventory current available food and water supplies. b. Identify the number of people in shelters and others in need of food and water. C. Monitor power outages for estimated ice needs and quantities. d. Monitor water contamination in the disaster area and estimate water needs and quantities. Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF#11-4 e. Identify the locations of all mass feeding and food distribution sites. f. Assess warehouse space and needs for staging areas. 9- Monitor and coordinate the flow of food supplies into the disaster area. h. Assess the need and feasibility of issuing emergency food stamps. 2. Continuing Actions ESF #11 will: a. Continue to monitor food and water needs. b. Assess special food concerns of the impacted residents. C. Establish logistical links with local organizations involved in long-term congregate meal services. V. RESPONSIBILITIES A. Primary Agency The primary co-agencies for this ESF are the Salvation Army and the Indian River Co. Department of Emergency Services/Emergency Management Division. Their responsibilities are to: 1. Determine the availability of USDA foods. 2. Coordinate with the EOC and ESF#6 (Mass Care)to determine food, water, and ice needs for the population in the affected areas. 3. Coordinate requests for the approval of emergency food stamps for qualifying households within the affected area. 4. Provide appropriate information to ESF#5(Information and Planning) on a regular basis. 5. Develop a plan of operation that will ensure timely distribution of food Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF#11-5 supplies to mass care locations. 6. Coordinate deployment of"water buffaloes" to locations identified by ESF #6 (Mass Care) and the EOC. 7. Provide daily information to ESF #5 (Information and Planning). 8. Maintain records of the cost of supplies, resources, and man-hours needed to respond to the disaster. 9. Monitor the number of mass feeding sites, soup kitchens, and pantries providing food to disaster victims. B. Support Agencies 1. Florida National Guard - Will provide personnel and manpower in support of ESF #11 operations. 2. Indian River County Health Department - Will provide personnel to monitor public health concerns relating to food and water distribution. 3. Indian River County Sheriffs Office-Will coordinate law enforcement issues, including law and order at shelters and feeding sites. 4. North Treasure Coast Chapter of the American Red Cross - Will provide personnel and manpower in support of ESF #11 operations. 5. School District of Indian River County - Will provide personnel and manpower in support of ESF #11 operations. VI. ADDITIONAL RESOURCES ESF#11 will utilize personnel and resources from its primary and support agencies to respond to mission assignments related to emergencies. Additional resources available at other ESFs may be coordinated and mobilized to support ESF #11 missions. When requests begin to exceed the County's ESF's capability to respond, additional resources (i.e., state teams, federal agencies, contractual agreements, and mutual aid agreements) will be mobilized. Mutual aid agreements have been established for all contiguous counties as well as the existence of the Statewide Mutual Aid Agreement. During a significant event these agreements may be activated. The decision to activate these agreements will be made by the Emergency Management Director, or his designee. All personnel and resources mobilized by ESF#11 will remain under the direction and control of the ESF, unless otherwise notified.
