I. INTRODUCTION
A. Purpose
The purpose of this ESF is to coordinate and direct the restoration of water,
sewer, electrical power, phone service and solid waste management
operations. ESF #12 will prioritize all energy and utility repairs and provide
updates about areas of restoration through ESF #5 (Information and
Planning). ESF #12 will allocate local energy and utility resources and
process all requests for needs and donations of energy and utility equipment
and supplies.

B. Scope
ESF#12 involves coordinating the provision of emergency power to support
immediate response operations as well as restoring the normal supply of
power to normalize community functioning. Also is responsible for all water,
sewer, and solid waste services. The scope of this ESF includes:
1. Assessing energy system damage, energy supply, demand, and
requirements to restore such systems;
2. Coordinating with ESF#12 support agencies for assistance in helping
energy suppliers obtain information, equipment, specialized labor,
fuel, and transportation to repair or restore energy systems;
3. Making recommendations to conserve fuel;
4. Providing energy emergency information, education, and conservation
guidance to the public;
5. Coordinating available energy supply recovery assistance;
6. Providing technical assistance involving energy systems;
7. Recommending priorities to aid restoration of damaged energy
systems;
8. Processing all water and power assistance requests; and,
9. Emergency restoration and operation of potable water, temporary
restoration of water, provision for water for firefighting, wastewater,
and solid waste operations.
II. POLICIES
A. In the wake of a disaster, many local resources will be unavailable due to
damage, inaccessibility or insufficient supply. The assets available to ESF
#12 will be used to assist the EOC and other ESF's with their emergency
efforts to provide fuel and power and other resources as necessary. The
priorities for allocation of these assets will be to:
1. Coordinate the provision of materials, supplies, and personnel for the
support of emergency activities conducted by the EOC.

2. Maintain communication with utility representatives to determine
emergency response and recovery needs.
3. Coordinate with the EOC to identify emergency shelter power
generation status/needs; and coordinate with ESF #12 support
agencies and other ESFs with assistance in providing resources for
emergency power generation.
4. When major electrical power outages occur as a result of a major or
catastrophic disaster, priorities will be established for the restoration
of electrical services. The Executive Group of the EOC will establish
priorities for the restoration of electrical service. Services to be
considered may include the following:
• Hospitals
• Utilities (water/sewer treatment plants)
Communications(police,fire, EMS, radio and television,
telephone and telegraph
• Public Service (local government, Red Cross, long term
shelters
• Transportation (airports, bus service shops)
The distribution of petroleum and natural gas products will also be
made on a priority basis by the Executive Group in a manner that
supports the recovery process.
5. The Emergency Management Director serves as a representative of
the Local Energy Management Board and the Regional Energy
Management Board. This appointment authorizes the coordination of
energy allocation and prioritization.
III. SITUATION
A. Disaster Condition
Energy shortage conditions are those in which the supply of electric powerto
customers could be in jeopardy due to either generation capacity shortages
and/or transmission limitations. It is expected that generation capacity
shortfalls would be due to extreme weather conditions. However, they could
also be the result of a higher than projected demand for energy during
periods when generating units are normally unavailable due to scheduled
maintenance or unplanned generating unit outages.

B. Planning Assumptions
1. The Indian River County Utility Department will be the primary lead
agency in responding to energy emergencies.
2. During periods of abnormal weather or in the event of multiple
unanticipated generating unit outages, there may be occasional times
when generating capacity if limited or falls below customer demand.
3. There may be widespread and prolonged electrical power failure.
With no electric power, communications will be affected;traffic signals
will not operate, causing surface movement gridlock. Such outages
will impact on other public health and safety services, including the
movement of petroleum products for transportation and emergency
power generation.
4. The Indian River County Utility Department, as lead agency for this
ESF, upon notification of a potential or actual electrical generating
capacity shortage shall communicate and coordinate with the EOC
when prioritizing emergency support and energy restoration.
5. Water pressure systems may be low or zero, affecting facilities
essential to the health and safety of the public; hampering fire fighting
capabilities and sewer systems may not function.
6. Coordination and direction of local efforts, including volunteers,will be
required.
7. Damaged areas will have restricted access and not readily accessible,
except, in some cases by air.
IV. CONCEPT OF OPERATIONS
A. General
When electric utility operating reserves are nearly exhausted and there is an
imminent possibility of curtailment or loss of firm load, or when other energy
supplies are disrupted, an appraisal of the situation is made by designated
authorities and personnel, and action is taken in accordance with this ESF.
Emergency organization personnel are notified and mobilized to direct and
coordinate relief efforts, to communicate with the public and appropriate
governmental agencies, and to restore normal service when the emergency
is over. These response actions are carried out to maintain energy system
integrities and to minimize the impact on Florida citizens and visitors to the
degree possible.

B. Organization
The Indian River County Utility Department, as lead agency for ESF#12,will
assume primary responsibility for ESF#12 activity and will be responsible for
ensuring that energy concerns are addressed. They will maintain
communications with the EOC and all support agencies in responding to and
recovering from emergencies regarding electrical service outages, electric
generating capacity shortages, and any other emergency energy concern.
With the EOC approval, will coordinate with the state ESF #12 regarding
energy supply recovery assistance.
C. Notification
The IRCDEM will provide notification for each ESF's primary agency. A
representative from the primary agency will in turn notify each support
agency and/or volunteer agency, as required.
D. Response Actions
1. Initial Actions
This ESF will:
a. Contact electric, telephone, and water utilities serving the
emergency area to assess energy system damage, energy
supply demands and the requirements to restore such
systems.
b. Coordinate with the IRCDEM Director to establish priorities and
develop strategies for the initial response.
C. Monitor the procedures followed by individual utilities during
energy generating capacity shortages to ensure statewide
action and communication.
d. Assign emergency response/damage assessment teams to the
disaster areas to determine possible affected areas, industries,
and resources needed for energy restoration.
e. Determine generating capacity, expected peak loads, expected
duration of the emergency event, explanation of utilities
actions, and recommendations in support of the utilities.
f. Inform ESF#14 (Public Information)about generating capacity
shortfalls.

2. Continuing Actions
ESF #12 will:
a. Communicate with and monitor all utility response actions.
b. Receive and assess requests for aid.
C. Claim, when appropriate, needed resources to repair damaged
energy systems. Such resources could include transportation
to speed system repair.
d. Coordinate priorities for repair with the IRCDEM Director.
e. Update ESF #14 (Public Information) with accurate
assessments of energy supply, demand, and requirements to
repair or restore energy systems. This ESF will also make
recommendations to ESF #14 on advising residents
(particularly the electricity dependent) on the necessity to
conserve energy, energy outages and other related energy
issues.
f. Keep accurate logs and other records of emergency
responses.
9. Draft recommendations for after-action reports and other
reports as appropriate.
E. Recovery Actions
1. Initial Actions
ESF #12 will:
a. Review recovery actions and develop strategies for meeting local and
state energy needs.
2. Continue to monitor utility actions.
2. Continuing Actions
ESF #12 will provide information and support regarding energy concerns.

V. RESPONSIBILITIES
A. Primary Agency - Indian River County Utility Department
1. As the primary agency, the Indian River County Utility Department will
coordinate with the support agencies and ESFs in directing resources
and prioritizing the needs for energy restoration.
2. Contact will be made to electric, telephone, water, utilities and
industry coordinating groups serving the emergency area to obtain
information about damage and/or assistance needed in their areas of
operation.
3. Monitor the procedures followed by the individual utilities during a
generating capacity shortage on their systems and the procedures
followed by all utilities to ensure coordinated statewide action and
communication.
4. The lead agency for ESF#12 will claim supporting resources needed
to repair damage to energy systems.
B. Support Agencies
1. BellSouth Telephone - Will provide manpower and equipment to
assess damage and coordinate restoration of telephone service.
2. City of Fellsmere Public Works Department-Will provide manpower
and equipment as necessary.
3. City of Sebastian Public Works Department-Will provide manpower
and equipment as necessary.
4. City of Vero Beach Electric Power Resource Department - Will
provide manpower and equipment as necessary.
5. City of Vero Beach Solid Waste & General Maintenance Services -
Will provide manpower and equipment as necessary.
6. City of Vero Beach Transmission & Distribution Department - Will
provide manpower and equipment as necessary.
7. City of Vero Beach Water & Sewer Department - Will provide
manpower and equipment as necessary.
8. Fellsmere Farms Water Control - Will provide manpower and
equipment as necessary.

9. Florida National Guard - Will provide manpower and equipment as
necessary.
10. Florida Power & Light - Will provide manpower and equipment to
assess damage and coordinate restoration of utility services.
11. Indian River County Department of Emergency Services (Emergency
Management Division) - Will coordinate energy allocation and
prioritization.
12. Indian River County Health Department-Will provide manpower and
equipment as necessary.
13. Indian River County Public Works Department Will provide
manpower and equipment as necessary.
14. Indian River County Telecommunications Division Will provide
manpower and equipment as necessary.
15. Indian River Farms Water Control District - Will provide manpower
and equipment as necessary.
16. St. Johns Water Management District - Will provide manpower and
equipment as necessary.
17. Town of Indian River Shores Public Works Department-Will provide
manpower and equipment as necessary.
18. United States Army - Will provide manpower and equipment as
necessary.
VI. ADDITIONAL RESOURCES
ESF#12 will utilize personnel and resources from its primary and support agencies
to respond to mission assignments related to emergencies. Additional resources
available at other ESFs may be coordinated and mobilized to support ESF #12
missions. When requests begin to exceed the County's ESF's capability to respond,
additional resources (i.e., state teams, federal agencies, contractual agreements,
and mutual aid agreements) will be mobilized. Mutual aid agreements have been
established for all contiguous counties as well as the existence of the Statewide
Mutual Aid Agreement. During a significant event these agreements may be
activated. The decision to activate these agreements will be made by the
Emergency Management Director, or his designee. All personnel and resources
mobilized by ESF#12 will remain under the direction and control of the ESF, unless
otherwise notified.
