INTRODUCTION A. Purpose The purpose of this ESF is to coordinate the use of military resources to support the needs of local governments, voluntary organizations and other emergency support functions in performance of their emergency support roles during emergency response, recovery and assistance missions in a major or catastrophic emergency. B. Scope 1. The scope of Military Support operations is extremely diverse. The primary goal of the Military Support ESF is to prioritize all requests for assistance and allocate available resources based upon mission priorities as established by the EOC. Military Support operations include, but are not limited to, supporting the following ESFs: a. (ESF #1) Transportation. Support with surface and air movement of personnel and equipment. b. (ESF #2) Communications. Support with temporary telecommunications equipment and personnel. Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF#13-1 C. (ESF #3) Public Works and Engineering. Support with debris clearing and removal operations; emergency restoration of public services; technical assistance; specialized vehicles and equipment; and damage assessment. d. (ESF #4) Firefighting. Support primarily in the non-urban environment with personnel and aviation support operations. e. (ESF #5) Information and Planning. Support with assessments. f. (ESF #6) Mass Care. Support with personnel and equipment for food preparation. 9- (ESF #7) Resource Support. Support with limited equipment loans and supplies. Provide operation and logistical support to all major recovery sites within the county. h. (ESF #8) Health and Medical Services. Support with medical personnel and equipment. i. (ESF#9) Urban Search and Rescue. Support with personnel, engineering, aviation and medical equipment. j. (ESF #11) Food and Water. Support with personnel and equipment for food distribution and water purification and distribution. k. (ESF #12) Energy. Support with emergency power, fuel, and operator support. I. (ESF #16) Law Enforcement and Security. Support with personnel and equipment to assist in curfew enforcement, site security, and crowd control operations. C. Authorities 1. Governor's Executive Order 2. Florida Statutes, Chapter 250, Military Code 3. Florida Statutes, Chapter 252, Emergency Management Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF#13-2 II. POLICIES A. The assets available to ESF #13 will be used to assist county emergency operations agencies and other ESFs with their emergency efforts. Priorities for implementation of this ESF will be consistent with those incorporated into the County EOC Incident Action Plan (IAP). Generally, the priorities for allocation of these assets will be: 1. Evacuating persons from immediate peril. 2. Providing emergency response to public health and safety. 3. Performing air support missions. 4. Conducting recon or impact assessments of affected areas. 5. Assisting ESF #16 with protection of key assets for public service 6. Assisting ESF #16 with Traffic Control Points. B. Military support will be rendered with the following stipulations: 1. Military assistance will be provided when the situation is so severe and widespread that effective response and support are beyond the capacity of local government, and all civil resources have been exhausted or are threatened with being exhausted. 2. When required resources are not available from commercial sources, military support will be furnished if it is not in competition with private enterprise or civilian labor force. 3. Assistance will be limited to identified tasks based on experiences with previous incidents and factoring the availability of resources. 4. When an emergency or disaster occurs and waiting for instructions from higher authority would preclude an effective response, a local military commander may do what is required and justified to save human life, prevent immediate human suffering, lessen major property damage or destruction. Within Brevard County this relates to the commander of Patrick Air Force Base/Canaveral Air Force Station and other military tenant commanders. The commander will report the action taken to higher military authority and to civil authority as soon as possible. Support will not be denied or delayed solely for the lack of a commitment for reimbursement or certification of liability from the requester. 5. Military resources will be employed with adequate resources to accomplish the mission when conducting civil disaster/emergency relief operations. That determination will be made by the on-scene Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF#13-3 commander or the senior officer present. Military support to civil authorities will terminate as soon as possible after civil authorities are capable of handling the emergency. 6. When any public service is lost or withdrawn, and an immediate substantial threat to public health, safety, or welfare is evident, military support may be called to restore and/or continue that public service. It is desirable that supervisors, managers and key personnel of the public service be available to provide technical assistance and coordination. 7. The capability of the military to assist in the restoration/continuation of public services depends primarily on the degree of military or civilian skills possessed by their personnel units. 8. Chapter 250 (Military Code) of the Florida Statues designates the Governor, as the Commander in Chief of all Militia (FANG) of the State, to preserve the public peace, execute the laws of the state, respond to an emergency, and order all or part of the militia into active service of the State. This is done through the issuance of a Governor's Executive Order. FANG Defense Support of Civil Authorities (DSCA), March 1996, is the operations plan that defines its military support. III. SITUATION A. Disaster Condition Major and catastrophic disasters will result in widespread damage to or total loss of existing civil infrastructure capabilities. Combined with a significant loss of dwellings, structures and widespread displacement of people, local and state authorities will require additional assistance to include a federal response of significant magnitude. In order to fully determine the magnitude of the disaster on the population and provide an immediate and effective response, an impact/needs assessment will be conducted at the earliest possible time following a major or catastrophic disaster. B. Planning Assumptions 1. All FNG assets are available. It is understood that the Federal Wartime Mission of all Department of Defense (DOD) assets takes priority. 2. Post-disaster impact/needs assessments are an ongoing process as needs cannot be fully determined in the initial response phase of a Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF#13-4 major or catastrophic disaster. 3. The Governor issues an Executive Order prior to the occurrence of a major or catastrophic disaster,when possible, authorizing the Adjutant General to call to State Active Duty those personnel and equipment as necessary to support the State of Florida's response and recovery effort. A number of these forces will be staged in and around the anticipated disaster area prior to occurrence when possible. 4. RIATs will be deployed to the disaster area by land or air, as appropriate, and will deploy fully self contained units. 5. Restoration and/or preservation of law and order(ESF 16), will be the priority mission of the FNG immediately following a major or catastrophic disaster. IV. CONCEPT OF OPERATIONS A. General 1. During declared Local Emergencies and activation of this ESF, Indian River County Emergency Management, as the designated primary agency, is responsible for the initial operations and coordination of this ESF. Until such time when a supporting agency is designated as the lead for this ESF, a representative from Emergency Management will be available in the EOC during activations to respond to requests for support submitted to this ESF. The representative will staff the work station assigned to the ESF in the EOC. In most instances this ESF will operate from the EOC Operations desk and will respond to requests for local military support assistance. Additionally, the representative will identify which support agencies are activated or on alert and coordinate as appropriate. 2. Execution B. Concept of Operation 1. Upon the issuance of the Governor's Executive Order and prior to an imminent disaster, when possible, the Adjutant General, through appropriate commanders, will mobilize and stage in and around the projected disaster area personnel and equipment, as necessary, to Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF#13-5 restore/preserve law and order, support the committed elements, and provide support to other ESFs respectively as directed by the Emergency Management Director, or his designee. C. Notification Notification of the need to activate this ESF will be made when the Emergency Management Director is informed that FLNG and/or DOD personnel will be deployed to Indian River County. The State EOC will notify the County EOC of the intent to deploy a FLNG Task Organized Team to the County, and this will initiate the ESF activation and notification process. The Emergency Management Director or designee will notify assigned staff to activate the ESF #13 workstation in the EOC and/or to have the EOC Operations Desk assume the responsibilities of the ESF workstation. Following staffing of the ESF function by the primary agency, the support agencies will be notified of the deployment of FLNG and/or DOD resources to the County and, as appropriate, asked to mobilize support personnel or to standby for further instructions. V. RESPONSIBILITIES A. Primary Agency — Indian River County Emergency Management, as the primary agency, will coordinate all activities of ESF#13 and is responsible for the following: ESF #13 will: 1. Maintain the preparedness of primary agency personnel and resources to implement this ESF. Provide guidance to support agencies on maintaining preparedness for their roles in implementation of this ESF. 2. Maintain any associated implementing procedures necessary to implement this ESF. Maintain familiarity with the policies and procedures utilized by the FLNG Task Organized Teams for deployment to and operations within local jurisdictions. 3. Provide training and exercise opportunities for primary and support agency staff in the implementation of this ESF. Ensure that primary and support agency personnel have received the proper level of training required by NIMS for the positions within the emergency organization that they fill Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF#13-6 4. Maintain all inventories, descriptions, rosters, etc. for the personnel, facilities and resources likely to be needed to support military personnel deployed to the county and for coordination with those assets 5. Ensure that support agencies maintain all inventories, descriptions, rosters, etc., related to the personnel, facilities and resources to be provided to implement this ESF 6. Perform overall planning, administration and operational control of all emergency communications facilities and personnel owned or operated by the County 7. Activate and implement this ESF, in accord with its provisions and as directed by the EOC Policy Group. Implement ESF operations in accordance with the EOC Incident Action Plan (IAP) applicable to the response or recovery operational period. B. Support Agencies — General Responsibilities 1. Each of the designated support agencies is responsible for the following: 1. Maintain all inventories, procedures, checklists, etc. necessary to fulfill their responsibilities pursuant to this ESF 2. Maintain the preparedness of personnel and equipment needed to implement their responsibilities under this ESF 3. Participate with the primary agency in planning, training and exercise sessions needed to maintain preparedness for implementation of ESF #13. Ensure that support agency personnel have the proper level of training, as required by NIMS, for the ESF positions they are to fill 4. Mobilize personnel and equipment for emergency response and disaster recovery operations upon notification of the primary agency to do so 5. Prepare such documentation of operations and expenditures required by implementation of this ESF as requested by the primary agency. Ensure such documentation is provided to the primary agency at the conclusion of operations or on the schedule requested 6. Continue to coordinate and exchange information with the primary agency throughout periods of operation 7. Advise the primary agency as soon as possible regarding any difficulties in fulfilling mission assignments, shortfalls in resources and personnel or any other circumstance potentially interfering with mission completion Indian River County Comprehensive Emergency Management Plan Annex I - Page ESF#13-7 V1. ADDITIONAL RESOURCES ESF#13 will utilize personnel and resources from its primary and support agencies to respond to mission assignments related to emergencies. Additional resources available at other ESFs may be coordinated and mobilized to support ESF #13 missions. When requests begin to exceed the County's ESF's capability to respond, additional resources (i.e., state teams, federal agencies, contractual agreements, and mutual aid agreements) will be mobilized. Mutual aid agreements have been established for all contiguous counties as well as the existence of the Statewide Mutual Aid Agreement. During a significant event these agreements may be activated. The decision to activate these agreements will be made by the Emergency Management Director, or his designee. All personnel and resources mobilized by ESF#13 will remain under the direction and control of the ESF, unless otherwise notified.
