VOLUNTEERS AND DONATIONS
PRIMARY AGENCY: United Way of Indian River County
SUPPORT AGENCY: SAFER Indian River and their Member Organizations
I. INTRODUCTION
A. Purpose
The purpose of this ESF is to provide for the coordinated use of volunteer
(organizations and individuals)support and distribution of donated goods and
services to meet the needs of the area impacted by a disaster.
B. Scope
The scope is two-fold: to coordinate response/recovery efforts as related to
volunteers (pre-assigned and convergent) and to assure the expeditious
response/recovery delivery of donated goods to the affected area.
1. Establishing a Volunteer Reception Center (VRC) where large
numbers of volunteers can be efficiently processed and referred to
areas in need of services.
2. Develop an efficient way to register, screen, and interview unaffiliated
volunteers.
3. Develop procedures for documenting activities, training, expenses,
volunteer hours, dollar value of donated time, skills, and success
stories.
4. Conduct just-in-time training for volunteers.
5. Develop a demobilization plan for how the VRC will be phased out
when it is no longer needed.
6. Coordinating with their support agency to provide volunteers to serve
as operators for the ESF #15 phone bank located in the EOC.
Operators will field calls concerning volunteers and donation of goods.

7. Referring all volunteers to the Volunteer Reception Center located at
the United Way of Indian River County.
8. Maintaining contact with the ESF #15 desk at the EOC.
9. Tracking resource requests and matching with client need.
10. Maintaining a current roster of support agencies/personnel.
11. Maintaining a list of support organizations' capabilities and resources
for use in response and recovery actions.
12. Coordinating a need for volunteers with the Volunteer Reception
Center.
11. POLICIES
A. The resources available to ESF#15 will be utilized to assist individuals with
unmet needs. Basic policies which will determine operational procedures
are:
1. Determining the areas with the greatest need will be based upon the
needs assessment provided by the initial and subsequent damage
assessments provided by the Indian River County Emergency
Management Division, and input from the American Red Cross.
2. Public information materials regarding resources needed/not needed
will be distributed.
3. A complete database will be maintained to assure prompt allocation of
available resources.
4. Once local resources have been exhausted, State assistance will be
requested through the Emergency Operations Center.
111. SITUATION
A. Disaster Condition
A significant natural or man made event which is beyond the capability of
local jurisdictions to respond. Impact on local manpower and resources, as
well as an overwhelming public response would necessitate an organized
utilization of volunteers and donations.

B. Planning Assumptions
1. Once emergency conditions subside, individuals and relief
organizations from outside the disaster area will begin to collect
materials and supplies to assist the devastated region.
2. Individuals and organizations will feel compelled to go to the area to
offer assistance.
3. When these situations occur, a need for an organized response is
imperative.
4. Local volunteer groups will experience a deficit in some, if not all,
areas. This will necessitate state and possible federal assistance.
IV. CONCEPT OF OPERATIONS
A. General
The primary function of ESF#15 is to coordinate volunteers and donations to
meet the needs of the affected area. Volunteer coordinators at the United
Way of Indian River will set up a staging area to receive all volunteers.
ESF #15 will assign their support agency to allocate volunteers to staff the
phone bank located at the EOC. The goal is to meet the unmet needs of the
community.
B. Organization
This ESF will be tasked with coordinating staffing at both the EOC and the
volunteer reception center. The United Way of Indian River will assign a
liaison from their support agency to staff the ESF#15 desk in the EOC. This
liaison will coordinate all ESF #15 activities with ESF #5 (Information and
Planning) to advise the status and response capabilities. This ESF may be
operational beyond the time of EOC operations.
C. Notification
The IRCDEM will provide notification for each ESF's primary agency. A
representative from the primary agency will in turn notify each support
agency and/or volunteer agency, as required.

D. Post-Monetary Donations
If requested, the United Way of Indian River County will serve as the fiscal
agent for a local disaster fund.
This fund will enable the community and others to direct monetary disaster
relief donations to support recovery efforts in Indian River County.
Additionally, if requested, the United Way will serve as the fiscal agent for
any disaster relief funds made available to Indian River County from outside
the community.
D. Response Actions
1. Initial Actions
a. Upon notification of an EOC activation, the lead agency for
ESF #15 (United Way of Indian River County) will notify their
support agency (SAFER Indian River) to recruit staff for the
ESF #15 desk at the EOC.
b. ESF #15 will coordinate the availability of personnel and
resources for staffing the Volunteer Reception Center.
C. A representative from the Volunteer Reception Center will
report to the EOC to check out the VRC go-kit and prepare for
staging immediately following impact.
2. Response Actions
An organized response effort is vital to the successful delivery of
goods and services.
a. A phone bank has been established in the ESF #15 ancillary
office at the EOC to accept incoming calls for donations and
volunteers. The phone numbers will be relayed to ESF #14
(Public Information)for immediate dissemination to the public.
b. ESF #15 will assign a volunteer from their support agency to
inventory, update and maintain a database of offers for/needs
for goods and services.
d. ESF #15 will assign a volunteer from their support agency to
match donated goods and services with the unmet needs
requests received.

e. ESF #15 will coordinate press releases for donations of
volunteer resources with ESF #14.
E. Recovery Actions
1. Initial Actions
a. Using the materials included in the VRC go-kit, the Volunteer
Reception Center may be activated by ESF#15 depending on
the location, scope and magnitude of the event. All staging
areas will be staffed by assigned individuals and assisted by
volunteers.
b. Coordinating with ESF #5 (Information and Planning) to
determine the areas with greatest need. Based on this
information, a priority for delivery of goods will be established.
C. Volunteers will be screened and provided with information on
the requirements necessary to participate in the volunteer
effort. Once meeting the necessary credentialing
requirements, volunteers will be issued an identification badge
with lanyard or other form of identification (issued by the
United Way) that will enable them to enter the affected areas
as required. Security in the area will be advised on what forms
of identification will be accepted.
d. Volunteer coordinators at the VRC will receive volunteers and
will instruct them as to what steps need to be followed for the
event.
f. The ESF #15 support agency will refer donated goods to the
appropriate charitable organization for distribution.
g. ESF#16 (Law Enforcement)will provide security for volunteer
and donation efforts as requested through the EOC.
h. All press releases will be coordinated through ESF#14 (Public
Information).
2. Continuing Actions
1. Will coordinate with ESF#14 (Public Information) all efforts to
publicize the need for obtaining assistance from the private
sector and/or volunteers.

2. Volunteer operations will provide on-going recovery related
support for as long as necessary.
F. Florida Donations Portal
The Florida Donations Portal is a cooperative project of the Federal
Emergency Management Agency, the AidMatrix Foundation and the state.
The portal is made available as a resource at no cost to state and local
non-profit organizations, including ESF #15 support agencies that are
members of national, State, or local Voluntary/County Organizations
Active in Disaster and long-term recovery organizations. In Indian River
County, the ESF #15 support agency, SAFER Indian River (Support
Alliance for Emergency Resiliency), has been tasked with overseeing the
donation effort. The Florida Donation Portal serves as Florida's link to the
National Donation Management Network (NDMN) and is designed
primarily for bulk or large quantities of donations. The portal is managed
by the Volunteer Florida and supported by AidMatrix and can be accessed
by going to:

The Florida Donations Portal is publicized by the AirMatrix Network and
FEMA and is accessible nationally and internationally by corporations and
individuals who want to donate goods, cash or services to relief
organizations. A registration and vetting process for non-profit recipient
agencies assures donors that their goods will be used by legitimate relief
organizations. Indian River County Emergency Management as registered
SAFER Indian River for this purpose. Through the Web-based system,
donors make offers to the State; ESF #15 SAFER administrators at the
EOC will allocate the offers to appropriate organizations; organizations
then review and accept or decline the offers. In a major or catastrophic
event local authorities and relief organizations in host communities serving
Florida disaster survivors, within or outside of Florida, would become
eligible to request/receive goods offered to the State of Florida. The
"volunteer" component of the Florida Donations Portal provides links to
local volunteer organizers and Disaster Volunteer Reception Centers in
both impact and host communities.
V. RESPONSIBILITIES
A. Primary Agency
The United Way of Indian River County has the overall responsibility for the
coordination of the voluntary response/recovery effort, relating to volunteers.

They will:
1 Notify their support agency and recruit a volunteer liaison to staff the
ESF #15 desk at the EOC.
2. Coordinate the organization, assignment, and staffing of the Volunteer
Reception Center (United Way of Indian River).
3. Assign their support agency (SAFER Indian River) to staff and
operate the donation phone bank located at the Indian River County
Emergency Operations Center.
4. Coordinate with other ESFs to determine available resources and
needs.
5. Assign their support agency (SAFER Indian River) to provide
oversight for donations and resources by managing the flow of
donated goods by identifying and informing the public of necessary
needs via the Florida Volunteer and Donations Hotline, the Florida
Donations Portal, and the Volunteer Florida Website.
B. Support Agency (SAFER Indian River) will:
1. Provide volunteers for various missions as requested by the ESF#15
primary agency, the United Way of Indian River. (See SAFER Indian
River current member organization list attached).
2. Assign a volunteer liaison to staff the ESF #15 desk at the EOC.
3. Maintain a current roster of support agencies/personnel.
4. Maintain a list of support organizations' capabilities and resources for
use in response and recovery actions.
5. Assign volunteers to staff the phone bank located at the EOC with the
goal of assisting with the unmet needs of the community.
6. Provide volunteers to assist with the operation of the Volunteer
Reception Center.
7. Support and distribute donated goods and services to meet the needs
of the area impacted by a disaster.
8. Assign a volunteer to inventory, update and maintain a database of
offers for/needs for goods and services.

9. Assign volunteers to match donated goods and services with the
unmet needs requests received.
10. Coordinate press releases for donations of volunteer resources with
ESF #14.

VI. ADDITIONAL RESOURCES
ESF #15 will utilize personnel and resources from its primary and support
agencies to respond to mission assignments related to emergencies. Additional
resources available at other ESFs may be coordinated and mobilized to support
ESF #15 missions. When requests begin to exceed the County's ESF's
capability to respond, additional resources (i.e., state teams, federal agencies,
contractual agreements, and mutual aid agreements) will be mobilized. Mutual
aid agreements have been established for all contiguous counties as well as the
existence of the Statewide Mutual Aid Agreement. During a significant event
these agreements may be activated. The decision to activate these agreements
will be made by the Emergency Management Director, or his designee. All
personnel and resources mobilized by ESF #15 will remain under the direction
and control of the ESF, unless otherwise notified.
