HomeMy WebLinkAbout2016-069P EMERGENCY SUPPORT FUNCTION (ESF) #16 LAW ENFORCEMENT/SECURITY PRIMARY AGENCY: Indian River County Sheriff's Office SUPPORT AGENCIES: City of Fellsmere Police Department City of Sebastian Police Department City of Vero Beach Police Department Florida Department of Law Enforcement Florida National Guard Town of Indian River Shores Public Safety I. INTRODUCTION A. Purpose The purpose of this ESF is to coordinate all law enforcement and security activities. All requests will be coordinated through the ESF #16 primary agency. ESF #16 will coordinate all traffic control tasks until traffic signals become operational, control access to damaged areas and confine all people suspected of looting, price gouging and other crimes within the county. ESF #16 will also allocate local law enforcement resources and process all requests for needs and donations of law enforcement supplies. ESF #16 also established procedures for the use of the Florida National Guard in security missions requested by local law enforcement agencies. When state law enforcement and Florida National Guard resource support is required, such support may be requested by the Sheriff (pre-authorized by the Emergency Management Director) through the Florida Department of Law Enforcement in accordance with the provisions of this ESF #16. B. Scope The Sheriff of Indian River County is a Constitutional Officer and during a local declaration of emergency will serve as the Chief Law Enforcement Officer of the county. As such, the Sheriff will act as coordinator of all law enforcement activities (see law enforcement agreements attached to Appendix C of this document). This ESF applies to natural or manmade disasters or emergencies whenever local law enforcement requires assistance from other jurisdictions in either declared or undeclared emergencies. Create a mechanism for the command, control and coordination of law enforcement planning, operations and mutual aid. B. Provide a system for the dissemination of information, data, and directives pertaining to activities among law enforcement agencies. C. Prescribe a procedure for the maintenance of an annual inventory of all law enforcement personnel, facilities, and equipment for each agency. D. Collect and disseminate information and intelligence relating to disasters or emergencies, either existing or pending, to ESF #5 (Information and Planning). E. Pre-plan distribution and allocation of resources in support of the overall law enforcement mission. F. Coordinate the procedures for providing security at all shelters,feeding sites, other mass care facilities and staging or storage areas. III. SITUATION A. Disaster Condition A significant natural disaster, emergency condition or other significant incident will be of such severity and magnitude as to require supplemental law enforcement efforts to save lives and protect property. B. Planning Assumptions 1. Response requirements of the disaster or emergency incident will be an immediate and continuous demand for law enforcement and security. 2. The Sheriff, as lead agency, may request assistance from other Sheriffs and Police agencies with whom they have existing Mutual Aid Agreements. 3. When directed by the Emergency Management Director, the Sheriff may request assistance from other Sheriffs through the pre-existing Florida Sheriff's Statewide Mutual Aid Agreement. When the Governor declares an emergency, assistance may be obtained from any city of county police department throughout the state pursuant to F.S. 23.1225 5(a), Florida Statutes. 5. State law enforcement and Florida National Guard resources also may be sought by this ESF. Florida National Guard resources and state law enforcement may be requested by this ESF through FIDILE on a mission basis. IV. CONCEPT OF OPERATIONS A. General When Indian River County is threatened by a major or catastrophic disaster event, the Emergency Services director, or his designee, will direct the activation of the County's EOC. Upon activation, the Indian River County Sheriff will establish liaison with the EOC. The Sheriff's liaison, working in the activated EOC, will coordinate all requests for law enforcement resources in accordance with policies established by the Sheriff. The Emergency Management director, or his designee, will coordinate the requirement for all law enforcement resources through this ESF. In the preparation of this ESF, no law enforcement and security information considered to be sensitive or restricted is included. Upon activation of the County EOC, ESF #16 will coordinate with ESF #5 (Information and Planning) and remain alert to circumstances in the field which impacts upon law enforcement missions. Upon activation of the EOC, each support agency within ESF#16 will provide the lead agency of ESF #16 with an up-to-date inventory of vehicles and equipment that will be available in support of law enforcement activities. A collective inventory of available law enforcement resources will in turn be provided to ESF #7 (Resource Management). B. Organization The organization of ESF #16 consists of one lead agency, the Indian River County Sheriffs Office, and all other support agencies are aligned along a horizontal plane. Each agency has specific basic responsibilities, which are discussed in Section V, Responsibilities, within this ESF. C. Notification The IRCIDEM will provide notification for each ESF's primary agency. A representative from the primary agency will in turn notify each support agency and/or volunteer agency, as required. The Sheriff's Office, as lead agency, will monitor the situation and coordinate law enforcement resources. 2. Mutual Aid contacts will be placed on alert. 3. Initial Actions a. Local law enforcement resources will be committed. b. Resources from outside the area will be committed as deemed necessary. C. The Sheriff will pre-stage one county jail staff person to provide security at each public shelter. Other law enforcement staff will be assigned to other areas (i.e. feeding sites, other mass care facilities and staging or storage areas) as the need becomes apparent. 4. Continuing Actions a. The affected law enforcement agencies will address enforcement and security requirements within their capabilities. b. Other law enforcement agencies which respond to Mutual Aid requests for assistance by the affected agencies will supplement the resources of those agencies. 5. Recovery Actions a. ESF#1 Us highest priority in the aftermath of a disaster will be to secure the affected area and control reentry. Support will be mobilized for search and rescue teams entering the area to search for survivors and damage assessment teams entering the area to evaluate the extent of damage. Only after these actions have been completed will other government and private sector recovery operations (i.e., debris removal, utilities restoration, etc.) be allowed to begin. b. ESF#16 will, in the aftermath of a disaster, control and restrict access to the impacted area. This will be done at the direction of the Emergency Management Director. In support of security operations being conducted by ESF#16, a curfew may be enacted for the affected areas by Executive Order of the Governor or by local proclamation. The length and duration of such a curfew will depend on the extent of damage and the progress of recovery efforts. V. RESPONSIBILITIES A. Primary Agency The lead agency is responsible for overall command and coordination of ESF #16. B. Support Agencies 1. City of Fellsmere Police Department - Will provide manpower and equipment to support law enforcement activities. 2. City of Sebastian Police Department - Will provide manpower and equipment to support law enforcement activities. 3. City of Vero Beach Police Department - Will provide manpower and equipment to support law enforcement activities. 4. Florida Department of Law Enforcement-Will provide manpower and equipment to support law enforcement activities. 5. Florida National Guard - Will provide manpower and equipment to support law enforcement activities. 6. Town of Indian River Shores Public Safety - Will provide manpower and equipment to support law enforcement activities. VI. ADDITIONAL RESOURCES ESF#16 will utilize personnel and resources from its primary and support agencies to respond to mission assignments related to emergencies. Additional resources available at other ESFs may be coordinated and mobilized to support ESF #16 missions. When requests begin to exceed the County's ESF's capability to respond, additional resources (i.e., state teams, federal agencies, contractual agreements, and mutual aid agreements) will be mobilized. Mutual aid agreements have been established for all contiguous counties as well as the existence of the Statewide Mutual Aid Agreement. During a significant event these agreements may be activated. The decision to activate these agreements will be made by the Emergency Management Director, or his designee. All personnel and resources mobilized by ESF#16 will remain under the direction and control of the ESF, unless otherwise notified.
