BUDGET OVERVIEW BY COUNTY ADMINISTRATOR, JASON BROWN 5:02 p.m. County Administrator Jason Brown gave a PowerPoint Presentation (copy on file), to outline the major highlights of the proposed fiscal year 2016-2017 Budget. He announced that the proposed fiscal year 2016-2017 Budget would be $308,029,307, an increase of $28 million over the beginning budget of this year. 5. AD VALOREM FUNDS A. Ad Valorem Millage and Ad Valorem Budget GENERAL FUND 5:06 p.m. (Pages 13-15) Chairman Solari announced that the proposed millage is 3.3602, 4.6% above the rollback rate of 3.2125. The proposed budget is $81,182,145. 2016-2017 Final Budget Hearing September 21, 2016 Page 1 Chairman Solari opened the floor for public comments; there were no speakers. There were no proposed changes to the budget. ON MOTION by Vice Chairman Flescher, SECONDED by Commissioner O'Bryan, the Board unanimously approved the millage rate of 3.3602, 4.6% above the rollback rate of 3.2125, and approved Resolution 2016-088, establishing the tax millage rate to be levied upon all real and personal taxable property in Indian River County, Florida, for Fiscal Year 2016-2017 for the General Fund. ON MOTION by Commissioner O'Bryan, SECONDED by Vice Chairman Flescher, the Board unanimously approved the budget in the amount of $81,182,145 and approved Resolution 2016-089, amending the County Budget Officer's estimates of receipts other than taxes and of balances to be brought forward for Fiscal Year 2016-2017 and adopting a final budget for the General Fund. MUNICIPAL SERVICE TAXING UNIT (M.S.T.U) (Pages 19-20) 5:07 p.m. Chairman Solari announced that the proposed millage rate is 1.0733, 4.4% above rollback rate of 1.0278. The proposed budget is $30,395,064. Chairman Solari opened the floor for public comments; there were no speakers. There were no proposed changes to the budget. However, Commissioner Davis made a request regarding the grading of the roads in Fellsmere. ON MOTION by Commissioner O'Bryan, SECONDED by Vice Chairman Flescher, the Board unanimously approved the millage rate of 1.0733, 4.4% above the rollback rate of 1.0278, and approved Resolution 2016-090, establishing the tax millage rate to be levied upon all real and personal taxable property in Indian River County, Florida, for Fiscal Year 2016- 2017 for the Indian River County General Purpose Municipal Service Taxing Unit. ON MOTION by Vice Chairman Flescher, SECONDED by Commissioner O'Bryan, the Board unanimously approved the budget in the amount of $30,395,064 and approved Resolution 2016-091, amending the County Budget Officer's estimates of receipts other than taxes and of balances to be brought forward for Fiscal Year 2016-2017 and adopting a final budget for the Indian River County General Purpose Municipal Service Taxing Unit. TRANSPORTATION FUND - (No Millage) (Page 23) 5:09 p.m. Chairman Solari announced that the proposed budget is $14,944,450. ON MOTION by Commissioner O'Bryan, SECONDED by Vice Chairman Flescher, the Board unanimously approved the budget in the amount of $14,944,450 and approved Resolution 2016-092, amending the County Budget Officer's estimates of receipts other than taxes and of balances to be brought forward for Fiscal Year 2016-2017 and adopting a final budget for the Transportation Fund. EMERGENCY SERVICES DISTRICT 5:09 p.m. (Page 27) Chairman Solari conveyed that the proposed millage rate is 2.3010, 6.50% above the rollback rate of 2.1605, and the proposed budget is $34,331,941. The Chairman opened the floor to public comments, there were no speakers. There were no proposed changes to the budget. ON MOTION by Vice Chairman Flescher, SECONDED by Commissioner O'Bryan, the Board unanimously approved the millage rate of 2.3010, which is 6.50% above the rollback rate of 2.1605; and approved Resolution 2016-093, establishing the tax millage rate to be levied upon all real and personal taxable property in Indian River County, Florida, for Fiscal Year 2016-2017 for the Indian River County Emergency Services District. ON MOTION by Commissioner O'Bryan, SECONDED by Vice Chairman Flescher, the Board unanimously approved the dollar amount of $34,331,941 and approved Resolution 2016-094, amending the County Budget Officer's estimates of receipts other than taxes and of balances to be brought forward for Fiscal Year 2016-2017 and adopting a final budget for the Emergency Services District. LAND ACQUISITION BONDS — 2004 REFERENDUM (Page 31) 5:10 p.m. Chairman Solari related that the proposed millage is 0.3143 (rolled back rate does not apply), and the proposed budget amount is $4,545,134. The Chairman opened the floor to public comments, there were no speakers. There were no proposed changes to the budget. ON MOTION by Commissioner O'Bryan, SECONDED by Vice Chairman Flescher, the Board unanimously approved the millage rate of 0.3143 (rollback rate does not apply), and approved Resolution 2016-095, establishing the tax millage rate to be levied upon all real and personal taxable property in Indian River County, Florida, for Fiscal Year 2016-2017 for the General Obligation Land Acquisition Bond Issue — 2004 Referendum. 2016-2017 Final Budget Hearing September 21, 2016 Page 3 ON MOTION by Vice Chairman Flescher, SECONDED by Commissioner O'Bryan, the Board unanimously approved the budget of $4,545,134 for the Land Acquisition Bonds — 2004 Referendum, and approved Resolution 2016-096, amending the County Budget Officer's estimates of receipts other than taxes and of balances to be brought forward for Fiscal Year 2016-2017 and adopting a final budget for the General Obligation Land Acquisition Bond Issue — 2004 Referendum. AGGREGATE 5:15 p.m. The Chairman explained that the aggregate millage rate is 5.8349, which is 5.1% above the rollback rate of 5.5506. 6. INDIAN RIVER COUNTY BOARD OF COUNTY COMMISSIONERS SITTING AS SOLID WASTE DISPOSAL DISTRICT BOARD 5:12 p.m. SOLID WASTE DISPOSAL DISTRICT BUDGET (Non -Ad Valorem Special District) (Page 35) (Clerk's Note: For presentation and Board actions under this item, please refer to the Public Hearing for the Solid Waste Disposal District (S. ON MOTION by Commissioner O'Bryan, SECONDED by Commissioner Zorc, the Board unanimously approved the charges read into the record for each of the above-mentioned Non - Ad Valorem Assessment Districts, and approved Resolution 2016-099, establishing the assessment rates to be levied upon certain real property in Indian River County for Fiscal Year 2016-2017 for all the Non -Ad Valorem assessments. 8. APPROVE NON -AD VALOREM DOLLAR BUDGETS 5:17 p.m. Chairman Solari announced the 2016-2017 proposed Non -Ad Valorem dollar budgets as follows: 1. Special Revenue Funds $27,057,189 2. Other Debt Service Funds $1,048,166 3. Capital Projects $26,349,675 r4. Enterprise Funds $47,082,750 2016-2017 Final Budget Hearing September 21, 2016 Page 5 5. Internal Service Funds $27,951,698 Chairman Solari opened the floor to public comments, there were no speakers. There were no proposed amendments to the budget. ON MOTION by Vice Chairman Flescher, SECONDED by Commissioner O'Bryan, the Board unanimously approved the Special Revenue Funds in the amount of $27,057,189; Other Debt Service Fund in the amount of $1,048,166; Capital Projects in the amount of $26,349,675; Enterprise Funds in the amount of $47,082,750; and Internal Service Funds in the amount of $27,951,698; and approved Resolution 2016-100, adopting a final budget for Fiscal Year 2016-2017 for certain non -taxing funds of Indian River County. The Board expressed appreciation to Administrator Brown and budget staff for providing detailed and accurate information throughout the year, and commended staff for a job well done. The Board addressed Liam Miller, Boy Scout Troop #567,3012 Nassau Dr., who was attending the meeting as a requirement to obtain a Communications Merit Badge. 9.
