HomeMy WebLinkAbout12/6/1932AM TUESDAY, DE EMM 6th 1932. . ` The Board of County Commissioners in and for Indian River County, Floriday met at the Court House in Vero Beach, at 10:00 o'clock AX.Tuesdey, December 6th.19329 with the following members of the Board present: Albert 0. Helseth, Chairman; J.D.Yongua; -TOW.' :aBruoe; J.J.P.Hemmilton and Eli `C. Walker. Also present were Miles Varren,Clerk and Clark 3. Rioe, Sheriff. The minutes of the previous meetings were read and approved. Hubert Graves presented a petition for a bridge to be constructed across sub - lateral canal which runs East and Test through the middle of Section 7 Tp 32 S R 39 East. It was ordered this bridge be constructed as soon as °possible. A. E. Sueverkruebbe appeared before the Board regarding people setting fires out in the woods. The bond of Miles Warrens as Clerk Circuit Court in the sum of $2,000.00 with National Surety Company, a corporation, as surety was approved.. The bond of W, R. Duncan, as Tax Assessor in the sum of $10000.00 with rational Surety Company, a corporation, as surety was approved. The bond of Louis Harris, as 'Superintendent of Public Instructions, in the sum of $19000.00 with National Surety Company, a corporation, as surety was approved. The bond of Troy E. Moody as Tax Collector in the sum of $20,000.00 with Natio Surety Company, a corporation, as surety was approved. The bond of C. P. Diamond, as County Judge, in the sum of $2,000.00 with Kati Surety Company, a corporation, as surety was approved. The Bond of William Frick, as Sheriffs in the sum of $29000.00 with Fidelity & Casualty Company, a corporation, as surety was approved. in the sum of $2,000.00 The bond of J.D.Yongue, as County Commissioner District #lt/with National Surety Company, a corporations as ,surety was approved. The bond of John M. Knight, as County Commissioner District #49 in the sum of $ 2,000.00 with rational Surety Company, a corporations as surety was approved. The bond of J.J.P.Hamilton, as County Commissioner District #3, in the sum of $29000.00 with rational Surety Company, a corporations as surety was approved. The bond of Wm E Feazell,Sr., as County Commissioner District #2, in the sum of $29000.00 with National Surety Company, a corporation, as surety was approved. The bond of W. H. Walker, as Member Board of Public Instructions, District #29 in the sum of $2,000.00 with National Surety Company, a corporation, as surety was approved. The bond of F. G. Fletcher, as Member Board of Public Instructions, District #3, in the sum of $29000.00 with National Surety Company, a corporation, as surety was approved. The bond of G. E. Barkoskie, as Member Board of Public Instructions, District #1, in the sum of $21,000.00 with G. F. Green and F. K. Dole, as sureties was approved. The bond of Oscar L DuBose, as Notary Public, in the sum of $500 00 with American Surety Company, a corporation, as surety was approved. It Inas ordered that release of the bond of Clark S. Rice, as Sheriff, be given National 'Surety Company, a co rporaticn, for any acts committed after January 3rd 19334 It wasordered that the following Tex sale .certificates, or parts thereof, be sole for the amounts indicated: Cert 520 sale of 1926 (1/16 of Cert) for the sum of $16.49 Cert 1001 sale of 19289 for the sum of $17.89 Cert 520-A sale of 1929 for 1927 taxes (1/14 of Cert) for the sum of $1.82 1 1 1 1 439 Cert i, 732 sale of . 1928 for the sum of $10.76 The Farmers Bank of Vero Beach, Florida, having heretofore been designated as County Depository for the year July lst 1932 to the first Monday in July 19339 at the meeting of the Board held in June 19329 and such Bank having failed to properly qualify as such depository, on motion duly made, seconded and carried, it was ordered that the BAFMTT NATIONAL BANK OF COCOA, FLORIDA, be designated the County Depository for such period, and that Depository bond be set at the sum of $10,000.00 in Government bonds, same to be increased as funds over and above that amount is on deposit in such designated depository. The following Road Committee report ma,s received, read and filed: +RQAD C CMITTEE' REPORT. We, the undersigned Committee, appointed by your Honorable body on the 10th day of June 19329 with instructions to view and mark out the best route for a public road, described in the petition as follows: to -wit: - Beginning at the East end of the Aabasso Bridge across the Indian River run Northerly along the East shore of the said --River and along the West Boundaries and across Govt Lots 7, 69. 3 and 2, of Section 22 Tp 31 S R 39'-B , and the 'West boundary of Govt Lot 9 of Sec. 15 Tp 31 3 R 39 E., to the North-west corner of the last mention- ed lot and to the intersection with the present County Road as shown on attached map., beg leave to report to your honors as follows: That we, after having subscribed to the oath required by law before entering on our duties make this our general report: That we proceeded to the said proposed location of the said public road on the 1st day of December 1932, and viewed and marked out the following as the best route for said proposed road. (Said road is to be 50 feet wide.) Beginning at the East end of the Vabasso Bridge across the Indian River run Northerly along the East shore of said river and along the West boundaries and across Govt. Lots 79 6, 3 and 2 of Section 22 Tp 31 5 R 39 E., and the gest boundary of Govt Lots 9 of Sec. 15 Tp 31-S R 39 E., to the North-west corner of the last mentioned lot and to the intersection with the present County road as shown on map attached to the original road petition filed. THBREFORF, having performed the duties required by law under the appointment of your honors, we pray to be discharged. A. J. Byrd Charles Kersey, Road Committee. The above report is hereby accepted and approved. Done in open -session this 6th day of December 1932. It was ordered that said road be advertised, and if no protest is filed within 30 days after said advertisement is mamt.posted as required by law, same will be declared a public County road. The following resolution was offered: WHFMAS, Trans -Florida Central Railroad operating between Sebastian and Fellsmere Florida, solely for the convenience of the citizens of Fellsmere, has been operating at a loss for the past several years, and WHEREAS, said Company has been paying taxes regularly each year on an excessive valuation and high millage rate, but the Railroad assessment Board of this State has, for the year 1932, materially reduced the valuation upon which taxes are computed for said year, and WHEREAS, all taxes have been paid by said Railroad Company except for the years 1931 and the current taxes for 1932 which became due November 1st 1932; and W1EREAa, said Railroad Company has made an offer to pay all taxes due for the said years 1933 and 1932, not later than December 15th provided the some can be based €j computed upon the valuation as fixed for the latter year; THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, of Indian River County, that the Railroad Assessment Board be requested and urged to pe nnit said Railm Company to pay all State and County taxes for the year 1931, based upon the assessed valuation for the year 1932, provided all taxes for both years are paid within fifteen days after the adoption of this resolution. The above resolution was offered by Commissioner LaB ruee, and being seconded by Commissioner Yongue.was unanimously adopted. It was ordered that Clerks and Inspectors of the various voting precincts, as well as the Deputies at the polls, be paid the sum of $4.00 each for such services. V7. R. Duncan, Tax Assessor, presented bills and accounts against the various special taxing Districts of the County, for 4/5 of the commissions due from such sever special taxing Districts on account of fees due him for assessing the taxes for the year 1932. It vans further ordered that when death occurs those in charge of the deceased must make satisfactory\,,arraingements with the Commissioner in the Dist where the deceased lived, otherwise no bill will be approved for such service. at The several bills and accounts against the County having been audited, were examin�d and found correct, were approved and warrants ordered issued in settlement of some. The bills and accounts being on file in the office of the Clerk Circuit Court. The war- rants issued in settlement of the accounts being listed completely in the County finance record as provided by law, reference to such record and the list so recorded being made a part'of these minutes as fully and completely as if the said warrants were set out herein in detail.
