HomeMy WebLinkAbout1991-023N 0 0 0) RESOLUTION NO. 91 - RESOLUTION FOR ASSISTANCE UNDER THE FLORIDA INLAND NAVIGATION DISTRICT WATERWAYS ASSISTANCE PROGRAM WHEREAS, THE Board of County Commissioners of Indian River County Florida (BOARD) is interested in carrying out the following described project for the enjoyment of the citizenry of Indian River County and the State of Florida: Project Title Round Island Park Improvements Total Estimated Cost $ 300,000 Brief Description of Project: Construction of paved access road, vehicle and boat trailer parking, restroom building, additional boat ramp and dock, waterfront boardwalk and other related improvements. AND, Florida Inland Navigation District financial assistance is required for the program mentioned above, NOW THEREFORE, be it resolved by the BOARD that the project described above be authorized, AND, be it further resolved that said BOARD make application to the Florida Inland Navigation District in the amount of 50% of the actual cost of the project in behalf of said County. AND; be it further resolved by the BOARD that it certifies to the following: 1. That it will accept the terms and conditions set forth in FIND Rule 16T-2 FAC and which will be a part of the Project Agreement for any assistance awarded under the attached proposal. 2. That it is in complete accord with the attached proposal and that it will carry out the Program in the manner described in the proposal and any plans and specifications attached thereto unless prior approval for any change has been received from the District. 3. That it has the ability and cost of the project and that the project will be operated expense of said BOARD for public use. 4. That it will not discriminate against any race, color or national origin in the use of any property or facility acquired or developed pursuant to this proposal, and shall comply with the terms and intent of the Title VI of the Civil Rights Act of 1964, Y.L. 88-352 (1964) and design and intention to finance its share of the and maintained at the person on the basis of 1 M N O O 0) construct all facilities to comply fully with statutes relating to accessibility by handicapped persons as well as other federal, state and local laws, rules and requirements. 5. The foregoing resolution was offered by Commissioner Scurlock who moved Its adoption. Description of Proposed Project: Construction of improvements to Round Island Park (Indian River side west of A1A) including a paved access road, vehicle and boat trailer parking lot, restroom building, additional boat ramp and dock, waterfront boardwalk and related improvements. 2. Statement of the Applicants Justification for the Construction of the Proposed Project: The recreation and open space element of the Comprehensive Plan indicates that there is a shortage of boat ramps and related facilities. 3. Reasoning Why FIND Should Support this Project: Round Island Park is classified as a specialty park offering fishing and access to the Indian River Lagoon and inland water activities. The main function of this park is to provide access to navigable waters. 4. Statement of the Direct Relationship of the Project to the Waterway': Access from the boat ramps to the Intracoastal Waterway (ICWW) is provided by an existing east -west channel that is approximately 4000 feet long. The channel provides deep water access to the ICWW and is marked with daybeacons. 5. Statement of the Direct Relationship of the Project to the Maintenance of the Waterways: There are very few deep water channels along the Indian River that provide access to the ICWW. The spoil areas adjacent to Round Island Park indicate that this area has been used in the past for maintenance activities. 6. Statement of the Projects Benefit to Public Navigation in the District Waterways: Trailer parking and an additional boat ramp and dock will increase and improve accessibility to navigable waters. Round Island Park is located just north of the Indian River/St. Lucie County line and is Indian River County's closest River access point to the Ft. Pierce Inlet. (3-A) O O 0) 7. Statement of Potential Public Usage of the Project: Facility improvements to the park will provide increased public usage. The addition of sanitary facilities, vehicle parking and a waterfront boardwalk will provide a means for the non -boating public to fish and enjoy the natural resources on the Indian River.
