RESOLUTION NO. 91- 24
RESOLUTION FOR ASSISTANCE
UNDER THE FLORIDA INLAND NAVIGATION DISTRICT
•WATERWAYS ASSISTANCE PROGRAM
WIIEREAS, THE Board of County Commissioners of Indian River County
Florida(BOARD) is interested in carrying out the following described project for the
enjoyment of the citizenry of Indian River County and the State of Florida:
Project Title Jungle Trail Shoreline Stabilization
Total Estimated Cost $ 110,000
Brief Description of Project:
Construction of a rip -rap breakwater for approximately 870 lineal feet to
stabilize a portion of the shoreline west of Jungle Trail.
AND, Florida Inland Navigation District financial assistance is required for the
program mentioned above,
NOW THEREFORE, be it resolved by the BOARD that tate project described above
be authorized,
AND, be it further resolved that said BOARD make application to the Florida
Inland Navigation District in the amount of 50% of the actual cost of the project in behalf
of said County
AND, be it further resolved by the BOARD that it certifies to the following:
1. That it will accept the terms and conditions set forth in FIND Rule 16T-2 FAC
and which will be a part of the Project Agreement for any assistance awarded under the
attached proposal.
2. That it is hi complete accord with the attached proposal and that it will carry
out the Program in the manner described in the proposal and any plans and specifications
attached thereto unless prior approval for any change has been received from the
District.
3. That it has the ability and intention to finance its share of the cost of the
project and that the project will be operated and maintained at the expense of said
BOARD for public use.
4. That it will not discriminate against any person on the basis of race, color or
national origin In the use of any property or facility acquired or developed pursuant to
this proposal, and shall comply with the terms and Intent of the 'Title VI of the Civil
Rights Act of 1964, P.L. 88-352 (1964) and design and construct all facilities to comply
fully with statutes relating to accessibility by handicapped persons as well as other
federal, state and local laws, rules and requirements.

5. That it will maintain adequate financial records on the proposed project to
substantiate claims for reimbursement.
6. That it will make available to FIND if requested, a post -audit of expenses
incurred on the project prior to, or in conjunction with, request for the final 10$ of the
funding agreed to by FIND.
The foregoing resolution was offered by Commissioner
growl Ark who moved its adoption. The motion was seconded by
Commissioner Bowman and, upon being put to a vote, the vote was as
follows:

PROJECT NARRATIVE
1. Description of Proposed Project:
Installation of a permanent breakwater in front of
established mangroves on the shoreline west of Jungle
Trail and planting of Spartina grasses in areas where
mangroves have eroded and washed out.
2. Statement of the Applicants Justification for the
Construction of the Proposed Project:
Increasing boat traffic and the narrow channel in this
section of the ICWW creates a tremendous amount of wave
energy which has destabilized the shoreline and roadway
embankment. Mangroves that have been established for
years are being undermined and washed out. The Marine
Advisory/Narrows Watershed Action Committee, the Indian
River County Historical Society and the Indian River
Board of County Commissioners are committed to resolving
this problem as quickly as possible.
3. Reasoning Why FIND Should Support this Project:
It is felt that FIND should support this project
because of its relevance to public navigation, public
recreation and environmental preservation.
4. Statement of the Direct Relationship of the Project to the
Waterway:
The erosion problem on the shoreline west of Jungle
Trail is attributed to increasing boat traffic in the
Intracoastal Waterway (ICWW). This shoreline lies
directly east of and runs parallel to the ICWW.
5. Statement of the Direct Relationship of the Project to the
Maintenance of the Waterways:
Stabilizing the shoreline will prevent vegetation and
sediment from eroding and washing into the ICWW.
Mangroves could pose a navigation hazard if they wash
into the channel and decreasing depths in the channel
from sedimentation could eventually create a need for
maintenance dredging.
6. Statement of the Projects Benefit to Public Navigation in
the District Waterways:
Stabilizing the shoreline will allow boat traffic to
safely use the ICWW for public navigation without
causing environmental damage.
7. Statement of Potential Public Usage of the Project:
The Indian River County Historical Society has promoted
Jungle Trail as a historic drive and scenic road.

Jungle Trail has historically functioned as a main
transportation corridor serving north barrier island
land uses along the east of the road. In recent years,
it has assumed a sub -ordinate function for
transportation due to recent large developments having
frontage and major access along SR A1A and a minor
connection to Jungle Trail. The Trail does, however,
serve as the only road for some properties with no
other road frontage.
For many years, the Trail has also provided local
residents limited access to the Indian River for
fishing, scenic drives, and other forms of passive
recreation.
Public usage of Jungle Trail and the ICWW continues to
increase each year. This trend will continue as Indian
River County is developed and as the demand for access
to the Indian River increases.

control for the required 25 year period. Proof of ownership should he by Attorneys
certificate of title. If the project site l.s leased n copy of the lease for the

the area held by others along with known easements deed/lease restrictions and
revisionary interests are to identified.
6. Location Maps: A map(a) clearly indicating location of the project within the
county and/or city. This map should be of sufficient detail so that it can be used
to locate the site when driving.
7. Site Development Map: A detailed map(a) clearly showing the project site
boundaries, existing facilities and proposed project improvements. Project
improvements should be clearly shown at a sufficient scale.
