HomeMy WebLinkAbout1991-047RESOLUTION NO. 91-47 A RESOLUTION OF INDIAN RIVER COUNTY, FLORIDA APPROVING THE SUBMITTAL OF AN APPLICATION UNDER THE STATE OF FLORIDA BEACH EROSION CONTROL ASSISTANCE PROGRAM WHEREAS, Indian River County has had damage to structures and/or coastal lands by storms and erosion in areas of public lands, and WHEREAS, the State of Florida has established a Beach Erosion Control Assistance Program providing for financial assistance for erosion control and preservation of the sandy beaches within the State. NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Indian River County, as follows: 1. The County, as local sponsor, hereby approves the submittal of an application under the Beach Erosion Control Assistance Program for the purpose of requesting State financial assistance with implementation of erosion control improvements within Indian River County at Wabasso Beach Park, Golden Sands Park, and Treasure Shores Park. 2. The County hereby designates Michael Walther, P.E. of Coastal Technology Corporation, as the Project Engineer and Agent for the purpose of preparing and processing this application on behalf of the County. 3. The County agrees to implement the beach improvement program under the procedures set forth in the Florida Administrative Code. The foregoing resolution was offered by Commissioner Scurlock and seconded by Commissioner Eggert ,and, being put to a vote, was as follows: Chairman Richard N. Bird Aye Vice Chairman Gary C. Al Narrative A.2 Wabasso Beach Photographs • ATTACHMENT A.1 NARRATIVE DESCRIPTION FISCAL YEAR 1991-92 INDIAN RIVER COUNTY BEACH/DUNE ENHANCEMENT AT WABASSO BEACH PARK, GOLDEN SANDS PARK, AND TREASURE SHORES PARK GENERAL: The project provides beach erosion control by construction of dune overwalks for beach access, nourishment of the dune, and vegetation. The improvements are proposed for three County Parks: Wabasso Beach Park, Golden Sands Park, and Treasure Shores Park. The specific improvements are sununarized as follows: Wabasso Beach Park 1) Placement of sand for nourishment to offset two year erosion losses and dune revegetation. 2) Removal of exotic vegetation at the South Park boundary and revegetation with native 'species. 3) Vegetation of the crest of the dune on the landward side of the boardwalk. 4) Irrigation system to the dune vegetation. Golden Sands Park 1) Placement of sand for nourishment to offset two year erosion losses and dune revegetation. 2) Construction of the dune overwalk in Phase II as shown on the site plan. 3) Construction of vehicle access to the beach at the time -of nourishment for construction access and subsequent future emergency access. Treasure Shores Park 1) Construction of five (5) dune overwalks as shown on the site plan. One dune overwalk was funded in the 1990 FRDAP Grant. PROJECTS: Wabasso Beach Park The dune at Wabasso Beach Park will be nourished with 2000 cubic yards of beach compatible sand representing an average two (2) year erosion loss. The nourished dune will be planted with native vegetation such as sea oats, railroad vine and dune sunflower. An irrigation system will be installed with permanent main lines attached to the boardwalk and expendable laterals extended to the dune system. On the south boundary of the park, Australian Pines will be removed. This area will be revegetated with native species including sea grape, palmetto and yucca and irrigated to establish the plants. Also, the area landward of the boardwall' will be vegetated with native species including beach elder, sea grape, palmetto, and yucca. Golden Sands Park The dune at Golden Sands Park will be nourished with 4160 cubic yards of beach compatible sand representing an average two (2) year erosion loss. The nourished dune will be planted with native vegetation including sea oats, railroad vine and dune sunflower. The project will also include construction of the dune overwalk as shown in Phase II of the site development plan.: A pathway with the least environmental impact will be identified at least 50' south of the north boundary line. A•vehicle access roadway will be constructed through the dune to be used for both emergency vehicle access and construction equipment access at the time of nourishment to the dune. Treasure Shores Patio The project will consist of construction of five (5) dune overwallcs as proposed in the site development plan. ATTACHMENT F Narrative Description of Project Need • Continued erosion and recession of the shoreline has resulted in the loss of natural protective dune and vegetation and narrowing of the existing beach and loss of some public recreational beach. In order to maintain the existing shoreline and recreational beach, the beach/dune system must be nourished. Restoration of historical sand volumes and native vegetation must be accomplished to reduce additional loss of public property. In addition, the dune overwalks are necessary to reduce impact caused by pedestrian traffic in the public areas.
