Commissioner Zorc read and presented the Proclamation to Joshua Kolkana,

Director; and Kristin Tipton from Devereux CBC.
Vernee Mason provided adoption statistics for the Treasure Coast, and gave details
about their upcoming National Adoption Day Event.
Joshua Kolkana spoke about the importance of foster care, and provided
information on Place of Hope, which serves the community by helping children
find "forever homes".
Commissioner Zorc explained his involvement with foster care and theadoption
process, and invited interested parties to attend a local event being held at the
Calvary Chapel, 941 18th Street, Vero Beach, Florida.

Recommended Action: The recommendation of staff is to include the public meeting notice regarding the
2017 Sea Turtle Nesting - Season Summary on the November 7, 2017 Board of
County Commission Agenda.

Kendra Cope, Coastal Environmental Specialist, through the use of a PowerPoint.
Presentation, summarized the sea turtle nesting activity and the number of sea
turtles released for the year, and provided details about the available educational
opportunities while nests are being evaluated, including the most popular event
known as the "Turtle Dig". She also acknowledged the 25-30 volunteers who
provided over 3,000 hours of help this year.
Commissioner Adams shared her experience regarding a recent turtle walk and
encouraged others to take advantage of the unique opportunity to view sea turtle
hatchlings on the beach at night.

7.F. 17-1174 Amendment to Library Closings In Observance of Veterans Day
County Administrator Jason Brown explained that Veteran's Day is a holiday that is
celebrated annually on November 1lth, but because it falls on a Saturday this year,
the feedback from the patrons of the library system was that they preferred to close
the libraries on Veterans Day, Saturday, November 11, 2017 instead of the County
observed holiday on Friday, November 10, 2017. Administrator Brown madethe
recommendation to adjust the holiday closure schedule for the Main and North
County Libraries to remain open on Friday, November 10, 2017.and close on
Saturday, November 11, 2017.

8.E. 17-1123 Acceptance and Approval of Expenditures of the 2017/2018
Federally -Funded Community Emergency Response Team (CERT) Sub -Grant
Staff recommends approval of the grant and the expenditures as directed in the
Federally Funded Sub -Grant Agreements. Volunteer Florida recognizes line -item
changes may occur after execution of the contract (i.e. due to cost savings or
reprioritization by Volunteer Florida), with their written approval. For these
reasons, staff requests authorization to make these adjustments rather than return
the funding for reallocation to other counties.

Recommended Action:
Staff recommends the Board award Bid 2018001 to Gomez Brothers Enterprise and
authorize the Purchasing Division to issue blanket purchase orders for the period of
November 8, 2017 through November 7, 2018 to the recommended bidder, after
receipt and approval of required insurance by Risk Management. Staff also
recommends the Board authorize the Purchasing Manager to renew this bid for two
(2) additional one (1) year periods subject to satisfactory performance, vendor
acceptance, and the determination that renewal of this annual bid is in the best
interest of Indian River County.

Recommended Action:
Staff recommends the Board award Bid 2017056 to Clean Sweep and Vac, LLC and

Authorization No. 2017-002 to Replace Water Services in "St. David's at
Grand Harbor" Subdivision
Recommended Action: Staff recommends that the Board of County Commissioners approve a change order
to Work Authorization No. 2017-002 for an additional labor amount of $88,799.45,
and to authorize final payment to Blue Goose Construction in the amount of
$153,414.35.

Clerk of the Circuit Court and Comptroller Jeffrey R. Smith stated that he was
pleased to report the return of $26,200 more than last year, and expressed
appreciation to his staff, the staff in the Office of Management and Budget, as well
as the County Administrator for their hard work and for the continued good
working relationships that have been held.

to approve the Annual Fiscal Report for the Clerk of the Circuit Court for the Year

Leslie Swan, Supervisor of Elections, provided the Annual Fiscal Report for the
Supervisor of Elections' Office for the Year Ended September 30, 2017, and was
pleased to report the return of $8,548.31. She commented on the acquisition of the
new voting equipment, and encouraged the residents of Sebastian and Vero Beach
to cast their votes for the local City Council Elections today.

Recommended Action: Approve Indian River County's continued support of the Sebastian Lionfish Fest as
it transitions to Coastal Connections Inc.

County Administrator Jason Brown provided background on the Sebastian Lionfish
Fest, and spoke :of the success that the event has become in the last several years.
He explained that the Sebastian River Area Chamber of Commerce was acting as
the fiscal agent for the event and wished to make the event a non-profit, 501(c) 3
organization. Administrator Brown requested consideration to allow Coastal
Connections, Inc. to continue with the organization of the event with the County's
support.

12.G.1. 17-1154 Pinson Subdivision Petition Water Assessment Project UCP #4126, the
Adoption of Resolution No. IV
Recommended Action: Staff requests authorization from the Board of County Commissioners for the
following: 1) Adopt Resolution IV, with a per parcel cost of $3,227.13; and
2) Approve application for Payment No. 1, Final Pay, . in the amount of
$38,980.98 to Blue Goose Construction, L.L.C. Payment of $38,980.98 to Blue
Goose Construction, L.L.C. will release any further obligations of the
Contractor by the County.

Final Pay to Blue Goose Construction
Vincent Burke, Director of Utility Services, provided a brief history on the
Pinson Subdivision Petition Water Assessment Project and explained the per
parcel costs for the benefiting property owners. He explained that the fifteen
benefiting property owners would have 90 days to pay the assessment of
$3,227.13 interest free; or if they chose to finance the assessment, they could
finance for up to 10 years at a 5% Annual Percentage Rate, which would cost
approximately $34.00 per month.

A motion was made by Commissioner Solari, seconded by Chairman Flescher, to
approve: 1) Resolution 2017-111, certifying "as -built" costs in connection with a
water main extension from 2000 to and including 2066 42nd Place and including
4206, 4216, 4220, 4230, 4240, 4250, and 4260 20th Avenue within Pinson
Subdivision, and including 2226 42nd Street in Indian River County, Florida and
such other construction necessitated by such project; providing for formal
completion date, and date for payment without penalty and interest; and 2)
Application for Payment No. 1, Final Pay, to Blue Goose Construction, LLC, in the
amount of $38,980.98. The motion carried by the following vote:

Recommended Action:
Termination of Lease Agreement with SafeSpace, Inc. for Space at the
Indian River County Courthouse
The County Attorney recommends that the Board decide whether to terminate the
Lease with SafeSpace, Inc. and direct the County Attorney to provide notice of
termination as provided in the Lease.

County Attorney Dylan Reingold provided an update on the lease agreement
between Indian River County and SafeSpace, Inc., for the utilization of a room at
the Indian River County Courthouse. He stated that it has been brought to the
attention of the Clerk that the room is rarely used, and that there was a greater need
for the space at the Courthouse for Court Administration and Law Enforcement
Personnel. He recommended termination of the Lease and requested the County
Attorney's Office to provide the 60 -day Notice of Termination as provided in the
Lease.
Jeffrey R. Smith, Clerk of Circuit Court and Comptroller, stated that the Indian
River County Sheriffs Office requested to utilize the space for security reasons, and
stated that he would work with SafeSpace, Inc. in finding accommodations in the
Courthouse when space was needed.
A motion was made by Commissioner Solari, seconded by Commissioner Adams, to
approve: 1) the termination of the Lease Agreement with SafeSpace, Inc.; and 2) to
direct the County Attorney to provide the 60 -day Notice of Termination consistent
with the Lease Agreement. The motion carried by the following vote:

14.D.1. 17-1139 Post -hurricane Debris Collection
Recommended Action: Discuss

Commissioner Solari discussed the average cost to Indian River County
taxpayers for the removal of debris after Hurricane Irma, and mentioned that a
total of 100,906 cubic yards of material was removed from the streets of Indian
River County. He stated that many other counties had trouble obtaining vendors
to remove their trash, and consequently paid much more for debris clean-up
than Indian River County. He compared the averages that several other counties
paid to have debris removed, and pointed out that local staff was trained,
competent, and equipped to handle the issues, and did so in a responsible,
financially prudent manner.
Chairman Flescher expressed his appreciation to staff, as well as the
subcontractors who held up to their agreements, as it was tempting for them to
obtain work in the other counties that paid more per cubic yard to have their
material removed.
