"An act relating to paper reduction", Chapter 2013-192, amended section 125.66, Florida Statutes, to require the clerks of the board of county commissioners to file ordinances and amendments, as well as emergency ordinances, by e-mail to the Department. We will, in turn, acknowledge receipt of such documents by return e-mail. Currently, the certified copies of ordinances received for filing are maintained in the Administrative Code and Register Section, along with a copy of the acknowledgement letter generated by the Department for each document filed. Each county's ordinances are kept together and at the end of the calendar year are transmitted, together, to the State Archives for recording and storage. They remain available for research or other purposes in perpetuity. As this bill is specifically entitled "An act relating to paper reduction," the continuation of the current manner of archiving would defeat the purpose of the statutory amendment. Accordingly, we intend to archive these public records electronically. In preparation for this transition, we have prepared the attached guidelines for filing your documents by e-mail in a manner consistent with existing Department of State rules and in a fashion that will allow for uniform storage and retrieval of those documents. If the ordinances for your county are processed by someone outside of your office, please forward this information to those individuals. We will work through the transition together and enjoy the reduction of postage and office -supply expenditures it is designed to achieve. Thank you for your cooperation going forward.
