The Board of County Commissioners in and for Indian River County, Florida, met at the Court House in Vero Beach, at 10:00 o'clock A.M.Tuesday, March 7th 1933, with the following members of the Board present: J.J.P.Homilton, Chairman; J.D.Yongue; Wm.E; Feazell; John M. Knight and Edwin A. Helseth. Also present were miles Warren, Clerk, and William Frick, Sheriff. The minutes of the previous meetings were read and approved. Mrs Mary Daniels appeared requesting aid. Mrs Maggie Purvis. also appeared before the Board requesting aid. Each were advised the Board would take their request under consideration. W. G. Woode, Fellsmere, appeared before the Board regarding repairs to certain roads in the Fellsmere district. J. W. McFarland appeared before the Board regarding the purchase of bedding for the County.Jail.. It was ordered that the .Sheriff purchase the necessary bedding of £eft type for the j ail., The Clerk read a letter from the Governor in'which he requested'a 25% reduction in the cost of County government for the year 1933. Commissioner Feazell then offered the following resolution: R E S 0 L U T I 0 X. WHEREAS it i.ebrecognized that beginning with the deflation of real estate values in 1926, the Board of County Commissioners of this County has, each succeeding year, reduced the budget and expenses of this County, materially reducing the same beginning with January 1931,and again making reductions in January 19329 and, MEMREAB, the present Board of County Commissioners has effected some reduction in expenses since January 19339 and, WHEREAS, it is apparent the Sherif, Hon. William Frick will materially reduce the operating expenses and criminal costs in his office for which commendation is now offered, and, WHEREAS, a Rational crisis is now at hand, and it is not only necessary but manda- tory that each and every person in authority curtail expenses, without fear or favor,to the end that further relief be given for a stricken people, THEREFORE, BE IT RESOLVED: That the following salaries be reduced or eliminated entirely, effective April lst 1933: OFFICIAL .Salary _ Reduced to: Members of this Board..... , ....$200.00 per year to $160.00 Clerk to this Board........,... 50.00 per mo. to 40.00 'Supervisor of Registration...... 25.00 per mo. to 20.00 Janitor Court House....,....... 25.00 per mo. to 20.00 Judge Juvenile Court.....,.,... 25.00 per mo. to 15.00 Attorney for this Board......... 25.00 per mo to eliminated Road Superintendent.............100.00 per mo to 80.00 Bridge Tenders ................. 75.00 per mo. to 50.00 BE IT FURTHER RESOLVED, That immediate steps be taken, at this time, to further reduce the amounts paid those receiving Mothers' Pensions and of all those receiving aid and relief.from the General Revenue Fund, and, BE IT FtTRTHER RESOLVED, That no purchase of materials or supplies be made by any official or appointed officer of this Board unless and until written approval has been had by at least one member of this Board, and this Board go on record that no bilis will be honored except such as conform with this regulation. The Chairman ordered that the resolution be tabled for the time being same to be brought up later in the daft. Herman J. Zeueh; Herman Zapf; W.H.Humiston and Dr. H. ' homber addressed the Board on matters of taxation. On Motion of Commissioner Feazel, it was ordered that Mrs. John Yates be stricken from the Mothers Pension list, after April lst 1933. ..:. W, _. �.._.a On motion made, seconded and carried, it was ordered that request to the Florida East Coast Railway Company to construct crossing on road West from McCall filing station through Spruce Park Subdivision at Mile Post 225 plus 1723 feet be rescinded until the further order of this Board. Moved, seconded and carried that advertisement be prepared for passage of a local law permitting payment of delinquent taxes, and current bond service taxes in bonds and coupons of the County or those which the County has assumed and agreed to pay. It was moved, seconded and carried that insurance on County property remain the same as heretofore and that the policies received and bills therefor be accepted and approved. On motion of Commissioner Feazel it was ordered that Mrs Jessie Yates allowance { pauper be reduced from $15.00 to $10.00 per month. That Wm. Yates b1lowance as pauper be reduced from $10.00 to $6.00 per month.. That Mrs. Sva Helen Votjik be stricken fr.a the mothers Pension fund effective after April lot 1933. Commissioner Feazel's resolution heretofore introduced them came up for discuss and some failed to pass for want of a second. The Board then proceeded to take up individual item in connection with the resolution with the following results: It was moved, seconded and carried that all Bridge Tenders salaries be set at the own of $60.00 per month. Those voting for the motion being Commissioners Yoague; Knight; Helseth and Hamilton. No. Com'r. Feazel. It was ordered that the salary of the Road Superintendent; County Attorney and Judge Juvenile Court and Clerk to this'Board remain the some. It was unanimously ordered that the salary of the Janitor be set at $20.00 per month. It was moved, seconded and carried that the salary of the Supervisor of Registra- tion be set at $20.00 per month. Those voting for the motion being Commissioners Knight and Yongue; Ho- Commissioners Helseth and Hamilton. It was moved, seconded and carried that the salaries of the members of the Board of County Commissioners be reduced from $200.00 per year to. $160.00 per year. Those voting for the motion being Commissioners Yongue; Feazel; Knight and Helseth. No. Com'r. Hamilton. It was ordered that Certificates 508 sale of 1928 and Certificates 294 and 298, sale of 1927 be redeemed upon the payment of the face amount of the taxes with intere on same waived. It me ordered that the Vere Beach Press -Journal be designated as the newspaper i which the delinquent tax list shall be published for delinquent 1932 taxes. The several bills and accounts against the County, having been audited, were exami and found correct, were approved, and warrants ordered issued in settlement of same, Such 'sills and accounts being on file In the office of the Clerk Circuit Court. The warrants issued in settlement of such accounts being mm listed completely in the County Finance Record as provided by law, reference to such record and the list, so recorded being made a part of these minutes as fully and completely as if the same were set out herein in detail. The County Depository filed its monthly report of receipts and disbureements,whi having been audited was found to be correct.
