Szpyrka, P.E., Public Works Direct Osprey Acres Work Order No. 4 with GK Environmental for Additional Pine Straw Application on Hiking Trail Surfaces at Osprey Acres Floway and Nature Preserve DATE: July 24, 2019 Pine straw was applied to Osprey Acres' hiking trails earlier this year to help delineate the trails and to provide a dust free walking surface that will be welcomed by the public. It will also discourage growth of exotics within the trail surface, thereby reducing maintenance costs. Pine straw blends perfectly with the surrounding wooded area, resulting in a very visually pleasing product, and it is the perfect choice for a wildlife habitat, having no adverse impact on any of the Preserve's wild residents. Since the initial application, a second pine straw application is highly recommended. Construction and landscaping equipment traveling over the trails has worn the pine straw thin in several areas and two new trails have recently been constructed, each requiring a small amount of pine straw at their trailheads. Because the construction contractor is only onsite now to perform punch list items and all landscaping plants have been installed along the trails, vehicular traffic will be greatly reduced and we expect a long useful life from newly applied pine straw. A second application will also greatly enhance the Project's aesthetic impact and beauty for the upcoming ribbon cutting ceremony in September 2019. GK Environmental's proposed lump sum not -to -exceed fee for furnishing and installing the pine straw as discussed in Attachment 1 is $9,685.20. As a result of RFQ 2017053, GKE was awarded a Continuing Contract Agreement with Indian River County for Environmental and Biological Support Services on October 10, 2017, thereby waiving the necessity of the bid process. Funding will be provided from Optional Sales Tax/Public Works/Osprey Acres Stormwater- Acct# 31524338-066510-16022. Environmental, Inc. ("CONSULTANT"). The COUNTY has selected the CONSULTANT to perform the professional services set forth on Attachment 1, attached to this Work Order and made part hereof by this reference. The CONSULTANT will perform the professional services for the fee schedule set forth in Attachment 2, attached to this Work Order and made a part hereof by this reference. The CONSULTANT will perform the professional services within the timeframe set forth in Attachment 3, attached to this Work Order and made a part hereof by this reference, all in accordance with the terms and provisions set forth in the Agreement. Pursuant to paragraph 1.4 of the Agreement, nothing contained in any Work Order shall conflict with the terms of the Agreement and the terms of the Agreement are incorporated in each individual Work Order as if fully set forth herein. COMPENSATION The COUNTY agrees to pay and the CONSULTANT agrees to accept, a not -to -exceed fee of $9,685.20 for services rendered according to Attachment 1 of this Work Order and as summarized on Exhibit A, included herein. 2. PARTIAL PAYMENTS The COUNTY shall make monthly partial payments to the CONSULTANT for all authorized work pertaining directly to this project performed during the previous calendar month. The CONSULTANT shall submit invoices monthly for services performed and expenses incurred pursuant to this Agreement during the prior month. The CONSULTANT shall submit duly certified invoices in duplicate to the Director of the Public Works Department. For lump sum line items, the amount submitted shall be the prorated amount due for all work performed to date under this phase, determined by applying the percentage of the work completed as certified by the CONSULTANT, to the total due for this phase of the work. For time and material line items, the amount submitted shall be based on the actual hours worked and expenses incurred for the billing period. The amount of the partial payment due the CONSULTANT for the work performed to date under these phases shall be an amount calculated in accordance with the previous paragraph and less previous payments. G. K. Environmental, Inc. (GKE) will be pleased to provide this scope of service under this contract, which is outlined below: TASK I 1.0 Install an additional 3" of pine straw to all 4 original trails. 1.1 The four (4) trails total 41,420 sq. ft. @ $0.21 / sq. ft. = $8,698.20 TASK 11 2.0 Install an 3" of pine straw along portions of two new trails. 2.1 The new Main Trail application totals 950 sq. ft. @ $0.21 / sq. ft. = $199.50 2.2 The new Bobcat Run Trail application totals 550 sq. ft. @ $0.21 / sq. ft. = $115.50 TASK III 3.0 Additional original pine straw installation on Gopher Tortoise Trail. 3.1 The actual square footage of trail area exceeded the original estimate. The coverage = 3,200 sq. ft. @ $0.21 / sq. ft. (original application unit cost) = $672.00. TOTAL cost for all Tasks is $9,685.20 GKE FEES / COMPENSATION Invoices will be submitted following work completed at GKE hourly rates or as may be noted for each Task are payable within 30 days of date of invoice(s). GKE hourly rates (2018/2019) are $140.00 / hour for Principal Ecologist and $45.00 / hour for administrative / staff assistance, and if needed $85.00 / hour for CAD operator and $75.00 / hour for field biologist / chemist / field assistant, and $55.00 per hour for field assistant. If additional related work beyond the above scope is required, an additional proposal will be provided. Your endorsement below will serve as agreement by client to compensate G. K.
