HomeMy WebLinkAbout2019-193 WORK ORDER NUMBER 10 IRC-1839 - Championship Hall Roof Replacement Jackie Robinson Training Complex This Work Order Number is entered into as of this H day of A OVe , Zv(G pursuant to that certain Continuing Contract Agreement for Roof Consultation Services, dated April 15th, 2014, and extended on February 6, 2018 for an additional 3-year term, (referred to as the "Agreement"), by and between INDIAN RIVER COUNTY, a political subdivision of the State of Florida ("COUNTY") and REI Engineers, Inc.("Consultant"). All services performed under this contract shall be supervised and certified by a licensed Professional Engineer(PE) licensed with the State of Florida and staff employed directly with your firm. Scope of Services: Indian River County is requesting that REI Engineers, Inc., review and assessment of the roof and structural components for necessary repairs/replacement, prepare construction drawings consisting of roof plans and details which depict the Scope of Work,submit and obtain building permits (excluding plumbing, mechanical and electrical permits), assist in the bidding phase, and provide construction administration services necessary to complete the roof replacement and structural repairs on the Championship Hall Building located in the Jackie Robinson Training Complex, 3901 26th Street, Vero Beach, FL 32960. All work shall be performed in accordance with the attached Proposal dated November 4, 2019 (EXHIBIT"A") and shall comply with Standards enumerated in the Continuing Contract Agreement for Professional Services, dated April 15, 2014, and extended on February 6, 2018 for an additional 3-year term. Compensation: The COUNTY agrees to pay,and REI Engineers, Inc.agrees to accept,$45,355.00 for services rendered according to the Proposal dated November 4, 2019, identified in the attached EXHIBIT"A", incorporated by reference herein. Public Works Director Reference: Proposal for Engineering Services, Permitting Assistance, Contract Documents and Construction Administration Jackie Robinson Training Complex Championship Hall Roof Replacement REI Proposal No: P19TPA-047 Revision 2 Dear Mr. Szpyrka: In response to our recent discussions, we are pleased to submit this proposal for your consideration. The roof areas outlined in this proposal include roof sections of the facility located at 3901 26th St, Vero Beach, FL 32960 (totaling approximately 16,640 square feet). The following is an outline of the proposed services for Contract Documents and Construction Administration: I. STRUCTURAL ANALYSIS A. REI will coordinate with a licensed Structural Engineer for determination of structure's roof wind load capacity based on 2017 Florida Building Code requirements. B. REI will coordinate with a licensed Structural Engineer for generating repair drawings for up to three exterior exposed footers. II. CONTRACT DOCUMENTS A. Conduct the site visit(s) to develop detailed Contract Documents for the subject building. B. Extract roof samples to identify roof system composition and condition. Cored locations to be repaired with compatible materials. C. No asbestos testing is included in this proposal. D. Perform the following engineering design calculations for all roof areas which will be sealed by a Licensed Engineer: E. Determine design wind loads in accordance with ASCE 7 as required by the current edition of the State Building Code. F. Determine Primary drainage for compliance with the current edition of the State Plumbing Code. Determine Existing and proposed roof system R-Value for compliance with the current edition of the State Energy Conservation Code. H. Estimate existing and proposed roof system dead load unit weights to determine load change and the need for a structural analysis. I. Prepare comprehensive scaled drawings for conditions present to ensure competitive bids are received. All plans and details to be developed on Computer Aided Drafting (AutoCAD). J. Prepare technical specifications of the removal or other preparation of the existing roofing system(s), roof system(s) and sheet metal for the building. K. Issue preliminary Contract Documents for Owner review. Upon acceptance, final Contract Documents will be prepared and submitted. L. Provide owner technical assistance with submission and obtaining an Indian River County Building Department building permit(excluding plumbing, mechanical and electrical permits). The owner will be responsible for permit application fees. M. Provide bidding assistance to Owner. N. Attend one Pre-Bid Meeting for potential contractors to review the Contract Documents and resolve any questions that may arise during the bid stage of the project. O. Bids shall be analyzed and a recommendation made based on low bid, alternates, contractor's past performance and Owner's budget restrictions. Submit a certified Bid Tabulation and recommendation for award. III. CONSTRUCTION ADMINISTRATION A. Review and accept, as appropriate, shop drawings and submittals as required by the Contract Documents. Return unacceptable submittals to contractor as required until compliance with specifications is realized. B. Attend a pre-construction meeting with the successful contractor to ensure a clear understanding of the plans and specifications. C. Perform quality assurance site visit once every five working days, Monday through Friday, to verify work is in compliance with the Contract Documents. Photographs will be taken as deemed necessary for documentation. REI cannot comment on work that takes place and covered while REI is not onsite. D. Prepare and submit reports from each quality assurance site visit relaying information pertaining to weather, area worked, application methods, material types installed during the site visit, and listing of non-conforming items requiring Contractor's correction. E. Review any change orders developed by the owner as needed to address changes to the contract requirements. F. Upon notification by the contractor that the job is fully complete, a final inspection will be conducted with REI, contractor and Owner personnel. A final inspection report will be submitted upon verifying completion or if necessary, an additional punch list will be prepared. Upon completion of work, verify compliance of warranties and forward to Owner with close out documents and final billing. H. Conduct a 2-year Contractor Warranty Inspection before the warranty expires to address warranty issues with the Contractor and Manufacturer. IV. PROPOSED SCOPE OF CONSTRUCTION WORK A. Remove existing roof systems down to the existing structural framing and provide new roof system along with sheet metal flashing and accessories to provide a complete, watertight, warrantable roof assembly. V. ESTIMATED ENGINEERING FEES Based on the anticipated scope of work for this project, the lump sum engineering fees are as follows: Engineering Fees: Structural Analysis: Subcontractor Fee Estimate $6,200.00 Contract Management $620.00 Contract Documents: Contract Documents $20,715.00 Bidding $1,250.00 Construction Administration: Construction Administration $16,570.00 Total Engineering Fee $45,355.00 VI. PROJECT SCHEDULE A. Preliminary Contract Documents shall be completed within thirty (30) days of Notice to Proceed. Final Contract Documents shall be completed and sealed within ten (10) days of receipt of comments. B. Construction Administration shall be performed during the estimated construction duration and the project closeout process. This work is expected to take forty-five (45) days calendar days. If this proposal meets with your approval, please notify us in writing. This proposal will remain firm for a period of thirty (30) days. Dear sir, At your request, we are hereby submitting our proposal to provide professional services for the above subject project. A. Description of Project and Services: The project consists of an approximately 14,000 sf building that is currently used for batting cages, gym and offices in the Historical Dodgertown of Vero Beach. The intent is to replace the roofing system that is currently on the building and as such it will have to comply with a current wind loads in accordance with the FBC-Sixth Edition. The roofing members of the building will have to be evaluated to conform to current standards as far as wind load and serviceability goes. The current building structure consists of a pre-engineered metal building with steel girts. It is our understanding that you also require our engineering services for a structural assessment of three of the column bases and footers of the subject project. B. Scope of Work / Services: Based on our past experience with structural assessment projects, our performance of the work will include the following services and disciplines, as needed and/or required: 1. REI Attachment "A" October 31,2019 Page 2 Proposal: 19-0357 3. Conduct a field investigation to determine the current dimensions and conditions of the metal girts for the roofing system. 4. Conduct a preliminary assessment of the structure, recording the extent and nature of observed problems on structural members as related to the columns and footer repairs. 5. Determine repairs for unsafe or potentially hazardous conditions that require immediate action. 6. Preparation of the structural design and drawings for the repair as needed of the structural system to include: a. Roofing system modification b. Column base repair c. Foundation repair d. Structural Connections C. Cost of Work/Services Performed: We propose to provide the above described services for a total fee of$6,200, excluding direct costs. The contract price includes providing certified copies for the permitting process, and two coordination meetings with the owner or his agent. It is assumed that other building plans development and permitting will be done by others and is not part of this contract. We are available to begin work described herein upon our receipt of your written acceptance of this proposal/contract. This proposal is valid if accepted within ninety (90) days from the date of this proposal/contract. In addition to the above scope, our Agreement shall include and be subject to the conditions in the below Standard Provisions,which are incorporated by reference.
