Director, Parks and Conservation Resources Subject: Jones' Pier Conservation Area Public Use Improvements — Amendment Number 3 to MBV Work Order #5 for Jones' Pier Conservation Area (FTC No.: 05 -039 -FF) — Electrical Panel Revision BACKGROUND: On May 9, 2017, the Board approved Work Order No. 5 for MBV Engineering, Inc. to complete site Plan Design and Permitting for the pubic use improvements planned for the Kroegel Homestead, Hallstrom Farmstead and Jones' Pier Conservation Areas (Phase 1). Subsequently, on September 18, 2018, the Board approved Amendment Number 1 to provide architectural design and engineering services for the Pavilion/Restroom. While Work Order No. 5 provided for Phase 1 design and engineering services related to the overall site improvements at the project site, it did not include construction inspection and certification services. Amendment Number 2 was approved by the Board on Mach 10, 2020, which included an additional scope of work and deliverables related to construction oversight. During construction, and as a result of power configurations being overhead, it was determined that placing the current power line underground would be necessary. Amendment Number 3 includes the required work necessary to change the existing electrical panel specified in the current plan set to one that will enable electrical connection to both the concrete cottage and the main house from the restroom/pavilion building. The scope of work is summarized in the attached Exhibit A & C — Scope of Work. Deliverables include: • Architect - Revise Electrical Drawings to Show Two Existing Buildings and Boat Lift Feed from New Restroom Pavilion. • Architect - Existing Buildings to have Existing Panels Re -Feed from New Restroom Pavilion. • Architect - New Restroom Pavilion to be Revised to Single Phase Service. • Engineer — Coordination with Architect & County Staff INDIAN RIVER COUNTY, FLORIDA •`i AGENDA ITEM Y •' �. RECOMMENDATION: Staff recommends the County Administrator approve Amendment No. 1 in the amount of $1400 within his delegated authority limit. Exhibit A AMENDMENT NUMBER 3 TO WORK ORDER NUMBER 5 Indian River County Conservation / Public Access for Jones Pier — (FTC No.: 05 -039 -FF) Jones' Pier Phase 1 Electrical Construction Services This Amendment 3 to Work Order Number 5 is entered into as of this Jq day of 202_, pursuant to that certain Continuing Consulting Engineering Services Agreement for Professional Services entered into as of this 17th day of April, 2018 (collectively referred to as the "Agreement"), by and between INDIAN RIVER COUNTY, a political subdivision of the State of Florida ("COUNTY") and MBV Engineering, Inc. ("Consultant"). The COUNTY has selected the Consultant to perform the professional services set forth on Exhibit A (Scope of Work), attached to this Work Order and made part hereof by this reference. The professional services will be performed by the Consultant for the fee schedule set forth in Exhibit B (Fee Schedule), attached to this Work Order and made a part hereof by this reference. Pursuant to paragraph 1.4 of the Agreement, nothing contained in any Work Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth herein. Reingold, County Attorney EXHIBIT A - SCOPE OF WORK It is our understanding that the COUNTY intends to construct an approximately 1,040 SF open pavilion with bathrooms and associated parking at the Jones Pier Historic parcel located at 7770 Jungle Trail, Vero Beach, FL. In accordance with our coordination with County staff, revisions have been requested to the electrical services for the two existing buildings and the boat lift feed from the new restroom pavilion. MBV Engineering, Inc. and Donadio & Associates. will provide the necessary project design, permitting, and oversight / certifications necessary, as outlined below in detail. CONSTRUCTION PHASE - ELECTRICAL REVISION The Consultant will provide the following scope of services during the construction phase: Civil • Coordination with Architect and County staff. Architectural • Revise electrical drawings to show two existing buildings and boat lift feed from new restroom pavilion. • Existing buildings to have existing panels re -fed from new restroom pavilion • New restroom pavilion to be revised to single-phase service. DELIVERABLES The Consultant shall provide the COUNTY with the following: • Four (4) hard copies of the signed & sealed plans. • One (1) PDF electronic copy of the plans. EXHIBIT B - FEE SCHEDULE The COUNTY agrees to pay and the Consultant agrees to accept for services rendered, pursuant to this Agreement, fees inclusive of expenses in accordance with the following: Task Fee Architectural — Electrical Revisions $ 1,175 Civil - Administration $225 Amendment 2 Total $ 1,400 ADDITIONAL SERVICES When required by the COUNTY or the Contract Documents, where circumstances exist beyond the Consultant's control, Consultant shall provide or obtain from others, as circumstances required, those additional services not listed as part of the Work Order, the Consultant shall notify the COUNTY promptly prior to commencing said Additional Services, and if agreed upon, will be paid for by County in accordance with the Master Agreement, Professionals and vendor intended to provide additional services shall first be approved by the COUNTY, in writing, by the COUNTY's Project Manager. The COUNTY has selected the Consultant to perform the professional services set forth on this Work Order. The professional services will be performed by the Consultant for the fee schedule set forth in this Work Order. The Consultant will perform the professional services within the timeframe more particularly set forth in this Work Order in accordance with the terms and provisions set forth in the Agreement.
