HomeMy WebLinkAbout2020-117WORK ORDER NUMBER 2 IRC -1909 IRC -1909 - Indian River Boulevard and 8th Street Signalization This Work Order Number 2 is entered into as of this 25th day June , 2020 pursuant to that certain Continuing Contract Agreement for Continuing Geotechnical Engineering Services into on the 4th day of December, 2018 collectively referred to as the "Agreement", by and between INDIAN RIVER COUNTY, a political subdivision of the State of Florida ("COUNTY") and ANDERSEN ANDRE CONSULTING ENGINEERS, INC. ("CONSULTANT"). The COUNTY has selected the CONSULTANT to perform the professional services set forth on Exhibit A (AACE Proposal No. P20-1631), attached to this Work Order No. 2 and made part hereof by this reference. The professional services will be performed by the CONSULTANT for the fee schedule set forth in Exhibit A, attached to this Work Order and made a part hereof by this reference. The Consultant will perform the professional services within the timeframes more particularly set forth in Exhibit A, attached to this Work Order and made a part hereof by this reference all in accordance with the terms and provisions set forth in the Agreement. Nothing contained in any Work Order shall conflict with the terms of the Agreement and the terms of the Agreement shall be deemed to be incorporated in each individual Work Order as if fully set forth herein. Project Engineer AACE Proposal No. P20-1631 June 9, 2020 PROPOSAL FOR CONSTRUCTION MATERIALS TESTING AND INSPECTION SERVICES INDIAN RIVER BLVD. & 8T" STREET INTERSECTION/SIGNALIZATION IMPROVEMENTS VERO BEACH, INDIAN RIVER COUNTY, FLORIDA IRC PROTECT No. 1909 As requested, Andersen Andre Consulting Engineers, Inc. (RACE) is pleased to present this cost estimate for construction materials testing and inspection services relative to improvements at the above -referenced intersection. Based on our review of the Contract Plans for the project prepared by Kimley-Horn (dated March 2020), it is our understanding that the project consists of the construction of mast -arm traffic lighting mounted on four signal poles which are supported by drilled shafts. Additional project elements will include the demucking of an existing ditch, drainage and minor sidewalk construction and limited roadway widening. We understand that it is the desire of Indian River County to have AACE perform drilled shaft inspections and testing on behalf of the County during construction. Additionally, we will coordi.iate the inspection of signal pole anchor bolts and mast -arm connection bolts at each signal location (in general accordance with FDOT Standard Specification 649 (Galvanized Steel Poles, Mast Arms & Monotube Assemblies) and also FDOT's Standard Index 17745 (MartArm_Assemblies). Based upon our understanding of the project plans and our prior experience with projects similar to this one, we estimate the cost of the services will be approximately $16,498.00. The actual cost of AACE's testing services will be a function of work actually performed in accordance with the attached unit fee schedule (in accordance with the continuing service contract between Indian River County and AACE, Contract #2018042). We will notify you in advance if it appears that the cost estimate will be exceeded. If the terms above are acceptable to you, please sign and return the Professional Services Agreement as an indication of your acceptance and authorization to proceed with the work. Further, we have assumed that a bucket truck will be available for our use. Finally, we have budgeted limited standby time during this effort in the event that MOT requires adjusting, the bucket truck is delayed, etc. However, we have assumed that all inspections will occur during normal working hours/days (M -F, 7am-5pm). (2) The contractor should contact Andersen Andre Consulting Engineers Inc. at (772) 807-9191 a minimum of 24 hours prior to any testing and 48 hours prior to weekend and evening work. (3) If our testing estimate for a specific work element is insufficient for that particular activity, resources from another work element can be used without prior authorization from the client as long as our total cost estimate is not exceeded. We will notify you in advance if it appears that the cost estimate presented in the attached unit fee schedule will be exceeded. (4) Concrete cylinder pickup for laboratory testing will be billed at $59.00/hour, portal-to-portal (5) AACE's field technicians and engineers do not direct or witness the performance of any work. Neither the presence of an AACE representative on-site nor the observation and testing performed by our firm implies AACE's responsibility for defects discovered in the construction work. (6) RACE will not be responsible for job or site safety for this project; job site safety will be the sole responsibility of the contractor. (7) AACE will not have stop -work authority. Should our representatives encounter materials or workmanship that, either based on direct testing or on our experience with similar projects, does not appear to meet the engineering plans and specifications, we will notify Indian River County immediately. Results will not be relayed to the Contractor, developer or the developer's agent(s) without prior consent of the County. Estimated Budget: $16,498.00 Payment Terms: Net 30 days from invoice date; invoices will be sent every four weeks for continued or extended projects. Interest charges, 1'/2% per month following the due date.
