This Amendment 1 to Work Order Number 10 is entered into as of this day of ,/,�
202', pursuant to that certain Continuing Consulting Engineering Services Agreement for Professional S ices
entered into as of this 17" day of April, 2018 (collectively referred to as the "Agreement'), by and between
INDIAN RIVER COUNTY, a political subdivision of the State of Florida ("COUNTY") and MBV Engineering,
Inc. ("Consultant").
The COUNTY has selected the Consultant to perform the professional services set forth on
Exhibit A (Scope of Work), attached to this Work Order and made part hereof by this reference. The
professional services will be performed by the Consultant for the fee schedule set forth in Exhibit B
(Fee Schedule), attached to this Work Order and made a part hereof by this reference. The Consultant
will perform the professional services within the timeframe more particularly set forth in Exhibit C
(Time Schedule), attached to this Work Order and made a part hereof by this reference all in
accordance with the terms and provisions set forth in the Agreement. Pursuant to paragraph 1.4 of the
Agreement, nothing contained in any Work Order shall conflict with the terms of the Agreement and
the terms of the Agreement shall be deemed to be incorporated in each individual Work Order as if
fully set forth herein.
IN WITNESS WHEREOF, the parties hereto have executed this Work Order as of the date first
written above.

EXHIBIT A - SCOPE OF WORK
As per our coordination, we are hereby submitting our proposal to provide additional professional
services for the above subject project. This proposal shall be considered an addendum to the original
executed Work Order 10, IRC -1908 Jackie Robinson Training Complex Walking Trail, and all contract
conditions shall be part of this addendum.
Pursuant to the St. Johns River Water Management District's (SJRWMD) denial of a letter modification
as described under the original Work Order Scope, and now requiring the project to obtain a permit
modification to the existing permit No. 40-061-123418-1, additional professional services for the below
items will be required for completion of the project. Addressing these were not anticipated or included
in the original scope of work. The additional requested scope of services will include addressing the
comments listed in the comment letter received from on July 13, 2020 and is itemized below.
St. Johns River Water Management District July 13, 2020 RAI:
1. As requested previously in comment 1 of the District's April 10, 2020 RAI letter, the design
proposes runoff from the project site to be directed to the existing wet detention pond east of
the site known as Pond 100.
a. Please provide calculations and supporting information demonstrating that the wet
detention system has sufficient excess capacity to provide treatment in accordance with
Section 8.0, A.H. Vol II.
b. Provide a recent site inspection report of the existing pond demonstrating that it is
functioning as designed and permitted. [62-330.301(1)(e)(i), F.A.C.; 8.0, A.H. Vol 11]
2. As indicated previously in comment 3 of the District's April 10, 2020 RAI letter, the proposed
project discharges to the Indian River Lagoon, which is deemed impaired for Nitrogen and
Phosphorus. Please demonstrate the post -development annualized mass nutrient load
discharged from the site is less than the pre -development site loading. Alternatively,
demonstrate that with the new proposed development the total amount of impervious area in
the Pond 100 basin is within the previously permitted design assumptions. [62-330.301(1)(e),

3. As requested previously in comment 4 of the District's April 10, 2020 RAI letter, please
demonstrate that the existing wet detention pond to which your project will discharge has
sufficient excess capacity to attenuate runoff from the proposed site for the mean annual and
25-year/24-hour storm events. Alternatively, demonstrate that with the new proposed
development the total amount of impervious area in the Pond 100 basin is within the previously
permitted design assumptions. [62-330.301(1)(a)(b)(c), F.A.C.; 3.2, A.H. Vol II]
4. The RAI response received on June 18, 2020 referenced the information requested in the District
April 10, 2020 RAI comment 5 was already provided. This information has not yet been received.
Therefore, please include on the plans, the total acreage of surface waters (the plans show the
surface waters as Indian River Farm Water Control District Sub -lateral A-3 Canal) within the
project area and the total acreage of surface water impacts from the installation of the drainage
culvert. In addition, please amend the plan detail sheets to show the surface water boundaries
and the proposed impact area and associated acreages. The extent of the surface waters and

5. As requested previously in comment 6 of the District's April 10, 2020, RAI letter, please indicate
on the plans how flow will be maintained during the installation and removal of the temporary
drainage culvert. Include on the plans appropriate BMP's during the installation and removal
process so as to prevent a violation of the state water quality standards. [62-330.301(1)(d)

6. As requested previously in comment 7 of the District's April 10, 2020 RAI letter, the application
fee for the proposed project is $2,110; however, $1,190 was submitted with your application.
Please submit the remaining $920 balance online or by check made payable to the St. Johns
River Water Management District. [62-330.071, F.A.C.; 40C- 1.603(5), F.A.C.]
Please note that the comment No. 3 in the attached RAI provides for an alternate capacity analysis
option of the existing wet pond to provide information to the District that the proposed new
impervious area associated with this project is within the existing permitted impervious area threshold
of permit No. 40-061-123418-1, due to Aviation Blvd. improvements not being constructed. This
contract reflects electing this alternate option to address comment No. 3 and does not include Master
ICPR Re -Modeling of the existing pond system nor design and modeling of additional stormwater
ponds.
EXHIBIT B - FEE SCHEDULE
The COUNTY agrees to pay and the Consultant agrees to accept for services rendered, pursuant to this
Agreement, fees inclusive of expenses in accordance with the following:
