PROCLAMATION DECLARING AND EXTENDING A LOCAL STATE
OF EMERGENCY IN INDIAN RIVER COUNTY, FLORIDA, IN
CONNECTION WITH HURRICANE MATTHEW
WHEREAS, on October 3 d, 2016, Governor Rick Scott, in his capacity as Governor of
the State of Florida, Issued Executive Order Number 2016-230, declaring that a state of
emergency existed in all or portions of the State of Florida (including Indian River County) by
reason of I-lurricane Matthew; and
WHEREAS, pursuant to section 101.10(1) of the Code of Indian River County, and
Resolution 2015-127 of the Board of County Commissioners, the County Administrator/Indian
River County Emergency Services District Director is authorized to declare a local state of
emergency upon making a determination that a natural disaster has occurred or is imminent,
requiring immediate and expeditious action; and
WHEREAS, in my capacity as County Administrator and Indian River County
Emergency Services Director, I determined that, by reason ofl-lurricane Matthew, the threat of a
natural disaster had occurred or was imminent, requiring immediate and expeditious action, and
declared that a local state of emergency existed in all of Indian River County. Florida, effective
as of 7:00 a.m., on the 6th day of October, 2016; and
WHEREAS, on October 13, 2016, 1 declared and extended the local state of emergency
as Indian River County was still suffering the effects Of Hurricane Matthew, posing a threat to
the public health, safety and welfare of the citizens of Indian River County;
WHEREAS, as of October 20, 2016, Indian River County is still suffering the effects of'
Hurricane Matthew, which continue to pose a threat to the public health, safety and welfare of
the citizens of Indian River County;
NOW, THEREFORE, in my capacity as County Administrator and Indian River County
Emergency Services Director, I hereby (1) determine that, by reason ot'Hurricane Matthew, the
threat of a natural disaster has occurred, requiring immediate and expeditious action, and (2)
declare that a local state of emergency exists and continues in all of Indian River County,
Florida, effective as of 7:00 a.m., on October 20, 2016.
